The purpose of the plan is to promote the propaganda about the 9th National Press Award on Party building (Golden Hammer and Sickle Award) - 2024 in agencies and units of the Ministry of Labor, War Invalids and Social Affairs (MOLISA), thereby continuing to affirm the position, role and importance of Party building and political system building.
Further raise awareness of cadres, party members, civil servants, public employees and workers in the Ministry, especially reporters and editors of the Ministry's information, press and media agencies in writing and composing works on Party building.
To encourage and motivate more and more excellent press works in the press and media agencies of the Ministry and among cadres, party members, civil servants, public employees and workers in the units of the Ministry; thereby, creating motivation to promote and improve the quality of propaganda on Party building and political system building.
Continue to promote the role of press agencies, cadres, party members and people in contributing ideas to build the Party and the political system; participate in preventing and combating degradation in political ideology, ethics, lifestyle and manifestations of "self-evolution" and "self-transformation" within the Party; consolidate and strengthen the flesh-and-blood relationship between the Party and the people.
Through the 9th Golden Hammer and Sickle Award - 2024, promote propaganda on the results of implementing the Resolution of the 13th National Party Congress and the resolutions of the Party Congresses at all levels; seriously and effectively implement the directives, resolutions and conclusions of the Party Central Committee, the Politburo and the Secretariat on Party building and political system building; activities to celebrate the 95th anniversary of the Party's founding and preparations for the Party Congresses at all levels for the 2025-2030 term, towards the 14th National Party Congress.
Encourage and motivate the entire Party, people and army in general, and the entire Labor - Invalids and Social Affairs sector in particular to join hands and unite to continue promoting the work of Party building and rectification, building a socialist rule-of-law State and a clean and strong political system; innovate the Party's leadership and governance methods, and build a streamlined, effective and efficient political system.
Actively discover new models, creative and effective ways of organizing the implementation of the Resolution of the 13th National Congress and resolutions of Party congresses at all levels; introduce, commend and replicate examples of good people and good deeds, associated with promoting learning and important events of the country in 2024.
The Ministry of Labor, Invalids and Social Affairs requires that the propaganda content must be closely linked to the Plan of the Central Organizing Committee, the plans and action programs of the Party Executive Committee of the Ministry of Labor, Invalids and Social Affairs to implement the Resolution of the 13th National Party Congress, the directives and conclusions of the Central Executive Committee of the Party, the Politburo, and the Secretariat on the work of Party building and rectification, and building the political system.
Ensure the dissemination of the 9th Golden Hammer and Sickle Award - 2024 to all cadres, party members, civil servants and public employees of the Ministry.
Select the best press works of cadres, party members, civil servants, public employees, and workers in the Ministry published in the mass media that are eligible to participate in the 9th Golden Hammer and Sickle Award - 2024.
At the same time, select collectives and individuals with many contributions to propaganda on Party building work and organize the Golden Hammer and Sickle Award for the Ministry to commend and reward.
Improve the quality of propaganda on Party building in the Ministry's press agencies in the direction of combining "building" and "fighting", in which "building" is considered fundamental, strategic, and long-term, and "fighting" is considered an important, urgent, and regular task.
Implement well the motto "Use positive to push back negative", "use beauty to eliminate ugliness". Thereby, creating a ripple effect in press agencies and the entire industry.
The contestants are all cadres, party members, civil servants, public employees, and workers in units under the Ministry; collaborators of the Ministry's press agencies whose works are published and broadcast on the Ministry's press agencies.
Each unit has at least 1-2 articles submitted for publication in various types of press. Particularly, Dan Tri Newspaper, Labor and Social Magazine, and the Media Consulting and Service Center, each unit has at least 1-3 works participating in the 9th Golden Hammer and Sickle Award - 2024.
Works that have won awards at local press awards are still eligible to participate in the National Press Award on Party Building, but must clearly state the award and which agency organized it. Works that have won the National Press Award will not be accepted.
The best press works will be selected to participate in the 9th Golden Hammer and Sickle Award - 2024; at the same time, select collectives and individuals with many achievements in promoting Party building work and organizing the Golden Hammer and Sickle Award for the Ministry of Labor, War Invalids and Social Affairs to commend and reward.
The press works participating in the contest must be published and broadcast from November 1, 2023 to October 31, 2024. The deadline for receiving entries is November 5, 2024.
