Binh Dinh: PNE Group has 7 recommendations to implement offshore wind power projects
Binh Dinh Province is continuing to support and remove obstacles in the implementation of the Hon Trau Offshore Wind Power Project of PNE Group.
Regarding the Hon Trau Offshore Wind Power Project, PNE Group (Germany) has reported the difficulties and obstacles that need support and removal from agencies in the coming time to implement the project.
PNE Group's recommendations include coordinating the development of a comprehensive alternative into an effective alternative (confirming the project area coordinates); having exclusive and clear commitments from agencies on priority areas for PNE Group to implement the project, including the opinion of the Ministry of National Defense and the installation of wind measuring equipment for the proposed expansion area.
PNE Group proposed allocating sufficient offshore wind power capacity to Binh Dinh province and including the project in the Plan for implementing the Power Plan VIII; promptly issuing a decision approving the investment policy and a license for marine survey; resolving the issue of overlap with coastal transport routes; including the location of step-up transformer stations to connect the project to the national grid in local land use plans.

Regarding these recommendations, on March 14, 2024, Binh Dinh Provincial People's Committee had a working session with PNE Group.
According to information from the Department of Industry and Trade of Binh Dinh province, departments and branches are coordinating to resolve issues to create favorable conditions for PNE Group to implement the project.
One of the important recommendations of the Group is to soon issue a decision approving the investment policy. The Department of Industry and Trade has requested the People's Committee of Binh Dinh province to assign the Department of Planning and Investment to support and guide the PNE Group in implementing the preparation of documents and procedures to request approval of the project investment policy according to regulations.
Regarding the request for a license to conduct marine surveys, the Department of Industry and Trade proposed that the Provincial People's Committee assign the Department of Natural Resources and Environment to monitor and guide PNE Group in preparing documents and procedures to submit to competent authorities for approval to conduct measurements, surveys, and assessments of offshore wind energy resources after competent authorities issue regulations.
In a report sent to the Ministry of Industry and Trade on December 24, 2023, the People's Committee of Binh Dinh province said that PNE Group registered to research and survey to invest in the Hon Trau Offshore Wind Power Plant Project with a capacity of 2,000 MW, with a total investment of about 4.6 billion USD.
The project is divided into 3 phases, phase 1 (Hon Trau 1 Project, 37,600 billion VND, output 2,485 million kWh/year) has a capacity of 700 MW, expected to be put into operation before 2030; phase 2 (Hon Trau 2 Project, 37,600 billion VND, output 2,485 million kWh/year), capacity 700 MW, expected to be put into operation in 2032 and phase 3 (Hon Trau 3 Project, 3,290 billion VND, output 2,130 million kWh/year), capacity 600 MW, expected to be put into operation in 2035.
In 2023, the People's Committee of Binh Dinh province has repeatedly sent documents requesting the Ministry of Industry and Trade to consider including offshore wind power projects in the province (including the Hon Trau Offshore Wind Power Plant Project proposed by PNE Group) in the List of power source development projects in the Plan to implement the VIII Power Plan so that Binh Dinh province has a basis for implementation.
However, at the end of February 2024, the Ministry of Industry and Trade responded that offshore wind power projects have not been specifically identified in the Implementation Plan for Power Plan VIII because there is no National Marine Spatial Plan.
