Unemployment rate drops dramatically
On the morning of December 27, the Ministry of Labor, Invalids and Social Affairs held a national conference to review the implementation of tasks in 2024 and deploy tasks in 2025.
According to the Ministry of Labor, Invalids and Social Affairs, in 2025 alone, the synchronous implementation of solutions to restore and develop the labor market has brought positive results, ensuring the stability of the labor force in industrial parks, export processing zones and key economic regions.
A report by the General Statistics Office (Ministry of Planning and Investment) shows that the labor market in 2024 has gradually returned to normal as before the Covid-19 pandemic.
The labor force aged 15 and over reached 52.5 million, an increase of 210,600 people over the same period last year. The labor force participation rate reached 68.5%, remaining at a high level, reflecting the positive recovery of the economy.
The number of employed workers reached 51.4 million people, an increase of 212,000 people over the same period last year.
The labor structure has shifted positively. The number of workers in the agriculture, forestry and fishery sector has decreased to 13.7 million people (accounting for 26.6%), down 126,000 people compared to the same period.
The unemployment rate in urban areas in the first 9 months of 2024 recorded an impressive decrease, only 2.38%, down 0.17% compared to the same period last year. The rate of trained workers reached 68.7%, of which 28.1% had degrees or certificates.
The Ministry also submitted to the Government for promulgation Decree No. 77 amending the standard level of preferential allowances for people with revolutionary contributions. Accordingly, the standard level of preferential allowances for people with revolutionary contributions increased from VND 2,055 million to VND 2,789 million, an increase of 35.7%, the highest ever.

In addition, this agency also advised the Government to organize a program to support the elimination of temporary and dilapidated houses nationwide, which has so far mobilized over 5,000 billion VND; and participated as a founding member of the Global Alliance against Poverty (at the G20 Summit).
The estimated poverty rate according to the multidimensional poverty standard in 2024 will be below 1%; the poverty rate in poor districts will be about 26%; the poverty rate of ethnic minority households will be below 13.5%, meeting the target assigned by the National Assembly and the Government; 10 extremely disadvantaged communes in coastal and island areas will escape poverty and extreme poverty, and 1 poor district will escape poverty.
In the 2021-2024 period, the multidimensional poverty rate will decrease by about 4.2% (an average decrease of about 1.05%/year); the poverty rate in poor districts will decrease by an average of over 4%/year, and the poverty rate among ethnic minorities will decrease by an average of over 3%/year.
The Ministry has fully implemented social assistance policies and regimes, contributing to stabilizing people's lives. Nationwide, social assistance has been paid to over 3.8 million social protection beneficiaries, with an estimated budget of VND32,000 billion.
100% of social protection beneficiaries are eligible for monthly social allowances; 100% of people affected by natural disasters, floods, and hunger receive timely emergency assistance, no one goes hungry; about 91% of people with disabilities in difficult circumstances receive social assistance...
"We must care for the most disadvantaged citizens in society"
Speaking at the conference, Deputy Prime Minister Le Thanh Long requested the Department of Labor, Invalids and Social Affairs to ensure minimum wages and non-discriminatory labor and employment policies so that goods can be sold easily in foreign markets.
Regarding social security policy, the Department of Labor, Invalids and Social Affairs cares for the most disadvantaged citizens in society, helping them enjoy the best policies.
Regarding the direction for 2025, the Deputy Prime Minister emphasized that there are currently 3 events that must be done at the same time: Arranging and organizing the apparatus; Party Congresses at all levels towards the National Party Congress; maintaining economic growth of over 7% to create momentum for the following years.

In addition, all policies in the fields that the Ministry of Labor, Invalids and Social Affairs is directly advising the Party and State on people with meritorious services, social security, and employment, will not change at all, but must be done better and more to serve the needs of the country.
"With that spirit, we request that each official of the industry strictly comply with the arrangement. Because the policies that have been and are being implemented, especially the achievements that the industry has made up to now, are asymptotic developments and are increasingly reaching new heights. We try to maintain, absorb and pass on so that there is no interruption regardless of the agency or organization," Deputy Prime Minister Le Thanh Long emphasized.
Responding to the sharing of the Government leaders, Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung said that the policies that the Labor, Invalids and Social Affairs sector has consulted lay the foundation until 2030, with a vision to 2045, especially Resolution 42 on the vision of social policy, shifting from "stability and security" to "stability and development".
The Minister affirmed that the pride of the industry's many achievements is recognized not only by Vietnam, but also by the international community, as key leaders of the state commented, the industry's document issues have historical significance, opening a new period for the development of Vietnam's social policies.
Accordingly, at the G7 conference held in October, the Vietnamese Minister of Labor, Invalids and Social Affairs was the only leader among Asian countries invited to report on care for the vulnerable.
Also at the recent G20 Summit in Brazil, Vietnamese Prime Minister Pham Minh Chinh was also an invited leader to share experiences in poverty reduction as a successful example of the world.
