Inspired by the "Popular Education" movement launched by the Provisional Government of the Democratic Republic of Vietnam right after the country gained independence 80 years ago to address "illiteracy", the "Popular Digital Education" movement was launched to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation and Resolution No. 03/NQ-CP of the Government on promulgating the Government's Action Program to implement Resolution No. 57-NQ/TW. The movement helps people access and utilize technology in life, form a community that adapts to digital transformation; participate in building a digital government, digital society, digital economy, and digital citizens.

The "Digital Education for All" platform at https://binhdanhocvuso.gov.vn was built to support the improvement of digital capacity and the ability to use digital devices and applications for people.
Through the "Digital Education for All" platform, it will contribute to promoting, supporting and popularizing basic knowledge and skills of information technology to people; organizing online courses on essential digital skills; guiding and popularizing people to use computers, smart devices, social networks, online public services and interact with the government via digital platforms; guiding people to access the internet, platforms and essential digital skills in a civilized manner, ensuring safety, information security, avoiding digital fraud and preventing bad and toxic information in digital space...

Speaking at the launching ceremony, Prime Minister Pham Minh Chinh emphasized that the "Digital Literacy for All" movement has great significance and profound humanity for the country's development. The movement demonstrates the determination of the Party and State in the development of a digital government, digital economy, digital society, smart, civilized and humane digital citizens; promoting the tradition of studiousness, love of learning and the spirit of lifelong learning as General Secretary To Lam reminded.
The Prime Minister said that 80 years ago, when the country had just gained independence, more than 95% of the population could not read or write and the "Popular Education" movement was born with the urgent goal of eliminating illiteracy and improving the cultural level of the people. The "Popular Education" movement launched by President Ho Chi Minh is a symbol of determination, will, and solidarity to help people escape the darkness of illiteracy, access knowledge, and develop the Vietnamese nation to have the foundation, potential, position, and prestige as it is today.
According to the Prime Minister, if digital transformation is determined to be an objective requirement, a strategic choice, and a top priority, then it is impossible not to mention a digital nation, a digital society, a comprehensive and comprehensive digital citizen, and thus it is impossible not to have a movement called “Digital Popularization”. General Secretary To Lam inherited the movement called “Digital Popularization” to launch the movement called “Digital Popularization” to promote and nurture the spirit of the nation, create motivation, and inspire the whole country to enter a new era.
General Secretary To Lam spoke about the “Digital Popularization” movement with an open spirit: “This is not only an educational initiative, the “Digital Popularization” movement is also a bridge between the past and the future. By promoting historical lessons, striving to build a society that is not only rich in knowledge but also rich in technological strength, ready to integrate and develop” and emphasized: “Knowledge is the key, technology is the door to open a brighter future. To spread the “Digital Popularization” movement, not only policies and support from the Government and social organizations are needed, but above all, the people are the main subjects, need to proactively learn, be ready to share, apply digital knowledge, and together build a progressive society in the new era”.

The Prime Minister affirmed that the country is facing a historic opportunity to enter a new era of strong development with the main driving force coming from science, technology, innovation and digital transformation. Therefore, the whole country must carry out the particularly important and urgent task of popularizing knowledge, technology on digital transformation and digital skills for all people.
The Prime Minister also highlighted the achievements in developing digital government, digital infrastructure, digital economy, and digital data, including the deployment of three platforms to implement the movement: One Touch mass open online learning platform; MobiEdu mass open online learning platform and "Digital popular education" platform.
On behalf of the Party and State leaders, the Prime Minister highly appreciated and commended the Central Propaganda and Mass Mobilization Commission, the Central Party Office, ministries, branches, enterprises and universities for proactively and actively implementing effectively the assigned tasks and solutions, contributing to the extremely important initial achievements.
Pointing out a number of limitations and shortcomings in awareness and action; institutions, mechanisms, policies; quality and efficiency in providing and using online public services; specialized human resources for digital transformation..., the Prime Minister noted that regarding digital transformation, the Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, the Fatherland has expected, so we only "discuss and do, not retreat", ensuring the harmony of interests between the State, people and businesses.

