Faced with that reality, to complete the goal of building a new rural area, with the help and guidance of the member agencies of the District New Rural Area Steering Committee as well as the departments and branches assigned by the Provincial Party Committee to help the commune, Nam Khat commune has clearly identified: Building a new rural area is a common responsibility of the Party Committee, the government, the Fatherland Front, socio-political organizations and the people playing the main role.

In addition, Nam Khat commune has organized the implementation in a practical direction, "holding hands to show how to do things", by setting an example for cadres and party members, from which the people proactively participate, with the motto of doing easy things first - difficult things later, doing things with focus, key points, doing things firmly, taking the people as the sustainable core. Mr. Giang A Rua, a resident of Trong La village, shared that during the process of building the new rural area, on weekends, many cadres, party members, civil servants, public employees, and workers of the district and the grassroots directly came to work with the people, from carrying cement, sand and gravel to mixing concrete and smoothing the roads.

This makes our people feel very close and have more motivation to complete projects and tasks faster. Our people can also directly discuss and give feedback to the staff about difficulties and problems in the implementation process so that they can be promptly resolved and handled.

After 15 years of building the new rural area, Nam Khat has completed 19/19 criteria. Up to now, 92.6% of the main roads of the village have been solidified, alleys and hamlets ensure convenience for people to travel. The irrigation system has been invested, upgraded and repaired and solidified over 54%, meeting the irrigation and drainage needs for agricultural production.

People in the commune have converted ineffective, low-yield rice fields to grow 76 hectares of roses and 30 hectares of vegetables, tubers, fruits and mushrooms of all kinds; implemented over 120 models of raising buffaloes, cows, goats, pigs... In 2024, the average income per capita in the commune will reach over 46 million VND/year; the poverty rate will decrease to below 12%.

Recently, on March 5, Nam Khat commune was officially recognized as a commune meeting the NTM standards in 2024. At the ceremony, Provincial Party Secretary Tran Huy Tuan acknowledged and commended the efforts of the Party Committee, government and people of the commune in building the NTM. This event is even more meaningful as this is the first commune in the mountainous district of Mu Cang Chai to reach the NTM finish line, removing the district from the list of "blank" new rural communes nationwide.

According to the Report of the People's Committee of Mu Cang Chai district, the capital plan for the National Target Programs (NTPs) for the period 2021-2025 has a total allocated capital of 516,963 million VND, of which: The NTP for socio-economic development in ethnic minority and mountainous areas is 247,862 million VND; The NTP for sustainable poverty reduction is 212,053 million VND; The NTP for new rural construction is 50,048 million VND (central budget).

The effective implementation of the National Target Programs has had a positive impact on people's lives, contributing to the implementation of socio-economic development goals for the 2021-2025 period and the cause of hunger eradication and poverty reduction, accelerating the process of building new rural areas in the district.

Rural infrastructure continues to be invested in, renovated and upgraded, creating a more spacious appearance and gradually meeting the needs of production and people's livelihood development. The rural economy has grown, agricultural commodity production linked to the value chain has been formed and developed, increasing added value, contributing to increasing income for rural people.

Besides, in the process of building the new rural areas, the cooperation of cadres and party members is of great significance. In the 5 years of implementing "Weekend with the people", the whole Mu Cang Chai district has had more than 30,000 cadres, party members, civil servants, public employees, workers of the district and grassroots, along with more than 90,000 people participating in specific projects and tasks in villages and residential groups.

The team of cadres and party members also participated in mobilizing working days and supporting materials with the people to solidify 312.68 km of rural roads and open 62.6 km of new dirt roads; maintain nearly 30 km of electric lines to light up rural roads, 77 self-managed road models; mobilize the construction of 492 houses for poor, near-poor, and dilapidated households; build over 2,000 toilets; organize the reclamation of 1,500 hectares of terraced fields... In addition, mobilize groups, individuals, and philanthropists to support cash and materials with a total value of over 4 billion VND to build new rural areas.

In order to encourage and accelerate the progress of building new rural areas in ethnic minority areas, Yen Bai province has issued Decision No. 329/QD-UBND of the Provincial People's Committee on rewarding welfare works for villages and hamlets that meet new rural standards in 2024 in extremely disadvantaged communes that have not been recognized as new rural communes in Mu Cang Chai district, Yen Bai province.

The reward for welfare works of villages and hamlets that meet new rural standards in extremely disadvantaged communes (communes in region III) that have not been recognized as new rural communes is worth 100,000,000 VND/hamlet.
