The Chairman of Binh Dinh province requested units to speed up site clearance to ensure the progress of the Phu Cat Airport Upgrade and Expansion Project.

Mr. Pham Anh Tuan, Chairman of Binh Dinh Provincial People's Committee, recently led a working delegation to inspect the Phu Cat Airport Upgrading and Expansion Project.
The Phu Cat Airport Upgrade and Expansion Project includes two main components: investment in the construction of runway No. 2 and synchronous works at the airport area; expansion of the terminal and parking lot. According to the planning approved by the Ministry of Transport, Phu Cat Airport aims to have a capacity of 5 million passengers/year by 2030 and 7 million passengers/year by 2050.
At the inspection session, Mr. Pham Anh Tuan, Chairman of Binh Dinh Provincial People's Committee, worked with the leaders of Regiment 925 and Regiment 940; inspected the area where the upgrade and expansion of Phu Cat Airport is planned to be implemented, and the area where resettlement areas are built to serve the relocation of people to implement this key project.

According to the report of the Provincial Traffic Project Management Board, the investment project to build runway No. 2 and synchronous works at Phu Cat Airport is a group A project, with a total investment of about 3,246 billion VND, of which the cost of site clearance is about more than 1,000 billion VND.
The new runway will be 3,048 m long, ensuring it can accommodate Code C aircraft such as the A320 and A321 and can be upgraded to accommodate Code E aircraft when necessary.
Regarding the implementation progress, the People's Committee of Binh Dinh province has approved the pre-feasibility study report. According to the plan, the environmental impact assessment will be completed before April 2025; the feasibility study report will be approved in May 2025; the construction drawing design will be completed in July 2025 and the target is to start construction before August 24, 2025.
The project affects approximately 422 households and 6 organizations with a reclaimed area of approximately 87.5 hectares (including more than 4.5 hectares of residential land; nearly 69.5 hectares of agricultural land and more than 13.5 hectares of non-agricultural land). In addition, the project also affects 1,000 graves that require reasonable reburial areas.

A representative of the Binh Dinh Province Traffic Project Management Board said that the province has agreed to build 3 resettlement areas in Phu Cat District and An Nhon Town to provide accommodation for affected households. Along with that, the source of soil for leveling with about 4.2 million m3 has also been specifically calculated.
Regarding the handover of defense land, the People's Committee of Binh Dinh province has worked with the Ministry of Defense and related units; currently completing handover procedures to ensure that it does not affect the operations of military units stationed in the area.
Speaking at the meeting, Mr. Nguyen Tu Cong Hoang, Vice Chairman of Binh Dinh Provincial People's Committee, noted that the project investor and related localities must quickly implement site clearance work in a public and transparent manner, ensuring the rights of the people.
Relevant departments and branches need to speed up the progress of making compensation and resettlement support plans to avoid affecting the project commencement plan. In his concluding remarks, Mr. Pham Anh Tuan, Chairman of Binh Dinh Provincial People's Committee, emphasized that the Phu Cat Airport Upgrading and Expansion Project is a key and very important project, solving bottlenecks and contributing to the socio-economic development of the province.
Therefore, Mr. Tuan requested relevant units to closely follow the plan, coordinate closely, resolutely, and resolutely speed up the progress of related work, ensuring the goal of starting the project by August 2025, and putting into operation phase 1 of runway 2 10 months later.
The Chairman of the People's Committee of Binh Dinh province requested the Provincial Traffic Project Management Board to do a good job, thoroughly prepare the work, plans, procedures related to project implementation, bidding for site leveling to avoid errors; carefully develop a plan for future construction implementation; prepare plans for subcontractors, especially subcontractors for site leveling and contractors related to equipment supply.
Mr. Tuan emphasized that once the construction starts and bidding is completed, construction must be organized as quickly as possible.
