On July 21, General Secretary Nguyen Phu Trong chaired a meeting of the Politburo and the Secretariat to give opinions on the socio-economic situation in the first 6 months of the year, and tasks and solutions for the last 6 months of 2023.
At the meeting, the Politburo and the Secretariat basically agreed with the assessment of the socio-economic situation in the first 6 months of the year as reported by the Government Party Committee. However, the Politburo and the Secretariat also said that due to the continued difficulties of the world economy, slow recovery of global trade, increasingly complicated geopolitical situation, along with a number of limitations, difficulties and obstacles in the country, economic growth has not yet reached the set target. Administrative procedures in some areas are still cumbersome and complicated. Some officials are afraid of responsibility, afraid of making mistakes, shirking responsibility, and avoiding solving work within their authority.

In addition, some mechanisms, policies and legal regulations are still not synchronous, overlapping and inconsistent; decentralization and delegation of power are still entangled. The shortage of electricity, medicine, medical supplies and equipment has not been completely resolved. The labor and employment situation in some localities and fields, and the lives of some people are still facing difficulties. The security, order, social safety and crime situation in some areas still have potential complications, especially cyber security, drugs, black credit, etc.
Macroeconomic stability
Regarding the tasks for the last 6 months of the year, the Politburo requested to continue to effectively implement the resolutions and conclusions of the Central Committee, the Politburo, the National Assembly, and the Government; urgently and resolutely focus on reviewing and perfecting policies and laws. At the same time, promote decentralization and delegation of power in conjunction with appropriate resource allocation and enhanced control; continue to streamline the apparatus to be lean, effective, and efficient.
The Politburo also requested to continue to implement the goal of maintaining macroeconomic stability, controlling inflation, promoting growth and ensuring major balances of the economy. Continue to implement fiscal policies with focus and key points, focusing on supporting businesses and people to reduce cost pressure and promote production.
Monetary policy must be proactive, flexible, timely, effective, closely coordinated with fiscal and business policies, increasing access to capital to create growth momentum; reviewing, perfecting and effectively implementing specific solutions to support businesses and people to recover, develop production and business, and consolidate and promote growth momentum.
Do good social security work
The Politburo also emphasized the need to resolutely and effectively implement the tasks and solutions of the socio-economic recovery and development program and the three national target programs. Strongly promote the disbursement of public investment capital; have effective solutions to ensure that the corporate bond, real estate, bank credit, securities, science and technology markets operate safely, healthily and sustainably; ensure the supply of gasoline and electricity for production and consumption.
In addition, promote domestic consumption production along with diversifying markets and export products; focus on quickly and effectively handling problems related to value-added tax refunds, drugs, medical supplies, regulations on petroleum trading, fire prevention and fighting; and implement Power Plan 8.
Another task emphasized by the Politburo is to develop new growth drivers of the economy, maximize external support resources to promote innovation, develop the digital economy, and digital transformation. At the same time, do a good job of social security and social welfare; ensure stable people's lives.
