| Protecting the Party's ideological foundation is a long-term, complex, fierce, and vital struggle of the entire Party, people, army, and political system. In that struggle, the revolutionary press plays a particularly important role, truly a "sharp weapon" of the Party, State, and people. |
Identifying plots and tricks of hostile and reactionary forces
Hostile and reactionary forces understand very well that if they want to transform and subdue Vietnam, the prerequisite is to eliminate the Party's leadership role. They step up direct attacks on fundamental issues such as the Party's guidelines, Ho Chi Minh's ideology, political monism, the path to socialism, etc., in order to cause confusion and wavering among cadres and Party members, to cause division between the people and the Party, to make the people lose confidence in the Party, and to promote "self-evolution" and "self-transformation" within the Party.
Hostile and reactionary forces widely use the media, with dozens of radio stations with Vietnamese programs, hundreds of Vietnamese newspapers, magazines, and publishers, releasing toxic publications and "literary works" to easily infiltrate and spread in a "honey-stained" manner, fabricating stories to slander leaders, distorting history, diplomatic relations, international integration, and the struggle to protect Vietnam's sovereignty over its borders and islands... They exploit and take advantage of the achievements of the fourth industrial revolution, cyberspace, smartphones, and use thousands of websites, blogs, etc. to continuously disseminate and bring fake, edited, and toxic information to every home and every person.
Hostile, reactionary, and opportunistic political forces distort the Party and State's fight against corruption and negativity as "internal strife and factionalism". Taking advantage of and exaggerating the negative aspects, shortcomings, and limitations, they attribute corruption to the nature of the political regime and the Party's leadership as the root cause of the country's slow development... From there, they deny Ho Chi Minh's ideology, demand the abolition of Article 4 of the Constitution of the Socialist Republic of Vietnam on the Party's leadership role, demand pluralism, multi-party system, and the building of a "civil society"...
At the same time, they directly attacked, slandering the Party and State for "violating freedom of speech", plotting to "depoliticize the press", separating the press from the leadership of the Party and the management of the State, causing the press to lose its political direction and reduce its fighting spirit.
The main targets of hostile, reactionary, and opportunistic political forces are intellectuals, artists, journalists, incumbent officials, retired officials who have degraded, degenerated, and discontented, the younger generation, etc.; taking advantage of their influence to spread and have a major impact on the whole society and workers.
With more than 79.1% of Vietnamese people using the Internet and at one point 73.3% of the population using social networks, hostile forces consider this a "fertile land" to exploit and take advantage of. Hostile and reactionary forces combine technology and modern media with the trick of spreading rumors, mixing truth and falsehood, saying a lot, saying over and over again to "make the false appear true". Thereby, leading and directing public opinion, causing doubt, loss of vigilance, confusion, and wavering among cadres, party members, civil servants, public employees, workers and the people.
Enhance combativeness, sharpness, persuasiveness and effectiveness
In the coming years, sabotage activities will take place with higher intensity, faster speed, more complexity, sophistication, cunning, and danger. The press must continue to strive, make greater efforts, promote traditions, overcome difficulties and challenges. Will and determination are necessary but not enough. The press needs to be more courageous, more intelligent, more scientific, more sensitive, more timely, more combative, more persuasive, and more effective.
Faced with the requirements of the new situation, the press needs to synchronously perform the following basic tasks and main solutions:
Firstly, strengthen the Party's leadership, improve the effectiveness of State management of the press, through guidelines, policies, laws, major orientations, ideological content and personnel work. Based on the Party's resolutions, especially Resolution 5 of the Central Committee (10th tenure), Resolution 35 NQ-TW (12th tenure) and Resolution of the 13th National Party Congress on ideological, theoretical and press work, institutionalize them into a legal system, supplement and perfect mechanisms and policies; create a legal corridor for press activities in the new situation, especially for electronic newspapers, social networks...
Second, build and improve the quality of press agencies and journalists. Thoroughly grasp and implement the Resolution of the 13th National Party Congress, build a professional, humane and modern press and media. Well implement the planning for the development of the press and media system towards being streamlined, compact, high-quality, and strong in politics, ideology, organization and professional expertise. In the context of information explosion, attach importance to foreign language learning and the application of digital technology.
Third, closely combine, improve the capacity, quality and effectiveness of information, propaganda and direct combat against false and hostile arguments. Proactively adapt to new media, diversify methods, content and forms of information and propaganda, promote direct, timely and effective combat against false and hostile arguments, especially on social networks. Organize specialized, part-time and direct combat forces as the core, closely combine and synchronize all types of press, from the central to local levels, all levels and sectors; promote the role of experts and collaborators, both domestic and international, forming a widespread, tight and unified "battlefield".
Fourth, continue to innovate mechanisms and policies, increase investment in human and material resources for press and media agencies, and the fight to protect the Party's ideological foundation. At the same time, promote the socialization of resources for the press without letting ideals fade, become commercialized, or deviate from the purpose and objectives, meeting the requirements of press activities in new conditions, and limiting the negative impacts of the market economy.

During nearly a century of construction and development, the Vietnamese revolutionary press has fulfilled the important and noble mission assigned by the Party, the State and the people; is a "sharp weapon" contributing to bringing the Party's guidelines and policies and the State's laws into life; fights against erroneous and hostile viewpoints, protects the Party's ideological foundation; is a bridge between the Party and the people.
The struggle to protect the Party's ideological foundation is a never-ending journey. To stop or slow down is to fall behind. With its especially important role, the press must strive to rise up, overcome challenges, and accompany the country in the cause of building, developing and defending the Fatherland.
