Localities urgently overcome and minimize damage caused by heavy rain and landslides.

From the night of August 7 to 8, in the mountainous and midland areas of the North, there will be moderate rain, heavy rain, and in some places very heavy rain with common rainfall of 20 - 50mm, in some places over 100mm. Natural disaster risk level due to heavy rain, tornadoes, lightning, and hail: level 1.

Forecast the impact of heavy rain, mountainous areas are at risk of flash floods and landslides. Low-lying areas are at risk of flooding. Urban areas, heavy rain in a short period of time causes flooding.

Effects of heavy rain

According to VNA reporters in the localities, recently, in Ban Tien hamlet, Phu Ninh village, Minh Phu commune (Soc Son, Hanoi), there was a landslide that caused many vehicles to get stuck, causing difficulties in traveling and affecting people's psychology. To prevent similar incidents from happening in the area, Soc Son district has immediately implemented measures to ensure people's lives, property and constructions.

In recent days, Lai Chau province has been experiencing heavy rains over a large area, causing landslides on many roads with thousands of cubic meters of soil and rock. Immediately after receiving the information, leaders of Lai Chau Provincial People's Committee and the provincial Department of Transport were present at the scene to survey the situation and find solutions to ensure the fastest traffic. However, Lai Chau province is still experiencing rain, because the landslide is located on the negative slope, the landslide is deep and has destroyed the entire foot of the road, so a thorough solution will be difficult.

Due to the impact of prolonged heavy rain, many national and provincial highways in Dien Bien province have been eroded and subsided. At km 3+600 of National Highway 4H (section belonging to Muong Cha district), a large amount of soil and rock from the positive slope slid down to the road surface, making it impossible for cars to pass. Currently, the Traffic Police force and Muong Cha District Police are coordinating with Road Company 2 to fix the problem.

On National Highway 6, at around 8:00 a.m. on August 5, at km 421 (in Co Ngu village, Muong Mun commune, Tuan Giao district), a landslide caused two positive slopes to collapse onto the road, causing traffic difficulties. At around 11:00 a.m. the same day, the temporary road was basically reopened to traffic after efforts by authorities to repair it.

At km 180 of National Highway 12 (section belonging to Dien Bien district), there was also a dangerous landslide on the negative slope. The authorities promptly erected barriers and warning signs to ensure the safety of road users.

In addition, on routes such as National Highway 279, Provincial Road 150, inter-commune and inter-village routes in Muong Cha, Dien Bien Dong, Dien Bien and Muong Nhe districts, many landslides have appeared, causing traffic obstruction. Authorities are currently fixing the problems on these routes.

According to the Dak Nong Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue, as of August 5, the prolonged rain and floods since July 30 have flooded hundreds of houses and many roads. The locality also recorded unusual land subsidence in Tuy Duc, Dak G'long districts, Gia Nghia city, etc. Authorities have evacuated more than 150 households from landslide areas and areas at risk of dangerous landslides. The province has had two cases of people being swept away by floodwaters and dying.

Proactively respond to heavy rain

Citing some causes of landslides, Deputy Minister of Natural Resources and Environment Le Cong Thanh explained that with natural mountain and hill slopes, the weathering of soil and rock occurs slowly. Landslides gradually form natural and stable slopes. When there is a change in the surface from forest land to land for growing trees or leveling land to build houses, roads, build hydroelectric reservoirs, etc., the structure of the ground has changed, leading to the risk of landslides when there is heavy rain.

According to the Deputy Minister of Natural Resources and Environment, people's awareness and actions have been raised. In particular, local disaster prevention and control and search and rescue agencies have documents and maps of high-risk areas in the locality for landslides. Youth volunteer forces for disaster prevention and control are also trained to check before heavy rains to warn and assist people in evacuating when necessary.

In the coming time, the Law on Civil Defense will be implemented to supplement personnel to support authorities in grasping information, monitoring and supervising risks, promptly preventing, responding to and overcoming incidents and natural disasters. Regarding the current rainfall warning system, the Deputy Minister said that the General Department of Hydrometeorology has organized the implementation with details down to each 1 x 1km grid, with automatic monitoring equipment and timely warnings.

To proactively respond to heavy rains, floods, inundation, flash floods, and landslides, on August 5, the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control - Office of the National Committee for Natural Disaster Response and Search and Rescue issued Official Dispatch No. 08/CD-QG.

The dispatch clearly stated that ministries, branches and localities mobilize forces and means to urgently support people to overcome damage to housing and agricultural production; quickly repair landslide-affected traffic routes; closely monitor developments of heavy rain, floods, flash floods, landslides, and provide timely and complete information to authorities at all levels and people to proactively prevent, respond and minimize damage.

Northern mountainous provinces inspect and review residential areas along rivers, streams, and low-lying areas to proactively relocate and evacuate people in areas at high risk of deep flooding, flash floods, and landslides. Authorities organize traffic control and guidance, and post warning signs, especially at culverts, spillways, and areas with deep flooding and fast-flowing water; proactively arrange forces, materials, and equipment to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.

Northern mountainous localities direct inspection, review, and implementation of plans to ensure safety of mines, mines, reservoirs, and downstream areas, especially small hydroelectric reservoirs and important irrigation reservoirs; arrange permanent forces to operate and regulate and be ready to handle possible situations; implement measures to drain water, protect production, and prevent flooding in urban areas and industrial parks.

Northern mountainous provinces direct specialized agencies to coordinate with media agencies, especially grassroots information systems, to increase reporting on heavy rains, risks of floods, flash floods, and landslides so that people know, proactively prevent, avoid, and minimize damage.
