Metro Line 2 will start construction in 2025 and Ho Chi Minh City has agreed to use 48,000 billion VND of the budget for investment instead of borrowing foreign capital.
The Standing Committee of the Ho Chi Minh City Party Committee has just concluded on the project implementation plan for the construction of metro line 2 Ben Thanh - Tham Luong.
Ho Chi Minh City metro line 1 is also operating very well, ensuring people's travel.
Accordingly, the Standing Committee of the Ho Chi Minh City Party Committee basically agreed with the policy according to the report and proposal of the Party Committee of the City People's Committee on transferring all capital for metro line 2 from ODA loans to using budget capital to continue implementing the project. In addition, the route has been designed in advance, adding a section from Tao Dan station to Ben Thanh station to connect lines 1 and 2 (previously designed metro line 2 only went to Tao Dan station).
The Standing Committee of the Ho Chi Minh City Party Committee assigned the Party Committee of the City People's Committee and the leaders of the City People's Committee to direct the Ho Chi Minh City Urban Railway Management Board to preside over and coordinate with relevant departments, agencies and units to urgently implement the plan to deploy the metro line 2 project according to specific mechanisms and policies, especially according to Resolution No. 188 of the National Assembly and according to other relevant laws and resolutions of the National Assembly.
Mr. Phan Cong Bang, Head of the Ho Chi Minh City Urban Railway Management Board, said that the site clearance work for metro line 2 is basically complete, and the technical infrastructure is being relocated, while at the same time, the design steps are being carried out... striving to start construction by the end of 2025 and complete by 2030.
Metro Line 2 has a total investment of about VND47,890 billion, previously planned to borrow ODA capital. The project has signed 5 loans but 3 loans from ADB, EIB have expired, 2 loans from KfW need to be extended to continue implementation. Faced with the above difficulties, the City has decided to switch to using budget capital to be more proactive in the work.
This route will have a total of 7 main construction packages, but so far only CP1 package - construction of an office building at Tham Luong depot - has been put into use since 2017. Although the investment policy was approved in 2010, the implementation process has been very difficult.
Recently in February 2025, the National Assembly issued Resolution 188 with very special mechanisms for Hanoi and Ho Chi Minh City to invest and develop a breakthrough metro system. On that basis, Ho Chi Minh City will invest simultaneously and complete 7 lines with a total length of 355km in 10 years (from now to 2035). After the resolution, Ho Chi Minh City is developing a plan to deploy and invest in the construction of 7 metro lines simultaneously.
The city also chose metro line 2 as the first pilot line to apply policy mechanisms from resolution 188. It is expected that in October 2025, metro line 2 will select a contractor to start construction in December 2025 and complete by 2030.
Metro line 2 has a total length of 11km running through 6 districts: 1, 3, 10, 12, Tan Binh, Tan Phu of Ho Chi Minh City.
