Ho Chi Minh City, Hanoi and 10 provinces reorganize administrative units, merge 367 districts and communes

On the morning of November 14, the National Assembly Standing Committee held its 39th session to consider the arrangement of district and commune-level administrative units for the 2023-2025 period of 12 provinces and cities: An Giang, Dong Thap, Ha Nam, Hanoi, Ha Tinh, Ho Chi Minh City, Phu Tho, Son La, Quang Ngai, Quang Tri, Tra Vinh, Vinh Phuc.

Minister of Home Affairs Pham Thi Thanh Tra presented a proposal for the arrangement and establishment of district and commune-level administrative units in 12 provinces and cities.

Specifically, An Giang reorganized 2 commune-level administrative units to form 1 new ward, then reorganized and reduced 1 commune-level administrative unit. Dong Thap reorganized 4 commune-level administrative units to form 2 new commune-level administrative units, then reorganized and reduced 2 commune-level administrative units.

Ha Nam established 1 town on the basis of the existing 1 district (Kim Bang town) and rearranged 29 commune-level administrative units to form 18 new commune-level administrative units. After the rearrangement, the number of district-level administrative units remained the same and 11 commune-level administrative units were reduced.

Hanoi reorganizes 109 commune-level administrative units to form 56 new commune-level administrative units, after the reorganization, 53 commune-level administrative units will be reduced.

Ha Tinh reorganizes 4 district-level administrative units and 23 commune-level administrative units to form 3 new district-level administrative units and 16 new commune-level administrative units. After the reorganization, 1 district-level administrative unit and 7 commune-level administrative units will be reduced.

Ho Chi Minh City rearranged 80 wards to form 41 new wards, after rearrangement reduced 39 wards. Phu Tho rearranged 31 commune-level administrative units to form 13 new commune-level administrative units, after rearrangement reduced 18 commune-level administrative units.

Quang Ngai reorganized 9 commune-level administrative units to form 6 new commune-level administrative units, after the reorganization, 3 commune-level administrative units were reduced. Quang Tri reorganized 13 commune-level administrative units to form 7 new commune-level administrative units, after the reorganization, 6 commune-level administrative units were reduced.

Son La established 1 town on the basis of the existing district (Moc Chau town) and rearranged 30 commune-level administrative units to form 26 new commune-level administrative units. After the rearrangement, the number of district-level administrative units remained the same and 4 commune-level administrative units were reduced.

Tra Vinh reorganized 3 wards to form 1 new ward, then reorganized to reduce 2 wards. Vinh Phuc reorganized 28 commune-level administrative units to form 13 new commune-level administrative units, then reorganized to reduce 15 commune-level administrative units.

Thus, the Government proposes to reorganize and establish 6 district-level administrative units and 361 commune-level administrative units to form 5 new district-level administrative units and 200 commune-level administrative units in 12 provinces and cities. After the reorganization, 1 district-level administrative unit and 161 commune-level administrative units will be reduced.

Five provinces and cities (Hanoi, Ha Tinh, Phu Tho, Quang Ngai, Quang Tri) proposed not to rearrange 8 district-level administrative units. Ten provinces and cities (Dong Thap, Ha Nam, Hanoi, Ha Tinh, Ho Chi Minh City, Phu Tho, Quang Ngai, Quang Tri, Tra Vinh, Vinh Phuc) proposed not to rearrange 258 commune-level administrative units.

Regarding the number of cadres, civil servants, public employees, and part-time workers at the district level, there are 136 redundant people, and at the commune level, there are 3,342 redundant people. The People's Committees of 12 provinces and cities have developed detailed plans to arrange, organize, and resolve these cadres, civil servants, and public employees.

Regarding the number of surplus public offices and assets after the rearrangement, the district level has 9 surplus offices; the commune level has 329 surplus offices. The People's Committees of 12 provinces and cities have developed detailed plans for handling.

Examining this content, Chairman of the Law Committee Hoang Thanh Tung said that the Law Committee basically agrees with the plans to arrange administrative units at district and commune levels and the plan to arrange and perfect the organizational apparatus, arrange and arrange the team of cadres, civil servants, public employees, non-professional workers, and the plan to resolve headquarters and public assets.

Basically, administrative units subject to rearrangement are carefully considered and evaluated by the Government and local authorities to develop rearrangement plans or provide specific explanations.

At the meeting, 100% of the members of the National Assembly Standing Committee present agreed with the plan to merge district and commune levels of Hanoi, Ho Chi Minh City and 10 provinces.

The effective date of the resolutions is from January 1, 2025, and for the resolution of Son La province, it is from February 1, 2025.
