On the afternoon of February 11, 2025, at the Ministry's Headquarters, Deputy Minister Truong Hai Long had a meeting with the Chief Representative of the United Nations Population Fund in Vietnam (UNFPA) Matthew David Jackson to discuss current priorities in youth development and explore potential future cooperation between UNFPA and the Ministry of Home Affairs.


Also attending the reception were Director of the Youth Affairs Department Hoang Quoc Long; Deputy Director of the Personnel Organization Department Le Dat; representatives of leaders and civil servants of a number of units under the Ministry of Home Affairs.

Speaking at the reception, Deputy Minister Truong Hai Long happily welcomed and sent wishes of health, happiness and success to the Chief Representative and program and communication officers of UNFPA who visited and worked at the Ministry of Home Affairs of Vietnam.

Informing the UNFPA Representative, Deputy Minister Truong Hai Long said that over the past 10 years, from 2012 to present, UNFPA and the Ministry of Home Affairs have gradually built and formed a close cooperative relationship, in which the Fund has supported the Ministry of Home Affairs and agencies of the Vietnamese Government to develop, promulgate and organize the implementation of policies and laws on youth to ensure the achievement of goals and outputs.

In the period 2022 - 2026, UNFPA is continuing to support the Ministry of Home Affairs to implement the Project "Supporting the Government of Vietnam to implement and monitor the implementation of laws and policies on comprehensive youth development and promoting youth participation, including in the crisis situation of natural disasters and epidemics in the period 2022 - 2026". The Project Document was approved in Decision No. 320/QD-BNV dated April 25, 2022 and adjusted in Decision No. 890/QD-BNV dated December 5, 2024 of the Minister of Home Affairs (due to changes in the organizational structure and funding for the Project).

With the support resources of UNFPA, the Ministry of Home Affairs is continuing to focus on implementing the Youth Law and the Decrees guiding the implementation of the Law; the Vietnam Youth Development Strategy for the period 2021 - 2030 and the set of statistical indicators on Vietnamese youth; developing the National Report on Vietnamese Youth for the period 2019 - 2023; guiding and inspecting the implementation of policies and laws on youth from the central to grassroots levels; improving the capacity of civil servants performing state management tasks on youth of ministries, branches and localities to meet the requirements of the task.

Deputy Minister Truong Hai Long emphasized that the Ministry of Home Affairs acknowledged and highly appreciated the active coordination and support of UNFPA in the implementation activities of the Project. The implementation activities have closely followed and been consistent with Vietnam's socio-economic development plans, the Party and State's strategies and plans on youth development. This is an important premise for Vietnam to continue to perfect institutions and policies to contribute to promoting and elevating the youth development strategy in the context of the new development era, the era of national growth under the direction of General Secretary To Lam.

In addition, in the coming time, the Ministry of Home Affairs will receive some additional state management functions on gender equality, employment, social insurance, etc. from the Ministry of Labor, War Invalids and Social Affairs after the period of restructuring the state administrative apparatus.

Deputy Minister Truong Hai Long hopes that this will be an opportunity for the two units to exchange, discuss, and expand deeper cooperation in the work of building and perfecting the policy and legal framework on youth and improving the effectiveness of policy implementation activities in the coming time.

To effectively implement the Project, as a premise for developing the next phase of the Cooperation Project Document, Deputy Minister Truong Hai Long requested UNFPA to pay attention, coordinate and support the Ministry of Home Affairs to implement the following key contents:

Firstly , review the 2025 activities of each Project implementing agency to have a timely implementation plan in case of adjustment of the Project Document (2nd time), to avoid affecting the disbursement results of the Project in 2025.

Second , in the coming time, the Party and Government of Vietnam will issue guidelines and policies on youth work in the new era, focusing on identifying breakthrough tasks for youth in national construction. The Deputy Minister requested the Chief Representative and UNFPA to continue to pay attention and provide technical support to implement programs and goals related to this content; coordinate and support the Ministry of Home Affairs to review and evaluate the results of implementing youth development goals and targets of the Vietnam Youth Development Strategy from 2021 to present, as a basis for adjusting, supplementing and proposing tasks and solutions to be implemented by 2030.

Third , in the coming years, it is recommended that UNFPA continue to prioritize focusing on funding and coordinating with other international organizations to support the Project implementing agencies in general, and the Ministry of Home Affairs in particular, in the areas of youth, gender equality, prevention and response to gender-based violence, which are UNFPA's strengths.

Following Deputy Minister Truong Hai Long, UNFPA Representative Matthew David Jackson expressed his gratitude for the warm welcome of the Ministry of Home Affairs and Deputy Minister Truong Hai Long for him and the UNFPA program and communications staff. Mr. Matthew David Jackson also thanked the Vietnamese Ministry of Home Affairs for their cooperation; and was very happy and excited about the relationship, progress and achievements that the two sides have achieved in the past time.

Agreeing with the opinions of Deputy Minister Truong Hai Long, Mr. Matthew David Jackson hopes that in the coming time, the two sides will further promote the cooperative relationship between UNFPA and the Ministry of Home Affairs to expand in-depth cooperation in the task of building and perfecting the policy and legal framework on youth and improving the effectiveness of policy implementation activities.
