Artificial intelligence opens up breakthrough opportunities
On August 18, 2024, at Long Van New Urban Area (Quy Nhon City), FPT Quy Nhon Joint Venture held the Groundbreaking Ceremony for the Artificial Intelligence Center - Auxiliary Urban Area Project. The project has a scale of more than 93.2 hectares, with a total investment of 4,362 billion VND, with 3 participating units, including FPT Danang Urban Joint Stock Company, FPT Investment Company Limited, FPT Software Company Limited.
Evaluating this event, Mr. Pham Anh Tuan, Chairman of Binh Dinh Provincial People's Committee, said that this is not only a turning point in the socio-economic development of the province, but also a vivid demonstration of Binh Dinh province's determination to grasp and apply scientific and technological achievements into practical life.
In fact, Binh Dinh has a low economic starting point, the province's economic scale is still very small, many socio-economic development indicators are only at the national average level, the province has not attracted large-scale investment projects that are dynamic and lead the economic development...
Binh Dinh is a province with potential to develop digital technology thanks to its geographical location, infrastructure, human resources, especially the application of digital technology in the province's key industries, such as tourism, agriculture and processing.

Over the years, many generations of leaders of Binh Dinh province have always been struggling to find a different direction, creating a breakthrough in the local socio-economic development. In the field of artificial intelligence, FPT Corporation has built and put into operation FPT University Branch in Quy Nhon, providing in-depth training in artificial intelligence; established and put into operation FPT Software Branch in Quang Trung Software Park - Binh Dinh; implemented the FPT Software Research, Production and Technology Expert Training Center Complex Project in Quy Hoa Science and Education Urban Area...
“The Artificial Intelligence Center – Auxiliary Urban Project is not only large-scale, but also marks a new step forward in the application of high technology, especially artificial intelligence, to promote innovation and local economic development,” said the Chairman of Binh Dinh province.
Mr. Tuan also shared that Binh Dinh considers the FPT Artificial Intelligence Center - Auxiliary Urban Project as "one of the main driving forces, the starting point to promote the development of science and technology, innovation and digital transformation, contributing to realizing the goals set out in the province's Action Program No. 10".
In addition, this project will be one of the core factors promoting the development of smart, modern and sustainable urban areas; helping Binh Dinh achieve its goal of becoming a center of science, technology and innovation in the region and the whole country; an attractive destination for domestic and foreign technology investors.
Assessing the importance of technology, Mr. Truong Gia Binh, Chairman of FPT Board of Directors said: “Technology can help companies, cities, provinces and even a country develop outstandingly. I believe that Binh Dinh will quickly become the center of artificial intelligence and semiconductors in the region, even the world”.
According to Mr. Binh, this comes from current practice, the Artificial Intelligence Research and Application Center of FPT Corporation in Binh Dinh is implementing projects worth hundreds, thousands, even millions of USD for customers in the US, Japan, and Europe.
And in order for Binh Dinh to quickly become the region's center of artificial intelligence and semiconductors, the Chairman of FPT's Board of Directors affirmed that he will work with the province to train and develop artificial intelligence human resources and attract leading artificial intelligence experts from Vietnam and the world to Binh Dinh.
Desire to welcome "eagle"
During a working trip with leaders of Binh Dinh province in early August 2024, Minister of Industry and Trade Nguyen Hong Dien assessed that Binh Dinh has many advantages in developing marine economy, agricultural and aquatic product processing industry; developing renewable energy and trade, logistics services, marine tourism, etc.
This comes from the convenient transport infrastructure system connecting by road, rail, sea and air; a large land fund for industrial development (including 15,300 hectares of land in economic zones, industrial parks and nearly 3,000 hectares of industrial clusters); a long coastline (over 130 km), a large territorial sea (36,000 km2); many valuable mineral resources and potential for energy development (hydropower, wind power)...
The Minister of Industry and Trade also acknowledged that, in recent times, the Party Committee and government of Binh Dinh province have clearly grasped and exploited the potentials and advantages to promote socio-economic development and have achieved many encouraging results.
However, in addition to the achieved results, the Minister of Industry and Trade frankly pointed out that although Binh Dinh's industrial production has grown strongly, its scale is still small, especially accounting for a low proportion in the province's economic structure.
Along with that, the province does not have large-scale projects, modern technology, and a driving force for chain development to lead other industries, but mainly local industry and focuses on the production of wooden furniture, textiles, and construction materials.
Dr. Tran Du Lich also assessed that over the past 10 years, Binh Dinh has been one of the typical localities that has risen from difficulties. What Binh Dinh has done so far is very impressive, especially in investing in economic infrastructure development.
“However, Binh Dinh has not yet created a wave, a new strong investment flow to exploit all of its strengths. Up to this point, there are not many large enterprises, leading cranes, although the province has tried to create conditions and invite investment. Everyone is still hopeful,” Dr. Tran Du Lich acknowledged.
During a working session with the Ministry of Industry and Trade, Binh Dinh Provincial Party Secretary Ho Quoc Dung pointed out the fact that more than 7,600 enterprises in the province are all small and medium-sized enterprises, so it is very difficult to create a boost.
According to the Secretary of the Binh Dinh Provincial Party Committee, PNE Group (Germany) registered to conduct research and survey to invest in the Hon Trau Offshore Wind Power Plant Project in this province, with a capacity of 2,000 MW and an investment capital of about 4.6 billion USD. Binh Dinh proposed that the Ministry of Industry and Trade consider adjusting and supplementing this project with a pilot phase capacity of 750 MW registered by PNE under the Pilot Offshore Wind Power Development Project, so that the province has a basis and advantages in attracting investment.
Mr. Dung affirmed that PNE Group showed its determination to accompany Binh Dinh to implement the project and the locality has pursued a pilot mechanism for this project since 2019.
“Up to now, Binh Dinh has not had any enterprise large enough to create a boost for economic growth in the province. Therefore, this project is a great hope for Binh Dinh,” the Secretary of the Binh Dinh Provincial Party Committee expressed, hoping that the Ministry of Industry and Trade would pay attention and create favorable conditions to help the locality pilot this new project.
Regarding the proposal of Binh Dinh province, Minister Nguyen Hong Dien said that for the Offshore Wind Power Project proposed by PNE Group (Germany), the Ministry of Industry and Trade supports the investment and development of the project on the basis of linking it with national security and defense.
Therefore, investors and Binh Dinh province can consider establishing links with Vietnam's state-owned economic groups to ensure the investment and project implementation process is effective and convenient.
