This morning, October 11, the Department of Education and Training of Ho Chi Minh City organized a workshop on "Current situation and solutions to attract preschool teachers in Ho Chi Minh City". Ms. Luong Thi Hong Diep, Head of the Preschool Education Department, Department of Education and Training of Ho Chi Minh City, listed specific policies for preschool teachers in Ho Chi Minh City, in addition to general policies for preschool teachers nationwide.

How are specific policies applied in practice?

According to the report of the Department of Education and Training of Ho Chi Minh City, implementing Resolution No. 27/2021/NQ-HDND of the People's Council of Ho Chi Minh City on the policy of developing preschool education in areas with industrial parks in Ho Chi Minh City, after nearly 3 years of study, independent preschools in areas with industrial parks were supported with 1 billion 040 million VND. The total number of preschool children who are children of workers and laborers working in industrial parks was supported with more than 12.6 billion VND. Meanwhile, preschool teachers working at private preschools in areas with industrial parks were supported with more than 2.6 billion VND. The leaders of the Department of Education and Training acknowledged that these numbers are still very small, the total amount of the above 3 items is only more than 15 billion VND.

With Resolution No. 01/2014/NQ-HDND of the Ho Chi Minh City People's Council on supporting preschool education; Resolution No. 01/2021/NQ-HDND of the Ho Chi Minh City People's Council on amending and supplementing Point c, Clause 4.2, Article 2, among the achieved results, the most notable is Ho Chi Minh City's investment in building school facilities, allocating funds to invest in building, upgrading, renovating and repairing preschool facilities.

According to statistics from 2021 to present, in Ho Chi Minh City, 33 new kindergartens have been built, with a total cost of more than VND 1,400 billion (VND 1,414,764,068,000). 577 kindergartens have been repaired, with a total cost of more than VND 353 billion (VND 353,859,344,545).

The Department of Education and Training of Ho Chi Minh City is interested in improving the training standards of preschool teachers according to the 2019 Education Law. Up to now, 20,844/26,055 preschool teachers have met the standards, while there are still 5,211 preschool teachers who have not met the standards (most of them are working at non-public preschools, especially in groups of classes).

In particular, in the past 3 years, from 2021 to present, hundreds of billions of VND have been supported for managers, teachers and staff in public preschools. Such as supporting managers, teachers and staff due to the nature of their work (25% - 35% of monthly salary) with a total cost of more than 374 billion VND (374,392,247,815 VND). And supporting newly graduated teachers with a total cost of more than 11 billion VND (11,467,517,373 VND).

"Thanks to the support policy, the new teachers are confident in their work; the professional qualifications of managers, teachers and staff are regularly trained and improved; teachers actively apply information technology and access many advanced methods to implement the preschool education program; the quality of child care and education is increasingly improved. Up to now, teachers at public preschools basically meet the regulation of 2 teachers/class, however, non-public preschools only have over 1.8 teachers/class", Ms. Luong Thi Hong Diep assessed.

Many policies to attract preschool teachers

Analyzing the impacts of Resolution No. 04/2017/NQ-HDND of the Ho Chi Minh City People's Council on policies to attract preschool teachers; Resolution No. 04/2021/NQ-HDND of the Ho Chi Minh City People's Council on amending and supplementing Clause 1 and Clause 2, Article 1 according to the outline, the Ho Chi Minh City Department of Education and Training said that Resolution No. 04/2017/NQ-HDND has policies to attract preschool teachers such as teacher contracts with a salary of VND 3,750,000/person/month x 9 months/year; Nursing staff contracts with a minimum support level of VND 2,000,000/person/month x 9 months/year, the city budget spends VND 1,000,000/person/month, the rest is spent from socialized sources.

The policy also stipulates the support level for preschool teachers due to the nature of the job (not applicable to contract teachers) is 650,000 VND/person/month x 9 months/year. And the incentive support level for preschool teachers according to professional qualifications (not applicable to contract teachers), if the master's degree is 1,500,000 VND/person/month x 12 months/year. University degree is 900,000 VND/person/month x 12 months/year. College degree is 550,000 VND/person/month x 12 months/year. This policy also allows the recruitment of preschool teachers without a registered residence in Ho Chi Minh City.

According to Resolution No. 04/2021/NQ-HDND of the Ho Chi Minh City People's Council on amending and supplementing Clause 1 and Clause 2, Article 1 according to the outline, in terms of policy, teacher contracts (labor contracts under 12 months) are supported at the same level as the minimum wage in region 1 announced by the Government, with a support period of 9 months/year. Meanwhile, nursing staff contracts are supported at 50% of the minimum wage in region 1 announced by the Government (spent from the city budget), the rest is spent from socialized sources (depending on the specific conditions of each unit), with a support period of 9 months/year.

"From the 2021-2022 school year up to now, according to the above policy, in Ho Chi Minh City, the total number of contract teachers is 28,408 teachers; the total number of contract nurturing staff is 8,525 people.

The number of preschool teachers supported due to the nature of their work is 20,889 people with a total budget of more than 93 billion VND (93,761,124,200 VND). And incentive support for 20,087 preschool teachers according to their professional qualifications with a total budget of over 148 billion VND (148,780,080,396 VND)", the report of the Department of Education and Training of Ho Chi Minh City said.
