On the afternoon of February 28, Lai Chau Provincial Party Committee held a conference to announce the province's decisions on the organization and personnel work after the reorganization and merger. This is the first step in implementing the construction of a "Straight - compact - strong - efficient - effective - efficient" local political system in accordance with the direction of the Central Party.
At the Conference, the Decision of the Provincial Party Executive Committee was announced. Accordingly, from March 1, the activities of provincial-level Party delegations and Party executive committees will end. The functions and tasks of the Provincial People's Committee Party Executive Committee will be transferred to the Standing Committee of the Provincial People's Committee Party Committee for management. The functions and tasks of the Provincial People's Council Party Delegation, the Provincial Vietnam Fatherland Front Committee Party Delegation, the Provincial socio-political organizations Party Delegation, the Provincial People's Procuracy Party Delegation, the Provincial People's Court Party Delegation will be transferred to the Party Committees, organizations and agencies where the Party delegations and Party executive committees end.
Transfer all 24 grassroots party organizations and 532 party members in advisory, support agencies, and public service units of the Provincial Party Committee, the Fatherland Front, provincial socio-political organizations, the Office of the National Assembly Delegation and the Provincial People's Council, the Provincial People's Procuracy, the Provincial People's Court, the Provincial Civil Judgment Enforcement Department, and provincial-level mass organizations assigned by the Party and the State to the Party Committees of provincial Party agencies. Transfer all 43 grassroots party organizations and 2,816 party members in specialized agencies and public service units under the Provincial People's Committee, a number of provincial-level vertical agencies and a number of state-owned enterprises to the Party Committee of the Provincial People's Committee. Transfer all 3 grassroots party organizations and 21 party members in state-owned enterprises to the Lai Chau City Party Committee.
Establishing the Party Committees of the provincial Party agencies directly under the Provincial Party Committee, including grassroots Party organizations in the advisory and support agencies, public service units of the Provincial Party Committee, the Provincial Fatherland Front, provincial socio-political organizations, the Provincial People's Council, the Provincial People's Procuracy, the Provincial People's Court, the Provincial Civil Judgment Enforcement Agency, and provincial mass organizations assigned tasks by the Party and the State. The Party Committees of the provincial Party agencies have 04 specialized advisory and support agencies, including: the Organization Committee, the Inspection Committee, the Propaganda and Mass Mobilization Committee, and the Office.
Establishing 2 Party Committees under the Provincial Party Committee, Mr. Vu Manh Ha, alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee holds the position of Secretary of the Party Committee of the Provincial Party agencies, term I, 2020-2025. Mr. Le Van Luong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee holds the position of Secretary of the Party Committee of the Provincial People's Committee, term I, 2020-2025. Merging the Provincial Party Committee's Propaganda and Mass Mobilization Department and assigning comrade Le Duc Duc, Head of the Propaganda and Mass Mobilization Department, to hold the position of Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department.
Establish and reorganize specialized agencies under the Provincial People's Committee. Specifically, merge the Department of Planning and Investment and the Department of Finance to form the Department of Finance. Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development to form the Department of Agriculture and Environment. Merge the Department of Information and Communications and the Department of Science and Technology to form the Department of Science and Technology. Merge the Department of Transport and the Department of Construction to form the Department of Construction. Merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs to form the Department of Home Affairs. Establish the Department of Ethnic Minorities and Religions.
At the Conference, the decision to appoint 36 leaders of specialized agencies of the Provincial People's Committee was also announced. In particular, Mr. Bui Quang Vinh, Director of the Department of Transport, holds the position of Director of the Department of Construction; Mr. Bui Huy Phuong, Secretary of the District Party Committee, Chairman of the People's Council of Tan Uyen District, holds the position of Director of the Department of Agriculture and Environment; Mr. Le Tuan Anh holds the position of Deputy Director of the Department of Finance and is assigned the position of Director of the Department of Finance; Mr. Nguyen Minh Hieu, Director of the Department of Information and Communications, holds the position of Director of the Department of Science and Technology; Ms. Dao Thi Lan Anh holds the position of Director of the Department of Home Affairs; Mr. Deo Van Thuong, Director of the Department of Labor, War Invalids and Social Affairs, holds the position of Director of the Department of Ethnic Minorities and Religions.
