In the context of the country actively innovating and building a socialist rule-of-law state, building a strong grassroots government - a government "of the people, by the people, for the people" - is an urgent and crucial requirement. Local governments (CQDP) not only implement the Party's guidelines and policies, the State's policies and laws, but also receive and resolve the people's thoughts and aspirations. To realize the people's aspirations, reforming the organization and operation of the QCDP must be given top priority.

Urgent requirement

The local government is the administrative agency closest to the people, directly implementing the policies and laws of the State. Therefore, the effectiveness and transparency of the local government determines the level of implementation of socio-economic development policies, ensuring the rights of the people. A tightly organized and streamlined local government will facilitate quick and correct decision-making, contributing to improving the effectiveness of local management and administration. With the trend of comprehensive innovation in administrative management, restructuring the local government apparatus is an urgent priority.

In reality, local governments in many places still have a cumbersome apparatus with many levels (province, district, commune). The existence of many agencies and affiliated units causes overlap, shirking of responsibilities, reducing the effectiveness of operations and management. Having many focal points and intermediate levels also limits the ability to respond quickly to people's problems. Some activities of local governments have not been carried out publicly and transparently. Administrative procedures are still cumbersome, causing difficulties for people when solving work. The ineffectiveness in decentralization and delegation of power to the grassroots level has led to a situation of "hot above, cold below", reducing the timeliness and effectiveness of administrative decisions, not clearly demonstrating the viewpoint of "locality decides, locality acts, locality is responsible".

In addition, the inspection and supervision of the activities of local authorities have not been regularly implemented, causing corruption and waste to occur in many places. The staff and civil servants at local authorities, especially at the grassroots level, sometimes do not meet the requirements of professional qualifications and skills. Many officials still lack problem-solving, communication and proactive working skills. The passive state, waiting for instructions from superiors, and lack of creativity not only affects work efficiency but also reduces people's trust in the administrative apparatus.

Realizing the People's Aspirations

The implementation of Conclusion 127 of the Politburo, aiming to restructure the local government system into a two-tier model, is a necessary step. Reducing intermediate levels helps local governments, especially at the grassroots level, become more flexible in grasping and solving arising problems. This means building a simple administrative system in which the functions and tasks of agencies and units are clearly defined, avoiding overlap, thereby creating conditions for effective coordination between levels of government.

To build a new local government system that is truly “of the people, by the people, for the people”, the comprehensive leadership of the Party is a prerequisite to ensure the sustainable development of the country. Our Party is the leading force of the State and society, as stipulated by the Constitution. Therefore, the Party always plays the supreme leadership role in all activities of the local government. The leadership of the Party helps ensure the implementation of democracy at the grassroots level, promoting the people's mastery in participating in state and social management, for the benefit of the people.

Second, the local government apparatus must soon innovate its operating methods. Public information disclosure, transparency of government activities, as well as simplification of administrative procedures are prerequisites. In the digital age, digital transformation and e-government development are indispensable factors. Online public services need to be improved, creating favorable conditions for people to access information and solve administrative problems. The application of information technology in administrative management will help reduce administrative procedures, save time and costs for people and improve management efficiency. At the same time, it is necessary to improve supervision and inspection work. A close coordination mechanism between government levels and relevant agencies and organizations needs to be systematically built, ensuring efficiency and transparency. Thereby, people can easily access, monitor and supervise government activities, contributing to improving the responsibility and efficiency of the staff and civil servants.

Third, the key factor determining the success of the local government is the staff. Selecting, training and fostering staff with capacity, qualities, enthusiasm and high expertise is very necessary. Governments at all levels need to create favorable conditions for staff to dare to think, dare to do, make breakthroughs and be creative for the common good. Along with that, the assignment and decentralization associated with the delegation of authority and binding responsibilities will promote the sense of responsibility and creativity in management work. An effective local government apparatus is one that has the spirit of creativity and dares to make breakthroughs. To create this motivation, it is necessary to build a working environment that encourages innovation and respects the creative opinions of each staff member. At the same time, continuous training and improvement of professional qualifications will help staff become more flexible and proactive in management and operation.

Fourth, taking people as the center is not only a requirement of the Party and the State, but also something that the people always expect. The people - the supreme subject of state power - need to be facilitated to participate in the formulation and implementation of policies and laws. For local governments to be truly "of the people, by the people, for the people", it is necessary to create effective communication channels, listen to and promptly resolve the thoughts and aspirations of the people. People's participation not only helps the government grasp the reality but also builds trust and cohesion between the government and the community. When local governments truly take people as the center, people's satisfaction and trust will increase, creating momentum for development, contributing to building a strong local government.

Building a local government "of the people, by the people, for the people" is a long-term process, requiring perseverance, determination and active participation of the whole society. Only when the government is truly closely connected with the people, listens to and promptly responds to the people's legitimate aspirations can it create social consensus and maximize the strength of the entire nation, contributing to building a Vietnam with rich people and a strong country - a modern, progressive and promising society. This is also the aspiration to build an increasingly prosperous, happy, civilized, cultured and heroic Vietnam.
