On March 1, Prime Minister Pham Minh Chinh chaired discussions with American and Japanese businesses.


Representatives of businesses from both countries highly appreciated the progress in improving and enhancing Vietnam's competitiveness. US businesses expressed their desire to invest and expand investment in Vietnam, focusing on the fields of technology, big data, semiconductors, artificial intelligence, aviation, automobiles, energy, etc.

Meanwhile, Japanese enterprises are interested in investing in infrastructure, semiconductor industry, biomass power, clean energy - including nuclear power, automobile industry, construction of commercial centers...

To facilitate investment, US businesses hope that Vietnam will continue to reform administrative procedures, reduce unnecessary business conditions, reduce compliance time and costs; be more open in granting work permits, criminal records, visa policies, and residence cards; have more preferential tax, fee, and charge policies; and perfect legal regulations in a clearer and more open direction...

Japanese enterprises proposed that Vietnam promptly resolve problems in projects, especially those related to ODA infrastructure cooperation projects, investment license extensions, etc. Specifically, it is necessary to resolve problems in the Ho Chi Minh City No. 1 urban railway construction project, the Hanoi urban railway project, and the Vietnam-Japan Cho Ray Hospital Friendship project.

After discussing the above issues with leaders of ministries, sectors and localities, Prime Minister Pham Minh Chinh suggested that US and Japanese enterprises continue to coordinate and directly discuss with Vietnamese ministries and sectors to resolve them. The Prime Minister suggested that enterprises of both countries increase high-quality investment, transfer advanced technology, and train human resources for Vietnam, especially in emerging industries such as semiconductor industry, artificial intelligence, cloud computing, Internet of Things, etc.

The Prime Minister also asked US and Japanese businesses to help Vietnamese businesses participate in the global ecosystem and supply chain; identify Vietnam as a stronghold for investment; continue to do business legally, healthily, protect the environment and participate in Vietnam's social security programs. The Prime Minister asked US businesses to speak up to the government of this country to quickly recognize Vietnam as a market economy, remove Vietnam from the D1-D3 high-tech export control list...

Regarding the problems and backlog in the project to build the Ho Chi Minh City urban railway line No. 1, the Prime Minister assigned Ho Chi Minh City to coordinate with ministries, branches and Japanese partners to resolve them before April 30. The Prime Minister hopes that Japanese enterprises will support Vietnam in accessing green and sustainable financial sources and investment sources for science, technology and innovation.
