The Steering Committee on housing policy and real estate market in Ho Chi Minh City does not meet regularly, does not summarize or review the situation of operations and results of work implementation.
According to the Ho Chi Minh City Department of Construction, before the 2023 Housing Law takes effect (January 1 , 2025), on August 1, 2024, the City will have a Steering Committee for Housing Policy and Real Estate Market (abbreviated as Ho Chi Minh City Steering Committee).
After 3 restructurings, the Ho Chi Minh City Steering Committee currently has 19 members, working part-time, taking personal responsibility for assigned areas.
However, through review, some members of the Ho Chi Minh City Steering Committee have transferred jobs but the personnel have not yet been completed.
"In fact, the Steering Committee does not hold regular meetings nor does it summarize the performance and results of its work," the Department of Construction stated.
On the other hand, according to the Organization and Operation Regulations, one of the key tasks of the Ho Chi Minh City Steering Committee is of a very macro nature, such as " Researching and proposing amendments and supplements to policy mechanisms and legal documents on housing and the real estate market; proposing policies and measures to develop the real estate market healthily " .
Meanwhile, members of the Steering Committee are concurrently involved in many working groups and inter-sectoral coordination organizations, not to mention having to spend time solving the work of their own agencies. This leads to limited and ineffective research, proposals for amendments and supplements to mechanisms, policies and legal documents.
From 2021 to present, Ho Chi Minh City only implements instructions on the real estate market from the Government's Resolutions and the Prime Minister's Official Dispatches. |
Furthermore, since the Central Steering Committee on housing policy and real estate market requested the Ho Chi Minh City Steering Committee to report on the implementation of tasks in 2021 and the direction of tasks in 2022, up to now, the Department of Construction, as the Standing Committee of the Ho Chi Minh City Steering Committee, has not received a request for a report from the Central Steering Committee (periodically once a year).
In fact, from 2021 to present, the City has implemented directions on the real estate market from the Government's Resolutions, the Prime Minister's Official Dispatches and the Ministry of Construction's directions, not under the direct direction of the Central Steering Committee but not affected in management and implementation of tasks.
Therefore, the Department of Construction has just proposed to the City People's Committee to dissolve the Ho Chi Minh City Steering Committee and reported this to the Central Steering Committee.
