Average income nearly 11 million VND/month

According to the leader of the Department of Education and Training of Ho Chi Minh City, based on legal documents as prescribed, preschool teachers are entitled to full salary regimes, preferential allowances, and seniority allowances according to general regulations of the Government and the Ministry of Education and Training.
In addition, public preschool teachers in Ho Chi Minh City are supported according to the Resolutions of the City People's Council such as:
Resolution No. 01/2014/NQ-HDND dated June 14, 2014 of the Ho Chi Minh City People's Council on supporting preschool education; Resolution No. 01/2021/NQ-HDND on amending and supplementing point c, clause 4.2, Article 2, the total amount is more than 247 billion VND.
Resolution No. 04/2017/NQ-HDND dated July 6, 2017 of the Ho Chi Minh City People's Council on policies to attract preschool teachers; Resolution No. 04/2021/NQ-HDND on amending and supplementing Clause 1 and Clause 2, Article 1, the total amount is more than 200 billion VND.
Resolution No. 03/2018/NQ-HDND dated March 16, 2018 of the People's Council of Ho Chi Minh City on promulgating regulations on additional income payments for cadres, civil servants, and public employees in the state management sector, socio-political organizations and public service units managed by the city, now Resolution No. 08/2023/NQ-HDND dated September 19, 2023 of the People's Council of Ho Chi Minh City on promulgating regulations on additional income payments according to Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

For preschool teachers in industrial parks: Implementing Resolution No. 27/2021/NQ-HDND dated December 9, 2021 of the People's Council on preschool education development policies in industrial parks in Ho Chi Minh City, 187 teachers are entitled to a subsidy of VND 1,258,400,000.
According to the Ho Chi Minh City Department of Education and Training, the highest total income of public preschool managers in the city is 17,059,000 VND/month, the lowest is 10,682,000 VND/month, with an average income of 13,870,500 VND/month.
Public preschool teachers in Ho Chi Minh City have the highest income of 16,869,000 VND/month, public preschool teachers have the lowest income of 5,103,000 VND/month. The average income of public preschool teachers in Ho Chi Minh City is 10,986,000 VND/month.
Ho Chi Minh City is lacking 529 public preschool teachers.
According to the Department of Education and Training, at the preschool level, Ho Chi Minh City currently has 2,611 managers; 27,359 teachers; 11,458 employees. As of January 2024, the number of public preschool managers is 278 people short, the city is short of 1,200 preschool teachers (of which 529 are short of public preschool teachers; 671 are short of non-public preschool teachers). However, for public preschools, there are still 2 teachers/group, class.
The Department of Education and Training acknowledged that Ho Chi Minh City has had policies to attract preschool teachers, but it still does not meet the needs of living in the city, especially teachers from the provinces who have to rent houses and cover their living expenses. Therefore, upon graduation, they choose to work freely or register for recruitment in private organizations or units to have a higher income. Therefore, the Department of Education and Training proposed short-term and long-term solutions, such as organizing flexible recruitment of civil servants in many forms: examination, selection or admission to civil servants and recruiting in many rounds during the year.

Continue to promote decentralization of recruitment organization for public service units, enhance the responsibility of unit leaders, and be proactive in attracting resources to participate. At the same time, sign teacher contracts while not yet recruiting personnel to ensure the operation of the unit.
The Department of Education and Training also said that it will coordinate with the Department of Home Affairs to submit to the Ho Chi Minh City People's Committee for consideration and direction on the time of job transfer for civil servants and the time of organizing the first round of civil servant recruitment in the entire city; receiving preschool teachers transferred to work in Ho Chi Minh City according to the needs of the unit.
Continue to propose and develop policies to attract preschool teachers, overcome financial difficulties, and participate long-term in the education sector; strengthen coordination with training institutions to have policies to attract students to study preschool education.
Regarding Decree 105/2020/ND-CP of the Government regulating policies for developing preschool education, the Department of Education and Training of Ho Chi Minh City proposed to adjust the reduction of the proportion of children of workers and laborers working in industrial parks who enjoy policies at preschool education facilities, and support preschool teachers in private and public types (from 30% to 20%).
By the end of the 2023-2024 school year, Ho Chi Minh City will have 3,469 preschool facilities with 340,746 children. Of which, there are 1,248 schools; 1,955 child care groups, kindergarten classes, and independent preschool classes; 266 child care groups (maximum 7 children).
In recent years, the results of universalizing preschool education for 5-year-old children in Ho Chi Minh City have been maintained and developed. The number of 5-year-old children completing preschool education reached 99.9%.
The number of 5-year-old children studying 2 sessions/day reached 100%. In the whole of Ho Chi Minh City, 312/312 wards, communes and towns met the standards of universal preschool education for 5-year-old children.
