According to Decision 663, the goal of the project is not only to develop Hanoi University of Science and Technology into a modern university, among the leading universities in Asia in the field of engineering and technology, but also to play a leading role in the Vietnamese university education system in fields serving the development of technology and strategic industries.

The specific goal by 2030 is to achieve 85% of lecturers with doctoral degrees, of which 30% have the title of professor or associate professor; at least 25% of total training programs taught in English; training at least 8,000 engineers, masters, and doctors in fields serving strategic technology and industrial development...

In addition, the project also sets a target that by 2030, each lecturer of Hanoi University of Science and Technology will have an average of 1.6 scientific publications/year in the Web of Science, SCOPUS...

By 2035, Hanoi University of Science and Technology will be the leading center of research and innovation in the country in science, engineering and technology, ranked 100-150 in Asia according to prestigious international rankings; by 2045, it will be in the top 100 schools in Asia in the field of engineering and technology.

However, the decision did not specify what percentage of postgraduate students Hanoi University of Science and Technology has in its training structure, what percentage of international students it has (which are important indicators in evaluating the reputation of a university...).

The decision outlines five groups of solutions, including: expanding university space and modernizing technical infrastructure - facilities on par with the region, improving research capacity...

Funding for project implementation is allocated in the annual state budget expenditure estimates of ministries, branches and localities according to the provisions of the State Budget Law and other legal funding sources according to the provisions of law.
