Since the beginning of 2015, when there was no guiding document from the Central Government, Nghe An has issued its own set of criteria for new rural models and selected 3 pilot communes (Son Thanh, Yen Thanh district; Quynh Doi, Quynh Luu district; Kim Lien, Nam Dan district) to implement. In addition, the Standing Committee of the Provincial Party Committee and the People's Committee of Nghe An province have launched and implemented the model contest "Beautiful new rural commune in 2018" and "Beautiful new rural village (hamlet) in 2018", this is the first contest to be held in Nghe An as well as nationwide.
In 2019, Nghe An was honored to be selected by the Central Government as one of the four pilot districts to build a model new rural area nationwide in the direction of developing culture associated with tourism. In the 4 years of implementation, Nam Dan district has mobilized 2,636.3 billion VND to continue investing in improving the criteria. With the determination and participation of the entire political and social system, Nam Dan district will strive to achieve the standard of an advanced new rural district in 2024 and the standard of a model new rural district in 2025...
Son Thanh (Yen Thanh) is one of three communes chosen by the province to be the first model new rural commune in Nghe An since 2015. Mr. Nguyen Khac Dao - Secretary of the Party Committee of Son Thanh commune said that in order to reach the model new rural commune finish line by the end of 2023, Son Thanh commune had previously built a specific roadmap, clearly defining each step "easy to do first, difficult to do later".
At the same time, Son Thanh commune synchronously implemented 8 solutions, which are: Renewing the mindset of "changing people, changing land"; shifting the industrial economic structure in agriculture; synchronously completing and improving the quality of infrastructure construction, especially focusing on "inner fields"; calling for investors and scientists to participate; renovating the population, planning the population; bringing people to the hills; comprehensive socialization, improving the quality of education; ensuring political security and social order.
From a poor commune of Yen Thanh district in the 90s of the last century, Son Thanh commune has now had remarkable changes in all aspects, clearly showing the new rural appearance; the average income of Son Thanh commune residents in 2023 reached 84 million VND/person.
Hung Tan Commune is the first locality in Hung Nguyen District to achieve the new rural model standard. Mr. Nguyen Van Tam - Chairman of Hung Tan Commune People's Committee excitedly said: After reaching the new rural standard in 2014, the government and people have continuously strived to improve and improve the criteria. By 2021, the commune had reached the advanced new rural standard and the more wonderful thing is that by the end of 2023, it had reached the new rural model standard. This is the effort, endeavor, and solidarity of the Party Committee, government, and people in the area, in which the joint efforts and consensus of the people play a key role.
In the coming time, Hung Tan commune will continue to promote the integration of improving the quality of new rural models in association with implementing democratic regulations and the movement "All people unite to build cultural life in residential areas", the emulation movement to build model families and model residential groups. In addition, the locality will promote agricultural restructuring from breadth to depth to improve the quality and value of products. At the same time, reorganize production, transform the structure of crops and livestock; focus on developing high-tech agriculture, building key agricultural products, etc.
USE PERFORMANCE TO ASSESS CRITERIA
Mr. Nguyen Van Hang - Deputy Chief of the Office of the National Target Program on New Rural Development in the province, said: After nearly 14 years of implementing the National Target Program on New Rural Development, Nghe An province has had 317/411 communes meeting new rural standards (reaching 77.61%). Of which, 67 communes have met advanced new rural standards, 10 communes have met model new rural standards (currently assessing 2 model new rural communes).
By the end of 2025, the whole province will have 340 communes meeting new rural standards, 135 communes meeting advanced new rural standards, 34 communes meeting model new rural standards, 11 district-level units completing/meeting new rural standards, and 1 district meeting model new rural standards.
To achieve that goal, localities continue to promote and improve the quality of propaganda work and organize emulation movements to build new rural areas from the province to the grassroots level to raise awareness for all classes of people; regularly update and report on models, advanced examples, initiatives and good experiences in building new rural areas on mass media to popularize and replicate the models. Continue to carry out extensive social movements on building new rural areas, advanced new rural areas, model new rural areas, new rural villages/hamlets, and the emulation movement "Nghe An joins hands to build new rural areas".
Localities develop specific plans and projects to implement the "Advanced New Rural Commune, Model New Rural Commune" accurately and appropriately according to local conditions. Building a model new rural area is a long process, so in the process of organizing and implementing, do not be subjective or hasty, do it while learning from experience, apply regulations well, and take effectiveness as an important goal to evaluate criteria.
Communes that have achieved the model new rural standards will be models for other communes in the province to learn from and gain experience. Reality in localities shows that, in the process of building model new rural areas, communes must clearly identify one of the outstanding fields; a specific, practical model that incorporates the potential and advantages of their commune to serve as a model.
