Pursuant to Plan No. 25-KH/TW dated December 29, 2024 of the Secretariat; Instruction No. 186-HD/BTGTW dated January 10, 2025 of the Central Propaganda Department, on February 4, 2025, the Provincial Party Standing Committee issued a Plan (No. 176-KH/TU) to disseminate, propagate and implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology (S&T) development, innovation (I&T) and national digital transformation (DDT).
To ensure the most effective implementation of the Resolution, the Provincial Party Standing Committee organized dissemination in two forms: online conferences connecting from the Central to provincial, district and grassroots levels; at the same time, localities organized separate conferences for cadres and party members who had not participated online in the first quarter of 2025 to quickly spread the core content of Resolution No. 57-NQ/TW to the entire political system and business community, and people in the province.
Party committees and organizations at all levels directed the promotion of Resolution No. 57-NQ/TW in newspapers, radio and television and official information channels. The content focused on clarifying the guiding viewpoints, tasks and solutions to implement the goals identified in Resolution No. 57-NQ/TW to ensure that they were suitable to the situation in localities, agencies and units; proactively grasping and forecasting the ideological situation and social mood; promptly directing information, propaganda and orienting public opinion in the process of implementing Resolution No. 57-NQ/TW; emphasizing the importance of breakthroughs in science and technology development, national innovation and digital transformation - the prerequisite and the best opportunity for our country to develop strongly in the new era, the era of national development. In addition, the Fatherland Front system and socio-political organizations also actively participated in disseminating the Resolution to each grassroots organization.
Orienting public opinion, proactively refuting wrong views and misconceptions about digital transformation and innovation are also focused on, ensuring unity within the Party, consensus among the people and the business community. The leaders of the Provincial People's Committee directed agencies and units to advise on developing programs and action plans suitable to local conditions, to be completed before February 28, 2025. The Provincial Party Committee's Propaganda Department strengthened direction for press agencies to promote information work, promptly reflecting typical examples and advanced models in digital transformation application, science and technology development and innovation. Nam Dinh Newspaper, the Provincial Radio and Television Station and information and propaganda agencies proactively developed plans, had special pages and columns to disseminate and widely propagate the basic contents of Resolution No. 57-NQ/TW to all classes of people; timely, complete and comprehensive reflection of the dissemination, study and implementation of the Resolution at all levels, sectors, localities and units.
In districts, cities, and provincial Party Committees, they proactively develop plans to direct Party committees, Party organizations, and local authorities to implement the Resolution to each cadre, civil servant, employee, and worker. The action program is designed to closely follow the reality of each industry and field, ensuring feasibility and high efficiency.
The dissemination, dissemination and implementation of Resolution No. 57-NQ/TW must be carried out systematically, scientifically, and in accordance with the practical situation of localities, agencies and units, thereby creating unity within the Party, consensus among the people and the business community, entrepreneurs and society. During the implementation process, each Party Committee, Party organization, cadre and Party member must clearly define their functions and tasks, grasp the guiding viewpoints, goals, tasks and solutions in Resolution No. 57-NQ/TW in conjunction with the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee " Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently ", enhancing proactiveness and effectiveness in the fight against and refuting wrong and hostile viewpoints and wrong perceptions about breakthroughs in the development of science and technology, innovation and national digital transformation. The dissemination of Resolution No. 57-NQ/TW needs to be conducted regularly, comprehensively, synchronously, uniformly, promptly, richly, and vividly; periodically organize inspections and supervision of the dissemination and dissemination of Resolution No. 57-NQ/TW to ensure seriousness and suitability to practical situations.
Through dissemination and propaganda to raise awareness, responsibility and political determination of Party committees, Party organizations, agencies, organizations, cadres, Party members and people in the province.
