On the afternoon of March 26, the Central Military Commission and the Ministry of National Defense solemnly held a ceremony to celebrate the 90th anniversary of the Vietnam Militia and Self-Defense Force's Traditional Day (March 28, 1935 - March 28, 2025) and receive the Ho Chi Minh Medal.

President Luong Cuong attended and, on behalf of the Party and State leaders, presented the Ho Chi Minh Medal to the Militia and Self-Defense Force.

Also attending the ceremony were: General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense; Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army; members of the Party Central Committee; leaders and former leaders of the Ministry of National Defense, heads of units under the Ministry of National Defense, representatives of central and local departments and agencies.

90 years ago, on March 28, 1935, at the First National Party Congress in Macao (China), our Party issued the "Resolution on Self-Defense Forces," laying the foundation for the revolutionary semi-armed force. The Resolution affirmed that "The issue of self-defense forces is a current issue that needs to be resolved immediately," "There is no industry or village that has a base of the Party, the Youth Union, or revolutionary mass organizations that does not have a self-defense force organization," and since then, March 28 every year has been taken as the traditional day of the Vietnam Militia and Self-Defense Forces.

The militia and self-defense force is a mass armed force that is not separated from production and work; a force that protects the Party, the government, the lives and property of the people, and the property of the State in localities and bases; is ready to fight, fight, serve in combat, and act as the core with the entire people to fight the enemy in localities and bases when there is war; participates in building the all-people national defense, defense zones, civil defense, protecting national security and ensuring social order and safety, and fighting and preventing crimes.

Through two long resistance wars for national independence and protection of the Fatherland, the Militia and Self-Defense Forces, and guerrillas, together with the main force and local troops, created a widespread people's war.

On the battle fronts, the militia and self-defense forces enthusiastically participated in serving the army; closely and effectively coordinated and coordinated with other forces, acting as the core to launch the movement of the entire people fighting the enemy in localities and bases, supporting the people in the fight against the enemy; at the same time, being a large reserve force to supplement the main army when necessary.

On the production front, the Militia and Self-Defense Force implements "one hand plowing, one hand gunning", "one hand hammering, one hand gunning", both producing and being ready to fight; being exemplary and proactive in production labor and production protection; together with the police force maintaining order and security in localities and bases; protecting the rear, protecting the Party, the government, State assets, and people's lives and assets; being exemplary in implementing and mobilizing people to strictly implement the Party's guidelines and policies, and the policies and laws of the Party and the State.

In the process of national renewal, the Militia and Self-Defense Forces, together with the armed forces, have promoted revolutionary heroism, solidarity, proactiveness, overcome all difficulties, actively worked, studied, worked, and were creative, successfully completed their tasks, many of which were excellently completed, leaving outstanding marks.

Currently, the Militia and Self-Defense Force is standing side by side day and night with the entire Party, the entire army and the entire people to firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland, protect the Party, the State, the people and the Socialist regime, maintain peace, political stability, ensure national security and social order and safety; proactively prevent and defeat all plots and sabotage actions of hostile forces against the revolutionary cause of our people, making an important contribution to the successful implementation of the cause of building and defending the Fatherland.

In recognition of its great contributions and glorious achievements, the Militia and Self-Defense Force was awarded the Gold Star Order by the Party and State (in 2015); 370 collectives and 284 officers and soldiers of the Militia and Self-Defense Force through the periods were awarded the title of Hero of the People's Armed Forces.

At today's ceremony, the Militia and Self-Defense Force continued to receive the Ho Chi Minh Medal, a noble award from the Party and State.

Speaking at the ceremony, on behalf of the Party and State leaders, the President respectfully sent his warmest regards and best wishes to the Vietnamese Heroic Mothers, generals, officers, Heroes of the People's Armed Forces, Heroes of Labor, cadres and soldiers of the Militia and Self-Defense Forces across the country through the ages.

