Human resources are the “key”, the driving force for rapid and sustainable development in the present era. Along with the province’s policies to call for and attract investment, vocational training and information, connecting the labor market, employment, and meeting the increasing demands of society are important tasks that are of interest to all levels, sectors, and localities.

In the context of science and technology development, innovation and creativity as resources, integration and development as today, workers need to have technical skills, qualifications and vocational skills to meet the requirements of businesses and employers. Therefore, one of the solutions to improve the quality of human resources is to comprehensively innovate the vocational training and education system in an open, flexible and effective direction.
In particular, strengthening cooperation between universities, vocational training institutions and enterprises is of utmost importance. Because besides equipping workers with professional ethics and theoretical knowledge, training in skills, techniques and experience in the profession is a very important factor before they become skilled workers.
In 2024, the Labor Sector advised the Provincial Party Committee to issue an Action Program to implement Directive No. 37-CT/TW dated July 10, 2024 of the Secretariat on innovation in vocational training for rural workers to meet the requirements of industrialization and modernization of agriculture and rural areas. Coordinate with the Department of Education and Training to develop a draft Project on education and training development for the period 2025-2035. Implement the Project "Supporting students to start a business by 2025" with 6 key tasks, focusing on: Propaganda, education on start-up; seminars, workshops; training and coaching on start-up skills; connecting businesses.

Currently, the province has over 30 vocational training institutions participating in vocational training activities. In 2024, the Department of Labor, War Invalids and Social Affairs has appraised the dossiers to grant Certificates of registration for additional vocational training activities to 10 vocational training institutions in and outside the province (jointly implementing training programs in vocational training). Vocational training institutions have enrolled 31,787 people, reaching 111.5% of the plan.
The Labor Department has also coordinated with relevant agencies to organize propaganda on employment policies and sending workers to work abroad under contracts; provided consultation and propaganda on employment support policies and vocational training for over 1,686 people; reviewed legal documents of 28 enterprises sending workers to work abroad to select workers to work abroad for a limited period under contracts in districts, cities and towns.
From the perspective of workers, currently, the rate of workers who have received vocational training and vocational training is 71.5%; the rate of workers who have received training and have degrees and certificates is 31.5%. In order to help workers and businesses "find" each other, the work of job creation, labor export, labor safety and management of foreigners working in the province has been seriously directed and implemented. The Labor Department has coordinated and directed specialized agencies to organize 35 job transaction sessions, including 16 regular sessions at the Center for Employment Services - Vocational Education; 16 online sessions and 3 mobile sessions in the districts. Thereby, 41,000 people have been consulted; 4,500 people have been introduced to domestic jobs.
In 2024, the province is estimated to increase the number of workers by 18,181, reaching 110.19% of the annual plan. Of which, 2,772 workers will be sent to work abroad, reaching 110.8% of the annual plan. To expand the labor market and improve the quality of human resources in the province, all levels, sectors and localities need to continue to review and assess human resource needs in each industry, field and locality to promptly connect and supply labor, especially grasp the human resource needs of investors who have projects or are researching investment in Phu Tho.
Along with that, vocational training should be promoted according to social and business needs. On the other hand, it is necessary to diversify the forms and improve the quality of business-employee connections through platforms, fixed and mobile job fairs; integrate online job fairs with the northern provinces into regular job fairs...
