Human resources are the "key" and the driving force for rapid and sustainable development in the current era. Along with the province's policies to attract investment, vocational training and the provision of information and connections to the labor market and employment opportunities, meeting the increasingly high demands of society, are important tasks that are being prioritized by all levels, sectors, and localities.

In the context of scientific and technological development, innovation and creativity as resources, and current integration and development, workers need technical skills, qualifications, and professional skills to meet the requirements of businesses and employers. Therefore, one of the solutions to improve the quality of human resources is to comprehensively reform the vocational training and education system towards an open, flexible, and effective direction.

In this context, strengthening cooperation between universities, vocational education institutions, and businesses is extremely important. Besides equipping workers with professional ethics and theoretical knowledge, training in skills, expertise, and experience in the profession is crucial before they become skilled workers.

In 2024, the Department of Labor advised the Provincial Party Committee to issue an Action Program to implement Directive No. 37-CT/TW dated July 10, 2024, of the Party Central Committee on reforming vocational training for rural laborers to meet the requirements of industrialization and modernization of agriculture and rural areas. It also coordinated with the Department of Education and Training to develop a draft plan for the development of education and training for the period 2025-2035. Furthermore, it implemented the "Support for Student Entrepreneurship until 2025" project with six key tasks, focusing on: entrepreneurship education and awareness; seminars and workshops; training and skill development in entrepreneurship; and business networking.

Currently, the province has over 30 vocational education institutions participating in vocational education activities. In 2024, the Department of Labor, War Invalids and Social Affairs assessed applications for supplementary registration certificates for vocational education activities for 10 vocational education institutions inside and outside the province (in collaboration with other vocational education training programs). These vocational education institutions enrolled 31,787 people, achieving 111.5% of the plan.

The Department of Labor also coordinated with relevant agencies to organize the dissemination of policies on job creation and sending workers abroad under contract; provided advice and information on employment support and vocational training policies to over 1,686 people; and assessed the legal dossiers of 28 enterprises sending workers abroad for the recruitment of workers for fixed-term employment abroad under contract in districts, cities, and towns.

From the perspective of workers, the current rate of workers with vocational training and skills transfer is 71.5%; the rate of workers with degrees and certificates is 31.5%. To help workers and businesses find each other, job placement, labor export, labor safety, and the management of foreign workers in the province have been seriously directed and implemented. The Department of Labor has coordinated and directed specialized agencies to organize 35 job fairs, including 16 regular fairs at the Employment Service and Vocational Education Center; 16 online fairs and 3 mobile fairs in the districts. Through these fairs, 41,000 people received advice; and 4,500 people were referred to domestic jobs.

In 2024, the province is estimated to have created an additional 18,181 jobs, reaching 110.19% of the annual plan. Of these, 2,772 workers were sent to work abroad, achieving 110.8% of the annual plan. To expand the labor market and improve the quality of the province's human resources, all levels, sectors, and localities need to continue reviewing and assessing human resource needs in each industry, field, and locality to promptly connect and supply labor, especially understanding the human resource needs of investors who already have projects or are researching investment in Phu Tho.

Along with that, it is necessary to promote vocational training according to social and business needs. On the other hand, it is necessary to diversify the forms and improve the quality of connecting businesses and workers through job fairs and fixed and mobile job exchanges; integrating online job fairs with provinces in the northern region into regular job fairs...
