On July 1, Quy Chau District Police (Nghe An) are temporarily detaining Tran Quoc Viet (30 years old, residing in Chau Binh Commune, Quy Chau District) for organizing and brokering for others to flee abroad or stay abroad illegally.
About 4 months ago, Viet posted information about recruiting employees to work abroad on several social networking groups. Workers do not have to pay any departure fees, just need to be proficient in typing and will receive a basic salary of 24 million VND/month, in addition to a percentage of commission.

According to this information, some workers in Quy Chau district contacted Viet via Zalo, hoping to work abroad with high salaries. Viet put these workers in a Zalo group, guiding them on how to travel.
The workers were organized by Viet to go abroad as tourists. Once abroad, this group of workers were taken to an isolated area and closely monitored and controlled.
Workers are forced to sign contracts to perform illegal or forced labor. If they do not perform the work, they are beaten or threatened with being sold to another facility. One worker later contacted his family to transfer more than 150 million VND in ransom to return home.
After a period of monitoring, collecting and consolidating evidence, on June 28, Quy Chau District Police coordinated with related units to successfully break the case and arrest Tran Quoc Viet in an emergency. Initial investigations determined that with the above method, Viet sent 4 workers abroad to work illegally. The case is being further investigated by Quy Chau District Police.
