According to the Department of Personnel Organization (Ministry of Agriculture and Environment), as of March 6, 2025, 717 civil servants, public employees, and workers of the Ministry subject to the adjustment by Decree 177, 178 have submitted resignation applications. In addition, there are 283 other cases not subject to the adjustment, wishing to request resignation (if there is funding). The total number of resignation applications is 1,000 people.
On March 11, the Ministry of Agriculture and Environment held a February meeting and deployed important tasks in 2025. This was the first meeting after the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment merged and came into operation on March 1.
176 department heads, deputy department heads or equivalent resigned
According to the report of the Department of Organization and Personnel, as of March 6, 2025, 717 civil servants, public employees, and workers of the Ministry (subject to adjustment by Decree 177, 178) have submitted resignation applications. In addition, there are 283 cases wishing to request resignation (if there is funding).
Of these, 596 people retired before the age of retirement (195 civil servants, 315 public employees and 86 workers); 121 people quit their jobs (including 19 civil servants, 92 public employees and 10 workers). Of the total 717 civil servants, public employees and workers who submitted resignation applications, there was 1 leader at the head level of a unit under the Ministry; 6 deputy leaders at the head level of a unit under the Ministry, 1 person who is the Chairman of the Ministry's trade union; 65 department heads, 111 deputy department heads and equivalent units under and directly under the Ministry.
As of March 10, the Ministry of Agriculture and Environment has resolved the leave of absence according to the provisions of Decree No. 178/2024 for 3 cases.

Speaking at the Conference, Minister Do Duc Duy affirmed that the Ministry has seriously implemented the Central Government's direction on developing and implementing the Project to merge the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment.
Up to now, the Ministry of Agriculture and Environment has basically put into new operation, without any major problems arising.
According to Minister Do Duc Duy, in the coming time, we will continue to reorganize the apparatus, including quickly stabilizing the apparatus for cadres after the merger. At the same time, we will issue full regulations, rules, and job assignments for the leadership of the Ministry and its affiliated units.
Party committees, Party organizations, agencies and units must do a good job of political and ideological work for cadres, civil servants, public employees and workers in the process of streamlining the organizational apparatus. Promote the exemplary responsibility of leaders, management leaders, Party members, civil servants and public employees and pay attention to and properly resolve policies and regimes for cases of early retirement or resignation.

Continue to reorganize the apparatus of the public service units under the Ministry. Reorganize the internal apparatus of the agencies and units of the Ministry according to the direction of the Central Committee and the orientation of the Standing Committee of the Party Committee of the Ministry.
After the merger, the organizational structure of the Ministry of Agriculture and Environment has 30 units (including 26 administrative units assisting the Minister in performing state management functions) and 80 affiliated agencies and units.
Agricultural exports in the first two months of the year increased by 16.5%, trade surplus reached 2.05 billion USD
Also at the meeting this morning, according to the Minister's report, the Department of Planning and Finance (Ministry of Agriculture and Environment), forestry and fishery exports in the first two months of 2025 grew strongly, with total export turnover of agriculture, forestry and fishery reaching 9.38 billion USD, imports reaching 7.33 billion USD, trade surplus of 2.05 billion USD, down 16.5% compared to the same period last year. Of which, forestry exports are estimated at about 2.68 billion USD, up 11.9% over the same period in 2024; aquatic products reached 1.42 billion USD, up 18.6%.
These are two groups of goods with high growth rates, equal to and exceeding the Government's target (12%) and higher than the average growth rate of the total export turnover of the whole economy (according to the General Statistics Office, it was 8.4% in the first two months of the year).
Overall, most agricultural, forestry and fishery export groups increased compared to the same period last year, reaching 9.38 billion USD, up 8.3%. In particular, in February 2025, exports reached 4.4 billion USD, up 32.7% compared to February 2024.
Thanks to maintaining the growth rate, the total export turnover of agriculture, forestry and fishery products after 2 months reached 9.38 billion USD, with a trade surplus of 2.05 billion USD, making an important contribution to maintaining the trade balance of goods of the whole economy - reaching a surplus of 1.47 billion USD.
Domestic production has developed well. The highlight is that the pig herd increased by about 3.2% and the poultry herd increased by 3.4% compared to the same period in 2024. Aquaculture output reached 692,200 tons, up 4.9%, while exploitation output was 550,700 tons, down 0.5%. The planted forest area reached 20,100 hectares, up 6.5%; exploited wood output was more than 2.6 million m3, up 18.9%, and forest environmental service revenue was more than 682 billion VND, up 11%.
