On the afternoon of March 26, Comrade Hoang Van Thach, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, had a working session with the delegation of the Ho Chi Minh Road Project Management Board (PMU) led by Director Nguyen Vu Quy on the implementation of the Bac Kan - Cao Bang Expressway Construction Investment Project.

Also attending were leaders of the Departments of Construction, Agriculture and Environment, Finance and the Provincial Military Command.

The Bac Kan - Cao Bang Expressway construction investment project was approved by the Prime Minister in Notice No. 333/TB-VPCP dated August 18, 2023. After that, the leaders of the Provincial People's Committee and the Bac Kan Provincial People's Committee held a meeting and agreed on the following contents: The scale of the expressway investment, level 80 km/h (sections with favorable terrain are designed at 100 km/h) according to TCVN 5729:2012, scale 4 lanes. Bac Kan province is the focal agency in the process of working and proposing the project to the Prime Minister, ministries and central branches; The project is divided into 2 components: The expressway section through Bac Kan province is implemented by Bac Kan province; the section through Cao Bang province is implemented by Cao Bang province; Bac Kan province synthesizes into one project and submits it to the competent authority for approval.

The Cao Bang - Bac Kan expressway section passing through Cao Bang is 30 km long, starting from Khau Xiem hamlet, Minh Khai commune (Thach An) parallel to provincial road 209 through Hoa An district to the final point connecting with Vo Nguyen Giap street, De Tham ward (City). This section of road passes through many difficult terrains and will have a highway tunnel through the mountains.

The Provincial People's Committee has approved the budget for the investment preparation task of the Bac Kan - Cao Bang Expressway Project (section passing through Cao Bang province) in Decision No. 529/QD-UBND dated May 2, 2024. In this decision, the Department of Transport (now the Department of Construction) was assigned to be the investor in the project preparation phase and selected a contractor to consult, survey, and prepare a pre-feasibility study report. The winning contractor is the Transport Engineering Design Corporation - Joint Stock Company (TEDI). The Provincial People's Committee has issued Decision No. 1228/QD-UBND establishing an Internal Appraisal Council to appraise the project's pre-feasibility study report.

At the meeting, the provincial departments, agencies and branches agreed with the Project Management Board to speed up the progress of procedures and documents; proactively and urgently clear the land, assess environmental impacts, convert forest land, etc.; Cao Bang proposed that the Project Management Board adjust the Cao Bang - Bac Kan expressway through Cao Bang to connect with the Cao Bang (Tra Linh) - Lang Son (Dong Dang) expressway to have connections, enhance the connectivity of trade and diplomacy of Cao Bang in the coming years.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Hoang Van Thach requested the provincial departments, branches and sectors to strengthen coordination with the Project Management Board to promptly complete procedures and documents to send to the Project Management Board to soon complete the pre-feasibility report and report to the Prime Minister for approval. At the same time, the provincial departments, branches and sectors carry out procedures for site clearance and forest land; increase exchanges to remove difficulties and obstacles in the implementation process. The Project Management Board and the Provincial People's Committee agreed to expedite the completion of procedures and documents; seek opinions on adjusting the end point of the Bac Kan - Cao Bang expressway connecting with the Dong Dang - Tra Linh expressway.
