India initiates anti-subsidy investigation on calcium carbonate filler masterbatch originating or imported from Vietnam.
According to information from the Department of Trade Remedies, Ministry of Industry and Trade, on December 27, 2024, the Directorate General of Trade Remedies of India (DGTR) issued a notice initiating an anti-subsidy investigation (CTC) on calcium carbonate filler masterbatch originating or imported from Vietnam.
Accordingly, the case was initiated on the basis of a request from the Indian domestic manufacturing industry, represented by the Indian Compound and Masterbatch Manufacturers Association and the Indian Masterbatch Manufacturers Association.
Previously, on September 30, 2024, the Directorate General of Trade Remedies of India issued a notice initiating an anti-dumping investigation (ADI) on the above calcium carbonate filler masterbatch originating or imported from Vietnam.

Product under investigation: Calcium Carbonate Filler Masterbatch under HS code: 38249900 (HS code is for reference only, please see detailed product description in the attached notice below).
The petitioner alleged that the subject product imported into India originating or exported from Vietnam in substantial quantities, is subsidized and is causing or threatening to cause material injury to the domestic industry in India.
Investigation period: subsidy: 01/04/2023-30/06/2024; injury: 01/04/2020-31/03/2021; 01/04/2021-31/03/2022; 01/04/2022-31/03/2023 and subsidy investigation period.
The Trade Defense Department said that the plaintiff proposed product classification codes (PCNs) similar to the PCN codes currently applied in the anti-dumping investigation case with the same product mentioned above.
The Directorate General of Trade Remedies of India has also recommended that interested parties submit comments, arguments, and PCN proposals within 30 days from the date of initiation of the investigation. The PCN code is the basis for classifying products into groups in the process of calculating dumping margins. At the same time, interested parties are requested to submit comments, responses to the investigation questions in accordance with the prescribed form, format, and deadline to the email address: [email protected]; [email protected]; [email protected]; [email protected] within 30 days from the date of the DGTR sending the initiation notice (ie from December 27, 2024) unless extended. In case of no information received, the Directorate General of Trade Remedies of India will use available data for the investigation.
To promptly respond to the case, the Department of Trade Defense recommends that associations and enterprises producing and exporting products proposed for investigation do the following: Carefully study the notice of initiation, the public version of the lawsuit, and send comments on the case (if any). Arrange resources to handle the case (consider hiring a consulting lawyer to support if necessary); research, review products and send comments on the PCN code used during the investigation, and comment on the plaintiff's PCN proposals (if any).
Fully and comprehensively cooperate with the investigating authority throughout the case, including: submitting the investigation questionnaire to the producer/exporter on time and in the required format, participating in the on-site inspection process, hearings, submitting comments on the case, etc. to avoid being concluded as non-cooperative (often leading to very high tax rates); requesting the investigating authority to provide full information related to the enterprise (investigation questionnaire, investigation conclusions, subsidy margin calculation method). Closely coordinate with the Trade Remedies Authority and Government agencies to respond to the Anti-Subsidy Investigation Questionnaires and to receive timely support.
