Yen Bai - In 2021, Yen Bai province approved the adjustment and supplement of the Investment Project to build rural electricity supply works from the national grid in Yen Bai province, phase 2014 - 2025. The Rural Electricity Supply Project from the National Grid in Yen Bai Province for the period 2014-2025 was approved by the Provincial People's Committee in Decision No. 1541/QD-UBND dated December 14, 2011 and approved by the Provincial People's Committee for adjustment and supplementation in Decision No. 1202/QD-UBND dated June 18, 2021 with a total investment of VND 526.6 billion, supplying electricity to 113 villages and hamlets in the districts of Yen Binh, Luc Yen, Tran Yen, Van Yen, Van Chan, Tram Tau, Mu Cang Chai. Up to now, the Department of Industry and Trade has been investing in providing electricity to 105/113 villages and hamlets in the area, with about 11,272 households using the national grid, in 37 communes in the districts: Tran Yen, Van Yen, Yen Binh, Luc Yen, Van Chan, Tram Tau and Mu Cang Chai with a total investment of 402.3 billion VND.
Mr. Nguyen Dinh Chien - Deputy Director of the Department of Industry and Trade said: Currently, in Yen Bai province, there are 8 villages and hamlets with about 734 households that do not have national grid electricity, including: Giang Pang village, Lang Manh village, Sung Do commune; Nam Bieu village, Nam Muoi commune, Van Chan district; De Cho village, Ta Xi Lang commune, Tram Tau district; Hang Phu Loa village, Sang Nhu village, Mo De commune; Cang Dong village, Lao Chai commune; Hang De Dai village, Khao Mang commune, Mu Cang Chai district, because these villages and hamlets are not included in the project.
On October 14, 2024, the Provincial People's Committee issued Document No. 3861/UBND-XD assigning the Department of Planning and Investment (now the Department of Finance) to preside over and coordinate with departments, branches, and localities to review and establish an investment portfolio for these villages and hamlets.
On October 30, 2024, the Department of Planning and Investment issued Document No. 2307/SKHDT-TH to the People's Committees of districts, towns and cities on proposing a list of rural electricity supply projects to prepare for investment in the State budget plan in 2025. Currently, through grasping the situation, districts, towns and cities are conducting surveys and preparing feasibility study reports for the above villages and hamlets. It is expected to be submitted to the Department of Finance for consideration in April 2025.
By the end of 2025, when completing investment in electricity supply to villages and hamlets, the entire Yen Bai province will ensure the goal of providing electricity to 100% of communes, villages and hamlets, with about 99.6% of households using electricity from various sources, in accordance with the target set out in the Resolution of the 19th Yen Bai Provincial Party Congress.
However, during the implementation process, there are still some difficulties and problems such as: Villages, hamlets, and households without electricity in the project are located in remote areas in the districts, with complex terrain, difficult transportation, and many construction sites do not have roads to transport materials, thus affecting the project investment progress.
Along with that, compensation and site clearance work has encountered many difficulties, especially for power lines passing through localities with many valuable trees. On the other hand, some power lines passing through natural forests have to wait for approval. Construction and installation packages have been constructed and energized to serve the people since 2019, but up to now, they have not been handed over to Yen Bai Electricity Company for management and operation, due to the incomplete completion of site clearance and land acquisition documents...
With the motto "No one is left behind", in the coming time, the Department of Industry and Trade will coordinate with districts, towns, cities and Yen Bai Electricity Company to mobilize capital sources to invest in providing electricity to households, meeting the demand for electricity supply to 100% of households. Along with that, strengthen propaganda and mobilize people in the project area to create all conditions to speed up site clearance, encourage households to voluntarily donate land, trees, crops to join hands to implement the project quickly and effectively... - Mr. Nguyen Dinh Chien added.
Bringing electricity to rural areas has "changed the face" of rural areas in particular and Yen Bai province in general, not only improving people's lives, but also promoting socio-economic development. Thanks to the program of bringing electricity to rural areas, people in remote communes have risen up to develop the economy, reduce poverty, and stabilize the economy.
