This proposal was made by the Government in the draft Resolution on the arrangement of administrative units at district and commune levels in the 2023-2030 period. The draft has just been signed by Minister of Home Affairs Pham Thi Thanh Tra on behalf of the Government and submitted to the National Assembly Standing Committee.
Merging districts and communes with local budget, Central government only supports once
A number of specific regulations have been adjusted by the Government regarding the arrangement of the organizational structure, the number of leaders, cadres, civil servants, public employees, and the regime and policies for redundant people after the merger.
Accordingly, this draft resolution stipulates the time to temporarily stop electing and appointing leadership and management positions and stop recruiting and receiving cadres, civil servants and public employees at agencies and organizations where they are arranged from the date the provincial People's Committee submits to the Government the Project on merging local districts and communes, in order to ensure that localities have time to review, arrange and organize appropriate staff.
The Draft Resolution stipulates that no later than 30 days from the effective date of the resolution of the National Assembly Standing Committee on the arrangement of each administrative unit, agencies and organizations in the new administrative unit must complete the arrangement and consolidation of the organizational apparatus.
Regarding the application of special regimes and policies for districts and communes after the merger, the draft resolution stipulates that people will continue to enjoy the same regimes and policies as before the arrangement.
Cadres, civil servants, public employees and workers are subject to the highest level of policies and regimes of one of the district-level and commune-level administrative units before the arrangement is implemented.
Regarding the budget for implementing the policy of merging districts and communes in the coming period, the draft resolution stipulates that the budget will be guaranteed by the local budget.
At the same time, the central budget will provide one-time support to localities with a quota of 20 billion VND for each reduced district and 500 million VND for each commune, when the National Assembly Standing Committee decides to implement the arrangement for the 2023-2030 period.
According to the reported data of 63 localities, in the period of 2023-2025, about 33 district-level administrative units and more than 1,300 commune-level administrative units subject to mandatory reorganization will be reorganized, not including the number of administrative units subject to encouraged reorganization due to local needs.
With a support level of 20 billion VND/district and 500 million VND/commune, the central budget supports one-time about more than 1,300 billion VND.
Saving more than 2,000 billion VND thanks to merging districts and communes
The draft resolution on the arrangement of district and commune-level administrative units in the 2023-2030 period emphasizes that the orientation of merging districts and communes in the coming period must be consistent with provincial planning, urban planning, rural planning or other relevant planning.
The goal set by the Government is to complete the merger of districts and communes by 2025 with both standards of natural area and population size below 70% of the regulations; districts with both standards of natural area below 20% and population size below 200% of the regulations; communes with both standards of natural area below 20% and population size below 300% of the regulations.
By 2030, the Government strives to complete the merger of remaining districts and communes with both standards of natural area and population size below 100% of the regulations; districts with standards of natural area below 30% and population size below 200% of the regulations; communes with standards of natural area below 30% and population size below 300% of the regulations.
The Government requests the National Assembly Standing Committee to consider and decide on the drafting and submission of this draft resolution under the simplified procedure at the same time as the process of reviewing and approving the draft, in order to promptly resolve urgent issues arising in practice.
According to statistics, in the 2019-2021 period, the National Assembly Standing Committee issued 48 resolutions to reorganize 21 district-level administrative units and 1,056 commune-level administrative units in 45 provinces and cities. Thereby, the country has reduced 8 districts and 561 communes.
The merger has contributed to reducing 3,437 agencies at the commune level and 429 agencies at the district level. The number of staff has also been reduced after this policy. By the end of 2022, 648/706 (91.8%) of district-level officials and civil servants have been reduced; 7,741/9,705 (79.8%) of commune-level officials and civil servants have been reduced. The state budget has reduced spending by more than VND 2,000 billion.
In addition, the Government acknowledged some difficulties and obstacles when merging districts and communes. Typically, the number of administrative units that do not meet the prescribed standards is still large; some urban administrative units have been expanded in scale but have not yet ensured quality.
The arrangement and settlement of regimes and policies for redundant cadres and civil servants are also not timely. By the end of 2022, it is necessary to continue to settle regimes and policies for 58 district-level cadres and civil servants and nearly 2,000 commune-level cadres and civil servants who are redundant.
