On March 21, Nhan Dan Newspaper, Vietnam Television (VTV) and Ho Chi Minh City Business Association (HUBA) jointly organized a workshop with the theme "Removing policy shortcomings to promote the role of the private economy in the Vietnamese economy" in Ho Chi Minh City.
Dr. Can Van Luc, Economic Expert, Member of the National Financial and Monetary Policy Advisory Council, said that there are still many major shortcomings in private economic development. Firstly, the private economy has not achieved many goals and targets according to Resolution 10/NQ-TW (2017) and Resolution 45/2023/NQ-CP, many private enterprises and business households are not willing to grow; their contribution to GDP is still only around 50%, from 47.2% in 2005, or 50% since 2011. Next, the scale of private enterprises is still small; competitiveness, quality of human resources, technology level, and level of participation in the global value chain are still limited...
In addition, private enterprises face difficulties in accessing land, capital, technological innovation, and key national programs/projects. Private enterprise governance is still limited, operations are mainly based on experience, lack of training, and few people have professional degrees. The digital transformation and green transformation process is still slow; the contribution of business households to the state budget is still limited...

With these limitations, Dr. Can Van Luc pointed out 3 objective reasons. First, the world and domestic economies still face many difficulties due to the impact of epidemics, conflicts, trade and technology competition, supply chain disruptions, trade protectionism, natural disasters, and floods.
Second is the increasing competitive pressure from multinational corporations, outside businesses and finally stricter regulations and standards on greening, environmental protection, origin, etc.
Along with that are 7 subjective causes, from the thinking, awareness and viewpoint of the management agency that are still incorrect and not standard; to the investment - business environment that still has many limitations, not really equal between small and medium enterprises and large enterprises, private enterprises and state-owned enterprises...
In addition, the process of converting business households into micro-enterprises still has many complicated procedures and no support mechanism. The thinking, vision, knowledge, management and initiative of businesses and business households are still limited. Financial, technological and human resources are still limited compared to the requirements for investment and development. The ability to connect between business sectors, between large private enterprises and small and medium enterprises is still weak. There is a lack of connection between businesses and innovation support organizations, research institutes, training institutes, etc.

To address the above shortcomings, Dr. Can Van Luc proposed a group of 8 solutions. First, it is necessary to unify and be consistent in the "breakthrough" thinking; change the viewpoint and awareness of the role and position of the private economic sector; consider this sector as the most important driving force in economic growth, the core force in the socialist-oriented market economy.
Next, the State needs to accelerate institutional improvement, create a favorable, healthy, and equal investment and business environment among economic sectors; pay close attention to the implementation stage. At the same time, facilitate the process of accessing land, finance, and new technology; quickly release resources that are being suspended, stagnant, and wasted; strengthen information and communication about the role of the private economy, about the Party and State's policies and guidelines, market information, partners, forecasts, context, etc.
Along with that, build and standardize information, statistics, and reports on economic sectors in general and the private economy in particular to serve the process of decision-making, governance, and national management.
Private enterprises and business households themselves need to innovate their management thinking, become more systematic, transparent, have more vision and strategy; especially always be aware of and act in line with business ethics, social responsibility and the rule of law.
