Implementing the Plan to combat Project TH523.2 on combating drug crimes in the border area of Muong Lat district, at 5:45 a.m. on June 1, 2023, at the Doc Nhap intersection, Tam Chung commune (Muong Lat), the anti-drug and crime force (Provincial Border Guard) coordinated with Tam Chung Border Post (located in Muong Lat district) to catch Giang A Mang red-handed while illegally transporting drugs. At the scene, the task force seized 2 kg of opium resin, 400 synthetic drug pills, 1 motorbike and 1 mobile phone. Giang A Mang is the leader of the drug trafficking and illegal transportation ring from Laos to Vietnam and to the northern provinces for consumption. During the arrest, the subject recklessly fought back fiercely, using his motorbike to ram straight into the task force in an attempt to escape. However, with a resolute spirit of suppressing crime, Border Guard officers and soldiers promptly controlled the subject.
At 5:30 p.m. on June 18, in Keo Te village, Nhi Son commune (Muong Lat), Pu Nhi Border Guard Station coordinated with relevant forces to arrest two subjects: Ha Ba Tuan, born in 1984, and Ha Van Diem, born in 1996, both residing in Van Nho commune (Ba Thuoc) in the act of possessing drugs. The seized evidence included 3.432 grams of heroin, 1 motorbike, and 2 mobile phones. The unit has completed the handover documents in accordance with the law.
Implementing the peak of the "Month of Action against Drugs" from June 1 to June 21, 2023, the drug and crime prevention force (Provincial Border Guard) arrested 12 cases/16 subjects; seized 1,816.59 grams of opium resin; 1,990 synthetic drug pills; 20.454 grams of heroin; 2.895 grams of ketamine and many other exhibits. In addition, border guards organized many propaganda contents for people, aiming to raise awareness of the dangers of drugs to families, communities and their own responsibility for this social evil; helping the masses actively provide information, participate with functional forces in attacking, suppressing and repelling drug social evils. During peak times, the drug crime prevention and control force of the provincial Border Guard also proactively coordinates with the police force and related forces to plan to combat all types of crimes in the coastal border area...
Although criminals are constantly changing their rules, tricks, and areas of operation to avoid detection by authorities, their "cunningness" still cannot surpass the sharpness, expertise, determination to attack criminals of the green-uniformed soldiers and the vigilance of the masses. According to statistics from 2020 to present, the anti-drug and crime force (Provincial Border Guard) has advised on the establishment and successful organization of 18 special projects, developed 156 professional plans; detected, arrested, and handled 483 cases/661 subjects. The work of fighting, arresting, investigating, and handling all ensured safety in all aspects, in accordance with the law. In addition, the force has also managed and controlled the border area well, preventing opium re-planting activities. Thereby, contributing to maintaining social order and safety in the two border areas, not allowing the formation of security and order hotspots.
According to assessment, in the coming time, the activities of all kinds of crimes on the two borders of the province will continue to develop complicatedly. Taking advantage of the increasingly deep implementation of the international economic integration policy between our country and other countries, the increasingly open border circulation, all kinds of crimes will continue to increase their activities, especially drug crimes, human trafficking, smuggling, buying, selling, transporting, illegal storage of weapons, explosives, illegal entry and exit... they thoroughly exploit and use modern technological means; subjects in the border and inland areas will increase their connections with subjects in the periphery to operate. Therefore, the task of fighting and preventing crimes of the drug and crime prevention force is much heavier, more difficult and more drastic.
Implementing the direction of the Provincial Border Guard Command, in the coming time, the drug and crime prevention force (Provincial Border Guard) will continue to proactively grasp, closely and accurately forecast the crime situation from afar, from outside the border and at sea; effectively combat all types of crime, especially drug crimes, human trafficking, smuggling, illegal purchase, transportation, and storage of weapons and explosives. Improve the capacity to investigate cases and handle cases; organize professional and legal training for drug and crime prevention officers in units in a comprehensive manner, increasing the ability to practice close to reality. Strengthen propaganda and education work, raise people's awareness of the law, methods and tricks of criminal activities. Continue to coordinate with domestic authorities and closely cooperate with the Security Command of Hua Phan province (Laos) in the fight against crime, maintaining security and order, building a peaceful, friendly, cooperative and developing border.
