After a period of monitoring and fighting, recently, Ha Trung District Police broke up the joint project 523T, mobilizing nearly 100 officers and soldiers to simultaneously arrest 27 subjects specializing in "black credit" activities and organizing complex gambling in the form of buying and selling lottery numbers.
The subjects of "loan sharking in civil transactions" were arrested by Ha Trung District Police.
Accordingly, through investigation, verification and situation assessment, Ha Trung District Police discovered a group specializing in lending at high interest rates in civil transactions. Most of the subjects in this ring are mainly freelancers, small traders, under the guise of selling groceries, birthday cakes and directly using social networks Zalo or Facebook to send messages to manage lending transactions and debt collection.
Faced with the above situation, Ha Trung District Police established a joint project to focus on fighting and eliminating. During the process of fighting the project, the District Police arrested 10 subjects specializing in lending at high interest rates in civil transactions, including: father and son Lai The Phat, born in 1976 and Lai The Dat, born in 2000 in Ha Binh commune; couple Mai The Sang, born in 1968 and Vu Thi Lien, born in 1973 in Ha Ngoc commune; Trinh Trung Hoan, born in 1988 in Ha Chau commune; Vu Thi Nen, born in 1968 in Ha Trung town; Trinh Ngoc Hieu, born in 1984 in Ha Dong commune; Trinh Xuan Hoang, born in 1994 in Linh Toai commune; Nguyen Xuan Manh, born in 1978 in Ha Lai commune and Nguyen Van An, born in 1971 in Ha Trung town, Ha Trung district.
Searching the suspects' residences, the police seized many land use right certificates, loan contracts, valuable assets as collateral such as cars, vehicle purchase and sale papers, and books related to usury.
Expanding the investigation of the case, the police arrested 17 subjects (the subjects who made the signs and gamblers) related to the act of organizing gambling in the form of buying and selling lottery numbers led by Nguyen Van An, in which the transaction amount related to the gambling behavior of the subjects was up to 5 billion VND.
With an interest rate of 3,000 VND/million/day, from 2022 until their arrest, these subjects lent money to many people in the district and illegally earned billions of VND.
