Binh Thuan Provincial Party Secretary requests urgent allocation of capital for new rural construction

The Standing Committee of Binh Thuan Provincial Party Committee has just held an in-person and online meeting with localities to listen to reports on the implementation of budget revenue and expenditure estimates, and the allocation of public investment capital in the first quarter of 2025, including the National Target Program on New Rural Development (NTM).

Investing nearly 225 billion VND to build new rural areas by 2025

At this meeting, Mr. Nguyen Hoai Anh, Secretary of Binh Thuan Provincial Party Committee, acknowledged the initial results in budget revenue and expenditure and public investment disbursement, especially in some localities with good budget revenue and capital disbursement rates.

Mr. Nguyen Hoai Anh requested relevant departments to urgently allocate all remaining central budget capital plans of the National Target Program on New Rural Construction in Ham Thuan Bac and Bac Binh districts in 2025, especially projects that have completed bidding and are under construction. In addition, compensation and site clearance must be urgently implemented to ensure progress.

Previously, at the 30th session (special session) of the People's Council of Binh Thuan province (term XI), term 2021 - 2026 taking place in early 2025, the People's Council of Binh Thuan province passed a Resolution to spend nearly 225 billion VND on the national target program on new rural construction in 2025.

The leader of Binh Thuan province said that the national target program on new rural construction is one of the major action programs to concretize the Party and State's guidelines and policies on agriculture, farmers and rural areas, aiming at the goal of comprehensively developing all aspects of economic and social life for rural areas.

According to Binh Thuan Provincial Party Committee, building new rural areas has created a strong and widespread influence throughout the province, mobilizing the participation of the entire political system and society, especially the consensus and response of people in rural areas.

The whole Binh Thuan province has deployed construction, focusing on investing in basic infrastructure works such as transportation, irrigation, clean water, electricity, schools, medical stations, cultural facilities, environmental treatment, etc.

According to the People's Committee of Binh Thuan province, the results of resource mobilization to implement the national target program on new rural construction in Binh Thuan province are about 2,500 billion VND/year on average.

In particular, the movement to build rural traffic roads has been widely developed. Up to now, 89/93 communes have met traffic criteria, accounting for 95.7%, and many security lighting routes have been implemented.

Talking to Dan Viet, farmer Dinh Xuan Dao in Ham Duc commune, Ham Thuan Bac district (Binh Thuan, is an Excellent Vietnamese Farmer 2023) said that thanks to the State's investment in a spacious rural road system, dragon fruit growers in the region find it very convenient to transport dragon fruit.

In particular, the dragon fruit growing area according to VietGAP standards and the dragon fruit export facility of Mr. Dinh Xuan Dao's family has brought in a profit of more than 1 billion/year. In addition, Mr. Dao's facility also creates jobs for hundreds of local workers...

Mr. Le Duy Thanh, a truck driver who transports goods from Ho Chi Minh City to Binh Thuan and vice versa, said that the transportation system in Binh Thuan has never been as convenient as it is today, especially in rural areas and inter-commune roads.

"Previously, I transported goods from Ho Chi Minh City to Ham Thuan Bac district, a round trip of about 400 km, and had to stay overnight to bring the goods back. Now, I can go back in the same day, so I can reduce a lot of costs. Especially, agricultural products arrive in Ho Chi Minh City early, reaching consumers with quality and freshness...", Mr. Duy Thanh shared.

The commune meets the model new rural standards with an income of 67.49 million VND/person/year.

The Chairman of Binh Thuan Provincial People's Committee has just signed a Decision to recognize 5 communes meeting NTM standards, 8 communes meeting advanced NTM standards, and 4 communes meeting new model NTM standards in 2024.

Specifically, the 5 communes that will meet the NTM standards in 2024 are: Phan Dien commune, Binh Tan commune, Bac Binh district; Da Mi commune, Ham Thuan Bac district; Gia Huynh commune and Mang To commune, Tanh Linh district.

There are 8 communes that have met the advanced NTM standards: Ham Liem commune, Ham Thuan Bac district; Ham Minh commune, Ham Thuan Nam district; Tan Duc commune, Ham Tan district; Bac Ruong commune, Tanh Linh district; Sung Nhon commune, Vu Hoa commune and Nam Chinh commune, Duc Linh district; Tan Phuoc commune, La Gi town.

There are 4 communes that have met the model NTM standards: Ham Cuong commune, Ham Thuan Nam district; Me Pu commune, Dong Ha commune and Tra Tan commune, Duc Linh district.

Speaking with Dan Viet, Mr. Do Duc Anh, Chairman of the People's Committee of Tra Tan Commune (Duc Linh) said that in 2024, the average income of the commune will be 67.49 million VND/person/year.

According to the People's Committee of Binh Thuan province, in the coming time, in order for the national target program on new rural construction to continue to be effective and contribute to the socio-economic development of rural areas, Binh Thuan province will focus on promoting propaganda work and raising awareness among officials and rural people about the emulation movements on new rural construction in many diverse forms.

The province will introduce good models and creative ways to build new rural areas in the province. Implement specialized programs to improve the quality of life of rural people, develop the rural economy and society synchronously. Continue to invest in upgrading and completing technical infrastructure works, environmental treatment, developing the rural economy, improving the operational efficiency of cooperatives, supporting start-up and innovative businesses.

Promote restructuring of the agricultural sector towards improving productivity, quality, and high added value, prioritizing the development of key local agricultural products.

In addition, focus on implementing criteria for communes and districts that have not met them, maintain and improve the quality of criteria for communes and districts that have met the new rural standards, communes that have met the advanced new rural standards and model new rural standards.

OCOP products are developing day by day

According to the People's Committee of Binh Thuan province, up to now, 79/93 communes have met the school criteria, accounting for 84.95%. The grassroots health care network and medical equipment have received investment attention. The number of water supply works invested in is increasingly widespread in rural areas, ensuring that all people have clean water for daily life.

Statistics show that the average income per capita in rural areas in 2024 will reach 58.89 million VND/person/year, nearly 4 times higher than in 2010. The lives of rural people are increasingly improving, the poverty rate in the whole province has now decreased to 1.43%, in rural areas 1.85%.

The environment and rural landscape are brighter, greener, cleaner and more beautiful. Traditional cultural values ​​are gradually promoted. Political security and social order in rural areas are maintained. The economic structure of rural areas has shifted positively, with rapid growth in rural industry and services.

Agricultural production is promoted towards improving quality, high added value, clean and organic production, applying advanced production processes, and controlling food safety.

Binh Thuan province leaders said that many agricultural areas specializing in key crops have been formed in the area to meet market demands such as: Dragon fruit with an area of ​​25,800 hectares, output of 580,000 tons/year; rubber 45,100 hectares, latex output of 67,500 tons/year; rice 127,000 hectares, output of 790,000 tons/year; cashew 16,636 hectares, output of 12,500 tons/year...

Linking along the value chain is increasingly developing, cooperatives are increasingly promoting the role of linking farmers with enterprises. Thanks to that, OCOP products are developing, contributing to creating more jobs and increasing income for people, improving people's living standards, and positively changing the face of the countryside.

Up to now, the whole province has 79/93 communes recognized as meeting new rural standards, reaching a rate of 84.95%; 14 communes meeting advanced new rural standards, reaching a rate of 17.72% and 4 communes meeting model new rural standards, reaching a rate of 5.06%. Continue to maintain 2 district-level units meeting new rural standards, namely Phu Quy district and Duc Linh district.
