At the police station, Tran Van Quan confessed that after receiving the bribe, he divided it according to the following ratio: Dang Thanh Tung received 30%, Nguyen Vu Diem received 20%, Bui Thanh Nha received 20%. Meanwhile, Le Thanh Thuy, Tran Van Quan and Vu Cat Su each received 10%.

Vice Chairman of Thanh Tri Ward People's Committee, Nguyen Vu Diem, admitted that he realized his actions were illegal and was very remorseful, wishing to remedy the consequences.

Police determined that from August 2024 to present, 6 subjects have repeatedly received bribes to ignore construction violations, including receiving 920 million VND from an individual and receiving a total of 650 million VND from 4 other households.

An investigator from the Hanoi Police Department said that the subjects approached the homeowner and raised the issue. There were also cases where the officers went to check and meet the homeowner, put pressure, set a price... if they did not pay, they would not be allowed to build. When the homeowner paid, they would ignore the construction violation, like "giving the green light".

Lieutenant Colonel Nguyen Manh Cuong, Captain of Team 3 - Hanoi City Police, said: "During the investigation, the authorities found violations such as: building houses without permission, adding floors beyond permission, and households transferring land use rights in violation of the law.

These subjects, when carrying out construction or renovation, are caught by local management agencies and are hindered and prevented by all means. After being brokered, subjects who wish to build must give money to officials before they can continue building.

This situation is quite common in some places, taking advantage of their management positions, these subjects have received huge bribes.

Currently, the authorities are continuing to expand the investigation, resolutely handling the right people and the right crimes against the wrongdoers to set an example and deter.
