They are Mr. Bui Thanh Tan (54 years old, from Tra Vinh, residing in District 4), Director of the Urban Infrastructure Construction Investment Project Management Board of Ho Chi Minh City) and Mr. Le Thanh Tung (47 years old, from Thua Thien Hue, residing in District 12), Head of Project Management Board 4, Urban Infrastructure Construction Investment Project Management Board of Ho Chi Minh City.

These two men were prosecuted by the Department of Investigation Police on Corruption, Economic Crimes, and Smuggling - Ministry of Public Security for the crime of "Receiving bribes" under Clause 4, Article 354 of the Penal Code.
