Ho Chi Minh City has planned to build 355km of urban railway in the next 10 years, starting with the construction of metro line 2 Ben Thanh - Tham Luong at the end of 2025.
The Ho Chi Minh City Department of Transport has just submitted to the Ho Chi Minh City People's Committee a draft plan to implement Resolution 188 of the National Assembly to pilot a number of specific and special mechanisms and policies to develop the urban railway network (metro) system in Hanoi and Ho Chi Minh City according to Resolution 188/2025.

According to the plan of the Department of Transport and Public Works of Ho Chi Minh City, the total preliminary investment for the 2025-2035 period to build the metro in Ho Chi Minh City is about 40.2 billion USD. In 2025, the expected volume of work to be carried out is very large, including selecting a contractor to start construction of metro line 2 first.
Specifically, Ho Chi Minh City will establish a Steering Committee for the development of the Ho Chi Minh City urban railway network; issue regulations for the Steering Committee's operations in March 2025. At the same time, an Advisory Council will be established to assist the Ho Chi Minh City People's Committee in developing the Ho Chi Minh City urban railway network.
In May 2025, the Department of Transport and Public Works will coordinate with relevant departments and the Ministry of Construction to develop a Decree detailing the contents and requirements of the overall technical design (FEED design) and the design steps implemented after the FEED design. Including: Instructions on the obligations and powers of the parties participating in the implementation of the contract in the form of an EPC contract (investor, EPC contractor/general contractor, supervision consultant, etc.).

At the same time, issue regulations on the order and procedures for establishing, appraising and approving project route plans, project locations on urban railway routes, and TOD area planning; coordinate with the Ministry of Construction and Hanoi City to develop a framework of standards and regulations for metro projects...
In addition, there are detailed regulations and instructions on planning, adjusting zoning plans, detailed planning of station vicinity areas; mechanisms and policies under the authority of the Government and Prime Minister.
At the same time, coordinate with the Ministry of Construction to develop a Circular guiding the establishment and management of project costs, including instructions on establishing total investment; establishing and approving construction estimates, bid package estimates, etc.
For investment preparation work groups, the Department of Transport and Public Works proposes to review the planning orientation of urban railway routes and TOD areas and promptly update them in the Project to adjust the City's General Planning to 2040, with a vision to 2060. Assign investors to urban railway projects with the expected list in Resolution 188.

Develop a Resolution of the Ho Chi Minh City People's Council providing detailed instructions on the project route plan, project location on the urban railway line, and TOD area planning to determine the location, boundaries, and area of land to be recovered according to regulations.
Develop a plan to mobilize investment capital to implement the urban railway project in the medium term 2026-2030, 2031-2035 and annual capital sources. Clearly identify capital needs, capital plans, types of capital sources (state budget, government bonds, ODA, land revenue, socialization...) to have a plan and arrange appropriate capital plans.
In particular, from April to December 2025, Ho Chi Minh City will complete procedures to start construction of metro line 2 (Ben Thanh - Tham Luong), appraise the pre-feasibility study report, approve the feasibility study report, select contractors, and start construction.
In the period of 2025-2026, Ho Chi Minh City will organize the preparation, appraisal and approval of feasibility study reports from the remaining 6 urban railway lines according to Resolution 188. In which, it is expected to compensate, support, resettle and hand over the site for construction from 2025-2027; organize the selection of contractors and start construction and complete from 2027-2035.
In addition to the above tasks, in the second quarter of 2025, the City is expected to complete the organizational structure of the Urban Railway Management Board and develop a plan for training and developing human resources for this industry (including domestic and foreign training). At the same time, the City will also develop a plan for developing the railway industry of the Urban Railway Management Board.
Information from the Ho Chi Minh City Urban Railway Management Board said that metro line 2 (Ben Thanh - Tham Luong) has completed compensation and site clearance procedures, of which 99.8% of the site is clear.
Regarding the relocation of technical infrastructure at 12 station locations, the progress has only reached more than 30%, slower than planned. The reasons are due to construction in narrow space conditions; handling intersections with existing underground works outside the design; cases of households having part of the construction area within the project boundary; lack of unity and coordination among units during the construction process...
The entire technical infrastructure is expected to be completed in the third quarter of 2025.
