The fact that schools have been organizing parents to register to buy books and distribute books for a long time has unintentionally "turned" schools into places to distribute and market books for publishing units. Meanwhile, our society has a tradition of "respecting teachers", so when receiving notices from teachers and schools, whether voluntarily or not, most parents register and buy the full list of books provided by the school without knowing that there are exercise books and reference books that are not required to be purchased or used, causing great waste.

In order to rectify this situation, on June 10, 2022, the Ministry of Education and Training issued Directive No. 643/CT-BGDDT on the use of textbooks and reference books in general education institutions. However, the practice of selling books in the style of "beer and peanuts" still occurred at the beginning of the 2023-2024 school year, as reflected in the People's Army Newspaper issue on August 2, 2023 in the article "Students still have to carry reference books on their backs".
Like any other product, before reaching consumers, reference books must also go through many intermediary stages of distribution and marketing, and each stage has a different discount rate before reaching parents. According to the results of the Supervision Delegation of the National Assembly's Committee on Culture and Education, the current discount rate for textbooks and exercise books is too high.
Specifically, the discount rate for books according to the new program for the publishing units of the Education Publishing House serving the 2020-2021 and 2021-2022 school years is 29% of the cover price for textbooks, 33% for exercise books, and 15% for teacher's books; for the 2022-2023 school year, the discount rate for textbooks is 28.5% of the cover price, 35% for exercise books, and 15% for teacher's books. This shows that exercise books have the highest discount rate, and also explains why parents are forced to buy them in every way.
The most important task of a school is to teach literacy and people. Therefore, it is not advisable for teachers and schools to participate in the book distribution of publishers and distribution units, as it affects the central task and tarnishes the image of teachers. Instead of standing up to do the work of distribution units, schools and teachers only propose textbook selection according to the provisions of Article 8, Circular No. 25/2020/TT-BGDDT dated August 26, 2020 of the Ministry of Education and Training.
Then, based on the list of textbooks approved by the provincial People's Committee, the education sector will make a list of textbooks to be purchased (with full information on book titles and publishers) for each grade level and class and organize a wide announcement, send it to schools to notify parents to understand and buy it themselves. This method has been implemented by the Department of Education and Training of Khanh Hoa province since 2022 and has received high support and agreement from parents, especially teachers, because it has helped them reduce the burden of this "non-professional" work. This is also the best way to create conditions for people to conveniently monitor, supervise and reflect when detecting negativity.
In addition, there should be specific sanctions and strict handling of violating units and individuals; clearly defining the responsibilities of heads of educational institutions and educational management agencies at all levels. Localities should also study the "Textbook Library" model in Nghe An province. Accordingly, this province allocates a part of the budget to equip textbooks for schools; calls on businesses, publishers, and previous students to donate textbooks to build a book library. This approach not only helps students in difficult circumstances, ethnic minority areas, and mountainous areas have books to study, but also brings many humane and practical meanings.
