At the 12th session (special session) held on August 29, the Gia Lam District People's Council reviewed the results of the voter consultation on the establishment of Gia Lam District and its wards. The district People's Council delegates voted in favor of the establishment of the district and its wards.

Vice Chairman of Gia Lam District People's Committee Truong Van Hoc said that after collecting voters' opinions on August 27, 196,203/198,013 voters agreed to the establishment of Gia Lam district, reaching 99%; 195,835/198,013 voters agreed to the establishment of wards in Gia Lam district; 99.07% of voters agreed to the adjustment of administrative boundaries in 4 units: Duong Xa, Da Ton, Kieu Ky and Trau Quy town.
Presenting the project to establish the district, the Vice Chairman of Gia Lam District People's Committee said that the establishment of Gia Lam district and wards under Gia Lam district has ensured the prescribed conditions.
From here, it will create a legal basis for establishing a suitable government organization model, creating a premise for Gia Lam to successfully complete the task of State administrative management, contributing to promoting socio-economic development, ensuring national defense and security; maximizing the socio-economic advantages, infrastructure, improving people's welfare and enjoyment; further consolidating Gia Lam in the defense posture, ensuring security, order and social safety in the future, ensuring the stable and long-term sustainable development of the urban area;
The socio-economic infrastructure system will continue to receive synchronous investment attention, especially the system of urban infrastructure works, transportation, healthcare, education, cultural institutions... from which, people will have access to and enjoy cultural, educational, and healthcare services with more favorable conditions and better quality...
Regarding standards, Gia Lam has ensured that it meets 5/5 standards, groups of standards for establishing districts, 31/31 criteria, according to the provisions of Resolution No. 1211/2016/UBTVQH13 of the National Assembly Standing Committee on standards of administrative units and classification of administrative units amended by Resolution No. 27/2022/UBTVQH15; the areas planned to establish wards have met 4/4 standards, groups of standards for establishing wards in districts according to regulations.
Establishing Gia Lam district on the basis of the original 116.64km2 natural area and population of 309,353 people of the district; from 22 administrative units at commune and town level adjusted, administrative boundaries of 4 units, merging 12 units at commune and town level, to establish 16 administrative units at ward level in Gia Lam district.
Hanoi City sets a goal of having 3-5 districts upgraded to districts in the 2021-2025 period, with immediate priority given to resources and completing criteria to upgrade Dong Anh and Gia Lam districts to districts in 2023.
At the 12th session, the Hanoi People's Council approved the project to establish Dong Anh district and its wards. The project to establish Gia Lam district is expected to be considered and approved by the People's Council at the September session.
According to the plan, in the fourth quarter, Hanoi will submit the project to the central government for both Dong Anh and Gia Lam districts.