Reviewing the tradition and glorious feats of arms in building, fighting and growing of the Vietnam Militia and Self-Defense Force, the President stated that after 90 years of building, fighting and growing, the Militia, Self-Defense Force and Guerrilla Force, from being a mass armed organization, has become a very important part of the Vietnam People's Armed Forces, always completing their tasks well and excellently, making great contributions to the cause of national liberation and reunification in the past, as well as the cause of building and firmly protecting the Vietnamese Fatherland today.

The President affirmed that throughout the glorious history, under the leadership of the Communist Party of Vietnam, generations of cadres and soldiers of the Militia and Self-Defense Force have been loyal to the Fatherland, the Party, the State and the people, fought steadfastly, intelligently and bravely; worked, studied and worked creatively and effectively and achieved many outstanding achievements.

On behalf of the Party and State leaders, the President warmly congratulated the outstanding achievements, remarkable growth and glorious tradition of the Vietnam Militia and Self-Defense Force over the past 90 years.

Pointing out that ensuring national defense and security is always an important and regular task of the entire Party, people and army, the President emphasized that our Party and State attach great importance to and are steadfast in the policy of building an all-people national defense and people's war posture associated with building a solid people's security, people's security posture and "people's hearts posture".

In that strategic situation, the Militia and Self-Defense Force is always a force with an extremely important strategic position and is the most suitable form of organization to implement the policy of all-people national defense and people's war.

To successfully complete the assigned tasks in the coming time, the President requested all levels and sectors from the central to local levels; the Central Military Commission, the Ministry of National Defense and the Militia and Self-Defense Force, according to their functions and tasks, to proactively coordinate closely, strengthen solidarity, unity and creativity; continue to thoroughly grasp and effectively organize the implementation of the Party's directives and resolutions, policies and laws of the State; especially the military and defense strategies; policies and laws on the Militia and Self-Defense Force.

The President noted that special attention must be paid to building a militia and self-defense force with appropriate numbers, reasonable structure, and increasingly high overall quality, first of all political quality.

The organization effectively implements the motto "strong and widespread", focusing on improving the overall quality and combat readiness of the permanent, mobile, and on-site militia in strategic areas; building permanent militia fleets and permanent militia combat posts on land borders associated with adjacent residential areas, well meeting the requirements of tasks in the new situation.

Relevant parties organize militia forces to participate in the fight against the erroneous views of hostile forces against the Party, State, and Army, contributing to firmly protecting the Party's ideological foundation.

The President also requested to strengthen training and improve the quality of cadres working in national defense, locality, and militia and self-defense forces at all levels. Organize training for militia and self-defense forces to meet mission requirements, organize the staffing, equipment, combat readiness, and civil defense activities of each force, in accordance with the actual conditions of each locality.

Research and propose the arrangement of military cadres at the commune level to suit the local government organization model and the new organization and staffing of the Army, ensuring sufficient capacity to successfully complete tasks in all situations.

Along with that, it is necessary to strictly implement coordination regulations; proactively grasp the situation, closely coordinate with forces in protecting borders, seas and islands; protect political security, order and social safety at the grassroots level, promote the core role with the entire population in participating in socio-economic development; prevent and overcome the consequences of natural disasters, search and rescue, and non-traditional security issues.

The President also requested the Central Military Commission and the Ministry of National Defense to continue advising the Party and the State on policies and solutions, and directing localities, agencies and organizations to ensure adequate regimes and policies for the Militia and Self-Defense Forces, especially in disadvantaged localities; continue to pay attention to investing funds and ensuring the best conditions for the Militia and Self-Defense Forces to operate more effectively.

The President firmly believes that under the leadership and direction of the Party, the management and administration of the State, and regularly and directly by the Central Military Commission, the Ministry of National Defense, and local Party committees and authorities, the Vietnam Militia and Self-Defense Force will increasingly mature and grow, excellently fulfilling its assigned tasks, contributing together with the entire Party, people and army to firmly bring the country into a new era - an era of strong, prosperous development of the nation and firmly protecting the socialist Vietnamese Fatherland.
