According to an official dispatch sent to the Hanoi Department of Education and Training on the evening of August 24, the Ministry of Education and Training requested an inspection and report on the implementation of the safety procedures for organizing swimming lessons according to regulations at the Vietnam International School (Ha Dong District, Hanoi). The Department of Education and Training needs to clearly identify the responsibilities of related organizations and individuals and handle them.
The Ministry also requested the Hanoi Department of Education and Training to direct educational institutions in the area to review and strictly implement safety procedures when organizing swimming lessons in schools. "It is necessary to ensure safety for students when entering the new school year 2023-2024," the Ministry of Education and Training stated in the dispatch and requested the Department to send a report on the implementation of the above request to the Ministry before August 29.

On August 22, a 9th grade student at Vietnam International School (Ha Dong district, Hanoi) died during swimming class.
Swimming teacher Nguyen Lam Thang (born in 1999) admitted that he did not inform or instruct the students, but let them freely go into the pool. The teacher himself sat on the shore using his phone throughout the lesson. When the students struggled and sank to the bottom of the pool, the teacher remained in the same position using his cell phone, completely unaware of the incident.
After the incident, the swimming instructor was detained by the authorities to investigate his irresponsible behavior causing serious consequences. The case has also been prosecuted.
On August 23, a male student in Nghe An also died while swimming in the pool at Nguyen Truong To High School in Vinh City. Two consecutive drowning incidents at schools have raised concerns about ensuring student safety in schools.
