Provincial Party Secretary Nguyen Doan Anh works with the Standing Committee of Quang Xuong District Party Committee

On the afternoon of March 5, 2025, Comrade Nguyen Doan Anh, member of the Party Central Committee, Secretary of the Provincial Party Committee, and the working delegation had a working session with the Quang Xuong District Party Committee on the results of implementing the Resolution of the Party Congresses at all levels, term 2020 - 2025; the arrangement of the apparatus of the political system according to Conclusion No. 121-KL/TW of the Party Central Committee; Conclusion No. 126-KL/TW; 127-KL/TW of the Party Central Committee; the implementation of Conclusion No. 123-KL/TW of the Party Central Committee and Resolution No. 57-NQ/TW of the Politburo; key tasks in the coming time.

Overview of the working session.

The delegation included members of the Provincial Party Committee: Pham Thi Thanh Thuy, Chairwoman of the Provincial Fatherland Front Committee; Nguyen Van Thi, Permanent Vice Chairman of the Provincial People's Committee; Nguyen Tien Hieu, Head of the Management Board of Nghi Son Economic Zone and Provincial Industrial Parks; and leaders of relevant departments, branches and units.

According to the report of Quang Xuong District Party Committee, the economic development situation in the district continues to achieve a good growth rate. The average growth rate of production value in the period of 2021-2025 is estimated at 7.15% (according to the new calculation method); the structure of production value of economic sectors has shifted in a positive direction. The average income per capita in 2025 is estimated at 70.56 million VND, 1.55 times higher than in 2020, ranking 14th among districts, towns and cities in the province. The total mobilized development investment capital in the period of 2021 - 2025 is estimated at 25,098 billion VND, reaching 83.67% of the Resolution target and reaching 100.4% of the target assigned by the province, the targets of the congress resolution are basically completed and exceeded, of which 15 targets exceeded the plan.

Cultural and social activities have many positive changes, social security is ensured; national defense - security, social order and safety are ensured; creating favorable conditions for socio-economic development. Party building and rectification work has been strengthened, the leadership capacity and fighting strength of Party committees and organizations at all levels have been raised.

Regarding the organization of the political system according to Conclusion No. 121-KL/TW of the Party Central Committee; Conclusion No. 126-KL/TW; 127-KL/TW of the Party Central Committee; the implementation of Conclusion No. 123-KL/TW of the Party Central Committee and Resolution No. 57-NQ/TW of the Politburo. As a result, the Quang Xuong District Party Committee merged the District Party Committee's Propaganda Department with the District Party Committee's Mass Mobilization Department. The activities of the District Police Party Committee, the Party Committee of the Party agencies, the Fatherland Front, the district's mass organizations and the Party Committee of the district's government agencies were terminated, establishing 22 new Party cells under the District Party Committee and dissolving the District Police Party Committee.

Director of the Department of Agriculture and Environment Cao Van Cuong spoke at the meeting.

For the government agencies: End the activities of the district's Department of Labor, War Invalids and Social Affairs; merge the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development and transfer functions and tasks, rename some specialized departments according to general instructions. After the arrangement, the District People's Committee now has 9 specialized departments and equivalent (2 fewer than before the arrangement).

Regarding personnel work: Along with the arrangement of the organizational structure, personnel work is arranged in accordance with the functions and tasks, based on the work assigned to the staff. Up to now, the arrangement of personnel has been completed and put into stable operation.

Regarding Conclusion No. 123-KL/TW, the District People's Committee has developed a socio-economic development plan for 2025, including an economic growth target of 8.5%; issued a plan to increase budget revenue by 11.5%; issued a plan to reduce hours for public administrative procedures; a business development plan; a land acquisition and compensation plan... to organize implementation. Up to now, the tasks have been actively implemented and achieved results.

Assessing the development of Quang Xuong, Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi commented: Quang Xuong is a locality that has made great efforts in attracting investment, currently there are many large projects that have been and are being implemented in the district, contributing to the overall development of the whole province. However, in addition, Quang Xuong is still lax in land management, leading to many district officials being caught up in the law recently. He emphasized: Quang Xuong district needs to focus on implementing projects that are behind schedule in the area; issue criteria for selecting investors. For key projects that are being implemented, Quang Xuong District Party Committee needs to mobilize the entire political system to join hands with investors to remove difficulties, speed up construction progress, and soon put the project into operation according to the set plan.

Concluding the working session, Provincial Party Secretary Nguyen Doan Anh believed that the Party Committee, government and people of Quang Xuong district will continue to promote historical, cultural and revolutionary traditions, uphold the spirit of solidarity, unity, joint efforts and consensus, and strive to comprehensively and successfully implement the set goals and tasks.

Emphasizing the particularly important role of 2025, Provincial Party Secretary Nguyen Doan Anh requested the Standing Committee of Quang Xuong District Party Committee to focus on leading and directing the effective implementation of the goals and tasks of 2025, striving to complete and exceed all the main goals and targets set by the Resolution of the 26th District Party Congress. Focus on thoroughly grasping and concretizing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Conclusion 123-KL/TW of the Party Central Committee and Resolution No. 25-NQ/CP of the Government on the Supplementary Project on socio-economic development in 2025 with a growth target of 8%.

Permanent Vice Chairman of the Provincial People's Committee Nguyen Van Thi spoke at the meeting.

Continue to lead and direct extensive propaganda, raise awareness and responsibility of cadres, party members and people in implementing the arrangement and streamlining of agencies and units in the political system "streamlined - compact - strong - effective - efficient - effective". Well implement the regimes and policies for cadres, civil servants, public employees and workers when implementing the arrangement according to Decrees 177, 178, 179 ND/CP of the Government.

Provincial Party Secretary Nguyen Doan Anh stated: Recently, the Politburo and the Secretariat issued Conclusions No. 126 and 127 - KL/TW on continuing to reorganize and streamline the apparatus of the political system; accordingly, there are many important new policies related to the apparatus organization from the provincial to the communal level. Therefore, cadres and party members, first of all the Standing Committee and the Standing Committee of the Quang Xuong District Party Committee, need to focus on thoroughly grasping, strengthening direction, doing well the propaganda and political ideology work, creating high consensus and unity in society, especially for cadres and party members; focusing on leadership and direction to ensure that the activities of agencies, organizations and units are not affected; and there is no interruption or stagnation in the organization and implementation of local political tasks, especially the task of economic development.

In addition to temporarily suspending the organization of party congresses at the commune and district levels according to the direction in Conclusion No. 127-KL/TW of the Politburo and the Secretariat; the Standing Committee of the Quang Xuong District Party Committee continues to direct the organization of party congresses in residential areas, villages, hamlets, schools, health stations, enterprises, and cooperatives according to the set plan (according to the direction of the Standing Committee of the Provincial Party Committee in Official Dispatch No. 2098 dated March 4, 2025).

In addition, the Standing Committee of Quang Xuong District Party Committee needs to regularly pay attention to improving the quality of cultural and social activities; improving the quality of education - training, health care, physical training and sports activities. Carry out social security work well; effectively implement the movement to eliminate temporary and dilapidated houses according to Directive No. 42-CT/TTg of the Prime Minister and the Housing Construction Campaign according to Directive No. 22 - CT/TU of the Provincial Party Committee Standing Committee.
