Workshop on developing supporting industries for the mechanical industry associated with automobile production and assembly, and railway system development

On March 26, at Viet Hung Industrial Park, Ha Long City, Quang Ninh Province coordinated with the Ministry of Industry and Trade to organize a workshop on "Developing supporting industries for Vietnam's mechanical engineering industry in association with domestic automobile production and assembly, and developing Vietnam's railway system in Quang Ninh". This is an important event contributing to concretizing the Party's major policies, especially Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Attending the workshop were comrades: Bui Thanh Son, member of the Party Central Committee, Deputy Prime Minister; Nguyen Hong Dien, member of the Party Central Committee, Minister of Industry and Trade; leaders of departments and institutes under the Ministry of Industry and Trade, Ministry of Construction, Ministry of Finance, State Bank of Vietnam; leaders of Hai Phong City and Bac Giang Province. On the side of Quang Ninh Province, there were comrades: Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee; Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Also attending the workshop were leaders of Thanh Cong Group; experts, scientists and representatives of agencies, organizations, associations and enterprises.

Speaking at the opening of the workshop, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, emphasized that in recent years, Quang Ninh province has always paid special attention to, focused on leading and directing the promotion of the development of the processing and manufacturing industry to become one of the pillars of economic growth. In the period of 2021-2024, the average growth rate of the province's processing and manufacturing industry reached over 21%, with total investment capital in the industry reaching over 8.6 billion USD. In particular, Viet Hung Industrial Park is being oriented to become a key supporting industrial center in the coming time.

Quang Ninh is currently reporting to the Central Government to restart the Yen Vien - Pha Lai - Ha Long - Cai Lan Railway Investment Project, to be completed before 2030, and at the same time accelerate the investment roadmap for the Hai Phong - Ha Long - Mong Cai railway before 2030. These projects not only help reduce pressure on road traffic, but also open up opportunities and prospects for developing supporting industries for the railway industry, promoting the production of components, equipment for locomotives, carriages, electrical systems, rails, control sensors, etc. right in the locality. Thereby, contributing significantly to increasing the localization rate, production capacity, added value, competitiveness and participation in the global supply chain, renewing traditional growth drivers, promoting new growth drivers to develop the socio-economic development of Quang Ninh province quickly and sustainably.

To realize the potential and prospects for the development of the mechanical engineering supporting industry, the Provincial Party Secretary hopes that through the workshop, valuable opinions will be gathered, new thinking, new visions, new understandings of trends, technological solutions, innovation, digital transformation in the processing, manufacturing, mechanical industry, domestic automobile production and assembly, and railway system development. At the same time, this is also a good opportunity to connect supply and demand, promote linkages between FDI enterprises and domestic enterprises, between the state and the private sector, between scientists and enterprises; helping Quang Ninh province shape a strategy for developing supporting industries in a systematic, correct and effective manner.

The Provincial Party Secretary also affirmed that Quang Ninh province is committed to accompanying and creating a favorable investment environment, stable mechanisms and policies, synchronous and modern infrastructure, and high-quality human resources and skilled workers to promote sustainable and effective development of supporting industries, making practical contributions to the cause of industrialization and modernization of the country.

At the workshop, delegates focused on discussing and clarifying the current situation of the supporting industry for the mechanical engineering industry, automobile manufacturing and assembly, and the railway industry in the country and Quang Ninh province; the potential and strengths of Quang Ninh province in developing the supporting industry for the mechanical engineering industry; pointing out the achieved results, limitations, weaknesses and causes; drawing lessons learned in leadership, direction, and implementation in the past time...

Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, delivered the opening speech at the workshop.

The discussion opinions basically agreed that the potential for developing supporting industries for the mechanical engineering industry, automobile manufacturing and assembly and the railway industry is very large. However, to achieve further breakthroughs in these fields, it is necessary to solve difficulties in capital, technology, human resources and linkages in the supply chain. The delegates proposed solutions, mechanisms and policies to orient the development of Vietnam's railway industry in the period of 2025-2030, with a vision to 2045. These include proposals and recommendations to competent authorities to issue attractive, strong and feasible mechanisms and policies to promote the acquisition and gradual mastery of technology, creating new momentum to promote the supporting industry in general, and the supporting industry for the mechanical engineering and manufacturing industry in particular, to develop rapidly and sustainably.

Speaking at the workshop, Comrade Bui Thanh Son, Member of the Party Central Committee, Deputy Prime Minister, emphasized that in recent years, the Party, the State, ministries, branches and localities have directed the development and implementation of many support and incentive mechanisms and policies; removed difficulties, reduced costs, improved competitiveness, created a favorable environment for the development of supporting industries, automobile industry and railway industry in the country and achieved some important achievements. However, there are still many limitations compared to some countries in the region and the world, as well as not commensurate with the potential and strengths of the country. Some areas are far behind the world.

Comrade Nguyen Hong Dien, member of the Party Central Committee, Minister of Industry and Trade, delivered a keynote speech at the workshop.

To meet the development requirements in the era of national development, the Deputy Prime Minister requested that in the coming time, it is necessary to focus on and resolutely implement a number of solutions to remove institutional bottlenecks; create breakthroughs in policies and mechanisms to attract enterprises to participate in the supporting industries of mechanical engineering, automobiles, and railways. At the same time, create conditions for large domestic enterprises to participate in key national projects; form a strong domestic ecosystem and supply chain; continue to develop human resources to meet development requirements.

The Deputy Prime Minister also requested to develop programs and projects to develop supporting industries, ensuring feasibility, focus, key points and specific results. Along with that, research and build specialized industrial zones for supporting industries; continue to promote international cooperation to develop this field. Thereby, promoting the supporting industry in general, supporting industry for mechanical engineering and manufacturing in particular, to develop, contributing significantly to the socio-economic development of the country.

In his closing speech at the workshop, comrade Nguyen Hong Dien, member of the Party Central Committee and Minister of Industry and Trade, emphasized that in the context of today's world with rapid, complex and unpredictable developments, the development of supporting industries for the mechanical engineering industry associated with automobile production and assembly and participation in the process of forming and developing Vietnam's railway industry is even more urgent for the national economy and localities with great potential and advantages such as Quang Ninh.

The opinions contributed at the workshop are very important and practical, not only for the development of the Industry and Trade sector and Quang Ninh province, but also for the general development of the country's economy in the new era - the era of national prosperity and wealth.

The Minister of Industry and Trade hopes that after the workshop, management agencies, associations and businesses will continue to closely coordinate, together remove difficulties, and take advantage of opportunities to develop the supporting industries for the mechanical engineering, automobile manufacturing and railway industries in Vietnam even more strongly.
