The Party's press is not only a channel for transmitting information, but also a solid bridge between the Party, the government and the people, contributing to orienting public opinion and strengthening people's trust. However, in reality, at many establishments, purchasing, reading and exploiting valuable sources of information from the Party's newspapers are not really effective, there are still many shortcomings, and some Party cells still take lightly the purchase and reading of the Party's newspapers and magazines.
The current situation and role of Party newspapers at the grassroots level
One early winter morning, on the small road leading us to Thanh Son commune (Ba Thuoc district) - one of the communes that does a good job of buying and reading Party newspapers, the image of commune officials and people holding Thanh Hoa newspaper in their hands is proof that although information sources on social networking platforms have penetrated every alley, they cannot replace printed newspapers.
Talking to us, comrade Trinh Dinh Minh, Secretary of the Ba Thuoc District Party Committee, said: The Ba Thuoc District Party Committee has more than 7,000 party members, currently operating in 43 party organizations and bases. The Standing Committee of the District Party Committee always strengthens the direction of agencies and units to inspect and urge the purchase and reading of Party newspapers and magazines. The rate of subscription and distribution of Party newspapers in the district is among the top in the province. The Party Committees and affiliated Party cells subscribe to all four types of Party newspapers and magazines: Nhan Dan Newspaper, Thanh Hoa Newspaper, Communist Magazine, Party Building Magazine... The District Party Committee has a policy of linking the purchase and reading of Party newspapers and magazines with the strengthening of Party building and rectification. Thanks to that, the management and use of Party newspapers and magazines are of interest to Party cells and Party Committees, creating favorable conditions for cadres, Party members and the People to read, research and study. The use of Party newspapers and magazines has always been of interest to Party committees at all levels in the district and is considered an important and official information channel in the work of propagating the Party's guidelines and policies, the State's policies and laws, contributing to raising the level and awareness of cadres, Party members and people of all walks of life.

However, the purchase and reading of Party newspapers and magazines is still limited. Some Party committees and organizations have not really paid attention to leading and directing the purchase and reading of Party newspapers and magazines, and propaganda work has not been extensive. The distribution of newspapers and magazines to the grassroots level is sometimes not timely and not complete, affecting the quality of information updates; a number of cadres, Party members, civil servants and public employees have not yet deeply recognized the role, meaning and importance of Party newspapers and magazines in Party activities and life; they have not yet formed the habit of regularly reading newspapers, watching radio and updating information.

Furthermore, in the context of strong digital technology development, the Party's press, especially print newspapers, are facing fierce competition from digital platforms and social networks. However, this does not mean that print newspapers have lost their leading role in providing information and guiding public opinion in the context of social network development.
In rural and mountainous areas, where the internet infrastructure has not been developed synchronously, printed newspapers are still the official and reliable information channel. The Party's press is not only current, but also a valuable source of documents to store and systematize information, truthfully reflecting the Party's guidelines and policies, and the State's laws. From articles that guide public opinion and strengthen people's trust, to in-depth topics on Party building, it shows that the Party's newspapers and magazines play a role as a compass in political and social life.
Directive No. 11-CT/TW of the Politburo requires Party cells and grassroots Party committees to allocate funds to ensure the ordering of sufficient numbers of Party newspapers and magazines. In Thanh Hoa, the implementation of this directive has been specified through documents such as Official Dispatch No. 87-CV/TU, dated January 8, 2021 of the Provincial Party Committee and Official Dispatch No. 686-CV/BTGTU, dated February 10, 2022 of the Provincial Party Committee's Propaganda Department. These documents not only strengthen the distribution work, but also aim to use Party newspapers more effectively at the grassroots level.
Remarkable results
Through a survey and statistics on the subscription of Party newspapers and magazines in the fourth quarter of 2024 at the Party Committee - People's Council - People's Committee of communes, wards and towns and residential area party cells in the whole province, it shows that 545/558 party cells and party committees of agencies bought Nhan Dan newspaper, reaching 98%, residential area party cells: 4,344/4,344, reaching: 100%; 546/558 party cells and party committees of agencies bought Thanh Hoa daily newspaper, residential area party cells 4,344/4,344, reaching 100%; 449/558 party cells and party committees of agencies bought Communist Magazine, reaching 80%; Party Building Magazine: 477/558, reaching 85%. Units that have done well in purchasing and reading Party newspapers and magazines according to Directive 11-CT/TW include: Ba Thuoc, Tho Xuan, Nhu Thanh, Bim Son, Quan Hoa, Muong Lat... The Propaganda Department of the District Party Committees of these localities has included the content of purchasing and reading Party newspapers and magazines in the annual work program, supplemented and included in the evaluation and classification criteria for grassroots Party cells and committees.

However, along with the achievements in purchasing and reading Party newspapers and magazines, there are also some limitations: some Party cells and grassroots Party committees do not seriously subscribe to Party newspapers and magazines, and even use the budget for purchasing Party newspapers and magazines for the wrong purposes. The work of propagating, guiding, inspecting and urging the purchase and reading of Party newspapers and magazines in some sectors and localities has not been carried out regularly. For example, in Trieu Son district, some commune Party committees do not subscribe to all four types of Party newspapers and magazines as prescribed. The above reality shows that where Party committees and authorities at all levels pay attention and give resolute direction, the work of purchasing and reading Party newspapers and magazines is systematic and highly effective.
Some localities, units of Party newspapers and magazines have not yet fully exploited their value, leading to waste and reduced effectiveness in orienting public opinion. Many places consider subscribing to Party newspapers as just a formality... To overcome the above shortcomings, Party committees at all levels need to organize Party cell and Party committee meetings to emphasize the important role of buying and reading Party newspapers and magazines, encouraging cadres and Party members to proactively read and use information from the press in their work. Allocate a reasonable budget so that the grassroots can subscribe to the necessary number of newspapers, meeting the information needs of Party cells, Party committees and the people in the locality.
Along with that, localities also need to develop regulations to inspect, monitor and evaluate the use of Party newspapers in Party cells and Party committees. At the same time, promptly reward localities and units that do well in purchasing and reading Party newspapers and magazines, creating motivation for other localities to learn and follow. Strongly develop digital platforms in parallel with printed newspapers, helping people easily access information anytime, anywhere. This is especially important for the younger generation, who are familiar with mobile devices and the internet.
The Party's press is the official information channel, an honest and strong voice, conveying the core values of the Party and State to all classes of people. Ensuring the central role of the Party's press is not only the task of Party committees and authorities, but also the common responsibility of the whole society. The initial successes show the strength of the Party's press in connecting the Party, the government with the people. If the solutions are implemented synchronously and effectively, the Party's press will increasingly affirm its important role, contributing to building a sustainable society.
