On the morning of February 13, 2025, at the Ministry's headquarters, the Ministry of Home Affairs held a Conference to appraise the Project on classifying administrative units (ADUs) of Krong Buk district, Dak Lak province as type II district-level ADUs and type I ADUs of Dong Hoa town, Phu Yen province.

Attending the Conference were leaders of the Department of Local Government, Ministry of Home Affairs; members of the Appraisal Council representing relevant Central Ministries, Departments and Branches; representatives of leaders of relevant departments, branches and district People's Committees of Dak Lak and Phu Yen provinces.
According to the Administrative Unit Classification Project, Krong Buk district of Dak Lak province is a type III district-level administrative unit proposed to be classified as a type II district-level administrative unit and Dong Hoa town, Phu Yen province is a type II district-level administrative unit proposed to be classified as a type I district-level administrative unit.
Dak Lak province has 13,070.41 km2 of natural area; 15 district-level administrative units (including: 01 city, 01 town, 13 districts) and 184 commune-level administrative units (including: 151 communes, 20 wards, 13 towns).
Based on the socio-economic characteristics of the locality, currently, Krong Buk district has a natural area of 357.68 km², with 07 commune-level administrative units, including: Pong Drang town and 06 communes: Chu Kbo, Cu Ne, Tan Lap, Ea Ngai, Cu Pong and Ea Sin (including 01 commune in region III, 05 communes and 01 town in region II); of which, there are 37 ethnic minority hamlets, 19 extremely difficult hamlets and villages, with 14 ethnic groups living in the district. The total population of the district is 75,059 people, ethnic minorities account for 35.08% of the total population of the district. The main economy of the district is agricultural economy, accounting for more than 50% of the economic structure. The socio-economic situation is developed stably, national defense and security are maintained.
Given the socio-economic development situation of Krong Buk district, it is necessary to conduct and review the classification of administrative units to closely match the actual requirements, as a basis for planning socio-economic development policies, contributing to ensuring the stability of administrative units and improving the effectiveness and efficiency of state management of the government. Therefore, the proposal to classify the administrative units of Krong Buk district from type III to type II is appropriate and in accordance with regulations.
According to statistical data, the criteria for calculating the classification score of Krong Buk district's administrative units reached 53.1 points. Based on the provisions of Clause 4, Article 23 of Resolution No. 1211/2016/UBTVQH13, the proposal of Dak Lak Provincial People's Committee and the total score achieved by the administrative units, Krong Buk district meets the standards of a type II district-level administrative unit.
Phu Yen province has a natural area of 5,025.99 km2 and a population of 887,700 people, with 9 district-level administrative units (including: 01 city, 02 towns and 06 districts) and 106 commune-level administrative units (including: 82 communes, 18 wards, 06 towns).
2. Dong Hoa town has 265.67 km2 of natural area, population of 141,681 people (permanent population of 141,297, temporary population of 384 people); has 10 commune-level administrative units (including: 5 wards and 5 communes).
According to statistical data, the criteria for calculating the classification score of Dong Hoa town's administrative unit reached 77.62 points. Based on Clause 2, Article 23 of Resolution No. 1211/2016/UBTVQH13, the proposal of Phu Yen Provincial People's Committee and the total score achieved by the administrative unit, Dong Hoa town meets the standards of a district-level administrative unit of type I.
Speaking at the Conference, delegates said that the proposal to classify the administrative unit of Krong Buk district, Dak Lak province as a type II district-level administrative unit and the type I administrative unit of Dong Hoa town, Phu Yen province, has ensured the conditions, standards; procedures, records, projects... according to regulations. The People's Committees of Dak Lak and Phu Yen provinces have developed the Project and organized to collect voters' opinions, passed by the People's Councils at all levels with very high approval.

Concluding the Conference, Deputy Minister Vu Chien Thang highly appreciated the proactive spirit of Dak Lak and Phu Yen provinces in developing the Project, the content of the dossier, and the Project in accordance with the correct order and procedures.
Deputy Minister Vu Chien Thang requested the Department of Local Government to coordinate with the Department of Home Affairs of Dak Lak province, Phu Yen province and relevant units to receive and complete the Projects according to the requirements of the Appraisal Council to submit to competent authorities for consideration and decision. At the same time, requested Dak Lak province, Phu Yen province to review and ensure the accuracy and consistency of the system of tables, information and data in the dossier.
