The Ministry of Transport has just issued a plan to combat smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2025.
The plan requires units to strengthen direction, inspection and supervision, and agencies and units to proactively and promptly control smuggling, trade fraud and counterfeit goods.
Regularly exchange and share information, coordinate inspection, control, detection, combat, arrest, and handle acts of smuggling, trade fraud, and counterfeit goods to prevent and repel smuggling activities and illegal transportation of goods across borders, border gates, and sea areas...
The Ministry of Transport requires units in the industry to develop and effectively implement plans to combat smuggling, trade fraud and counterfeit goods.
At the same time, identify key subjects, routes, areas, and goods and strengthen control at border gates by road, rail, sea, river, air, and trails, openings, and goods gathering areas near the border, wholesale markets, shopping centers, agents, grocery stores, etc.
Thereby, clearly assigning the responsibility of managing and controlling the area to each local and central authority located in the area; controlling the acts of taking advantage of e-commerce trading floors, online buying and selling, social networks (facebook, zalo...) to trade in prohibited goods, counterfeit goods, goods of unknown origin, and goods that violate intellectual property rights.
The Ministry of Transport identifies the fight against smuggling, trade fraud and counterfeit goods as one of the important and regular political tasks of Party committees, authorities, organizations and civil servants in the transport sector.
The plan also aims to strengthen strict handling according to the law with organizations and individuals who violate the law on transporting smuggled goods, trade fraud and counterfeit goods, especially leaders who allow smuggling, trade fraud and counterfeit goods to occur in their fields of responsibility.
In addition, widely disseminate to organizations and individuals the provisions of law and policies on not transporting goods without invoices, documents or goods of unclear origin.
According to the plan, the agencies and units of the transport sector are responsible for developing and effectively implementing the plan according to their assigned fields and areas.
Proactively deploy forces and means to patrol and strictly control border routes, road, rail, sea and air border gates, trails, openings, and cargo gathering areas near the border to prevent smuggling, trade fraud, and illegal transportation of goods into the inland.
In particular, focusing on banned goods, poor quality goods, conditionally imported goods, high tax rate goods, essential goods serving production, business and consumption during Lunar New Year...
Units proactively grasp the situation, identify new methods and tricks of smuggling, trade fraud and counterfeit goods. Identify routes, areas, subjects and key goods to concentrate forces, means and measures to fight, as well as clearly define the responsibilities of central and local agencies and units in the management, inspection and control of fields and areas.
In addition, strengthen professional measures, strictly inspect and control transport routes from the border to the inland, effectively preventing illegal transportation of goods of unknown origin.
Depending on the situation and specific task requirements of each sector of the industry, flexibly mobilize the implementation of anti-smuggling, trade fraud and counterfeit and poor quality goods circulating on transportation routes and traffic hubs such as bus stations, train stations, airports, etc.
Units shall strengthen the dissemination and popularization of legal regulations related to the prevention and combat of smuggling, illegal transportation of goods, trade fraud and counterfeit goods to civil servants, public employees, workers in the entire industry and the people.
Absolutely strictly comply with the provisions of the law, do not participate in or assist law violators, raise vigilance, and report crimes to competent authorities if suspicious signs are detected.
The Ministry of Transport assigns the Ministry's Inspectorate, specialized management departments, Departments of Transport and relevant units to thoroughly grasp and direct functional forces in the industry to develop plans, organize regular inspections and controls at traffic hubs, roads, railways, waterways, seaways and air routes, especially in key areas to promptly detect and strictly handle acts of illegal transportation of goods.
In particular, pay attention to the acts of taking advantage of means of transport such as trains and cars (especially passenger cars from border provinces to the inland) to transport prohibited and smuggled goods. Strictly control the international railway routes Lao Cai - Hanoi and Lang Son - Hanoi, and the railway route Hanoi - Ho Chi Minh City.
Units must coordinate with relevant agencies and functional forces to strictly inspect and control the transport of goods and passengers carrying goods on roads, railways, inland waterways, sea routes, and airways (focusing on stations, wharves, airports, bus stations, points, parking lots, train routes, passenger cars, and cars carrying goods from the border into the inland, and vehicle load inspection stations).
Heads of bus stations, railway stations, ports and transport enterprises must be responsible for the work of combating smuggling, trade fraud and counterfeit goods in loading, unloading and transporting at their units.
Propaganda must be widely disseminated in many forms to organizations and individuals about the provisions of the law. Strengthen propaganda to workers in the industry, especially sensitive positions such as procedure staff, security, flight crew, flight attendants, drivers... not to participate in, assist, protect, or cover up smuggling, trade fraud, and counterfeit goods.
Promote and attach responsibility to leaders in performing their duties. At the same time, promptly handle acts of abusing positions and powers to assist, protect, and cover up smugglers, commercial fraudsters, and counterfeiters.
Units closely coordinate with the National Steering Committee 389 and relevant authorities when requested.
The plan implementation period is from December 1, 2024 to February 28, 2025. During the Lunar New Year holiday, agencies and units are responsible for promptly reporting and summarizing to the Ministry of Transport the results of detecting, arresting, and handling cases of smuggling, trade fraud, and counterfeit goods to synthesize and report to the National Steering Committee 389.