The Prime Minister emphasized that the "Digital Literacy for All" movement must become a revolutionary, nationwide, comprehensive, far-reaching movement, leaving no one behind; it must be an important political task, an order from the heart, intelligent thinking from the mind and decisive action from each citizen. Each party member, cadre and civil servant must be a pioneer and exemplary in implementing the movement with the spirit of "going to every alley, to every house, guiding every person" and the motto of "rapid deployment - widespread connection - smart application".
Focus on implementing "1 goal, 2 promotion, 3 assurance, 4 tasks"
The Prime Minister directed that we must focus on implementing "1 goal, 2 promotions, 3 guarantees, 4 key tasks".
One goal is to popularize basic digital knowledge and skills to all people with a revolutionary, all-people, comprehensive, and far-reaching spirit, leaving no one behind.
2. Promote : Promote and mobilize comprehensively and effectively the resources of the State, society, enterprises, and the entire population, and promote the cultural traditions, love of learning, and aspirations of the Vietnamese people.
The three guarantees include ensuring open and appropriate mechanisms and policies to implement the movement practically and effectively; ensuring consistency, connectivity, flexibility, no formality, embellishment and targeting the right subjects; ensuring effective use of resources, enhancing transparency, fighting negativity, corruption and waste.
Along with that, it is necessary to carry out 4 key tasks : Building a digital learning ecosystem; building a mechanism to encourage and motivate learning; building and improving the capacity of digital lecturers; building a mechanism to inspect, monitor and evaluate effectiveness.
To successfully implement the "Digital Literacy for All" movement with the above determination, expectations, viewpoints and goals, the Prime Minister requested that Party committees and authorities at all levels, especially leaders, need to take the lead in improving digital capacity, promoting digital transformation at localities and agencies; considering this a key task, linked with administrative reform and socio-economic development; creating conditions for people to access digital skills, services, digital platforms, taking people and businesses as the center and driving force of digital transformation.

The Vietnam Fatherland Front, socio-political organizations, business community and people need to actively respond to the movement. Technology enterprises play a pioneering role, popularizing digital skills through appropriate platforms, services and solutions; accompanying the government and people in the digital transformation process.
The Prime Minister requested to accelerate the implementation of the Project to improve digital skills, integrate digital knowledge and artificial intelligence into general education; invest in digital infrastructure, especially for remote areas and support digital devices for the disadvantaged; promote community digital technology groups, along with digital family and digital rural models to spread digital skills widely.
The Prime Minister assigned the Ministry of Science and Technology and the Ministry of Education and Training to coordinate in developing a digital competency framework and appropriate documents for each subject. The Prime Minister requested that cadres, civil servants, public employees, and workers need to be updated and improve their digital skills, and use digital platforms effectively; students need to be equipped with digital knowledge to serve their studies and protect themselves; workers need to know how to use smart devices to increase productivity; and people need to know how to use essential digital services and safe online public services.
The Central Propaganda and Mass Mobilization Commission shall preside over and coordinate with the Ministries of Public Security, Science and Technology, and Education and Training to regularly monitor and urge the implementation of the movement, promptly report to the Central Steering Committee on the implementation results; and guide press agencies to promote information and propaganda about the movement.
The Prime Minister pointed out that the movement needs to be closely and organically linked with the movements being implemented, especially the movement "The whole country competes to build a learning society, promote lifelong learning in the period of 2023 - 2030"; promote the role of the mass open online course platform to meet the needs of a large number of people participating in learning and updating on digital transformation and digital skills; request ministries and local branches to proactively provide learning materials on the platforms, and proactively cut 80% of training and coaching costs on the platforms, and promote public-private partnership according to market mechanisms in developing and deploying the platforms.
The Prime Minister assigned the Ministry of Science and Technology to soon announce the National Platform for Mass Open Online Courses of the Ministry of Public Security (binhdanhocvuso.gov.vn), using the VNeID application to identify learners.
The Prime Minister called on the entire Party, the entire people, the entire army, Party committees and organizations at all levels, the government, the Vietnam Fatherland Front, socio-political organizations, social organizations, professional societies, enterprises, businessmen, educational institutions, scientists, organizations, and communities to join hands and actively respond to this movement of special importance.
With high political determination, a spirit of solidarity, creativity and a strong desire for national development, the Prime Minister believes that the "Digital Literacy for All" movement will spread widely, creating new momentum and new strength, without formality or embellishment, bringing practical benefits to the country, people and everyone, so that Vietnam can steadily move forward in the era of striving for rich and prosperous development.
