The main function of the Association is to gather, unite, promote the potential, intelligence and creativity of the scientific and technological intellectuals in the province, harmonize and coordinate the activities of member associations to promote the capacity and intelligence of intellectuals to contribute to the socio-economic development of the province.
Propagating and disseminating the Party's guidelines and policies, the State's policies and laws, scientific and technological knowledge; participating in social consulting, criticism and appraisal, scientific research and honoring intellectuals; acting as a bridge between intellectuals, member organizations and agencies of the Party, State, Fatherland Front and other organizations to solve common issues related to the activities of intellectuals and the Union of Associations; representing and protecting the legitimate rights and interests of associations, member organizations, members, and scientific and technological intellectuals of Vinh Phuc province.
Since its establishment, the Union has made great efforts to fulfill its functions and tasks. In particular, the Party Committee and Party cell have led the Union and its member associations to fulfill their political tasks, focusing on the tasks of solidarity, gathering and mobilizing intellectuals, paying special attention to political and ideological education in conjunction with the implementation of Resolution 4 of the Central Committee on Party building and rectification and actively implementing Directive No. 05/2016 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.
The intellectuals at all levels, sectors and fields of the province have been active in researching and applying theories to the province's practices, evaluating and summarizing practices, developing programs, projects, plans, planning, scientific topics, policy mechanisms, advanced models, good practices... for the province. The outstanding contributions of the intellectuals in scientific research have successfully applied many advances to production and life in all fields.
Develop an annual propaganda coordination plan with the Vietnam Union of Science and Technology Associations, departments, branches, and organizations in the province to improve communication activities, disseminate knowledge, and transfer the application of science and technology; improve the quality and promote the effectiveness of knowledge dissemination through the Union of Science and Technology Associations Newsletter to strengthen information and propaganda work, and raise awareness of the whole society about the role and position of the Union of Science and Technology Associations in the province.
Gathering intellectuals, scientists, and leading experts inside and outside the province to conduct scientific seminars, provide consultation, criticism, and social appraisal to proactively advise the province on policies, resolutions, programs, projects, proposals, major plans, etc. of the province in the fields of economy, society, and environment. Opinions at seminars, consultations, criticism, and social appraisals organized by the Union of Associations are all recognized and highly appreciated.
The Association has advised the Provincial People's Committee to successfully organize 9 provincial technical innovation competitions (every 2 years). There have been 245 projects and solutions winning provincial prizes. The youth and children's innovation competition has 134 models and products winning provincial prizes.
From 2016 to present, 2 works have been selected and published in the Golden Book of Vietnamese Creativity; 2 intellectuals were honored as “Scientists of Farmers” by the Central Committee of the Vietnam Farmers’ Union; 4 outstanding scientific and technological intellectuals of the Union were selected and honored by the Vietnam Union of Associations; 20 teachers were awarded the title of Excellent Teacher by the State; there are 3 People’s Doctors, 55 Excellent Doctors. This is the recognition and honor of the Party and State for the creativity of Vinh Phuc intellectuals in particular and the intellectuals of the whole country in general.
Although the activities of the intellectual team, especially the science and technology intellectual team, are increasingly developing in both breadth and depth, with many initiatives and technical improvements, making great contributions, bringing about socio-economic and environmental efficiency in each agency, unit, and enterprise in the whole country in general and in Vinh Phuc province in particular, the science and technology intellectual team and the activities of the Union of Associations still have many shortcomings, limitations, and difficulties such as:
The Party's directives and resolutions are available, but the State's policies and laws on the Union of Associations have not been institutionalized, or have been institutionalized but are still general, not implemented, lacking consistency and inadequate.
The organizational structure of the Union of Associations has not been fully developed, lacking specialized departments, working staff, facilities, equipment, etc., therefore, it is difficult to carry out its functions and tasks.
Many tasks related to the Association and its member associations have not been assigned, ordered, or funded for implementation; policies and regimes for Association officials are not suitable and still have many shortcomings...
To continue to build and consolidate the development of the Association to become a strong socio-political organization, playing a core role in gathering, uniting, practicing democracy and promoting the creativity, patriotism and social activism of the scientific and technological intellectuals inside and outside the province, determined to successfully implement the policies of the Party, the State and the province, in the coming time, the Association is determined to effectively carry out a number of key tasks such as:
Organize learning and thoroughly implement the Party's guidelines, policies and laws of the State on the basis of resolutions, directives, programs, plans... to all cadres and members of member associations in the Union system.
Strengthen political and ideological education so that intellectuals are more aware of their rights, responsibilities and obligations, actively strive to fulfill assigned tasks, and contribute to building the homeland and country to develop quickly and sustainably.
Continue to consolidate and improve the organization, do a good job of developing members; improve the capacity of the Association in gathering and uniting scientific and technological intellectuals; constantly innovate the content and methods of operation of the Association and its member associations, effectively promote the dynamism and creativity of the intellectual team.
Actively work with departments, branches, sectors, unions and localities in the province to have coordination regulations in implementing the functions and tasks of the Association; especially in informing about projects, plans, programs, planning, major plans, information on science and technology issues to coordinate consulting, criticism, honoring, encouraging, supporting...
Develop a project to disseminate knowledge of the Association and its member associations for the period 2023-2030; build a comprehensive electronic information page of Vinh Phuc intellectuals to promptly propagate and promote the images and activities of intellectuals, create a forum for exchanging scientific information and sharing useful scientific and technological knowledge, works, and technical innovations that have won awards in competitions and contests...
Proactively advise, recommend and propose to the Provincial Party Committee, People's Council and Provincial People's Committee in the process of policy development and planning, and provide social consultation, criticism and appraisal.
Improve the quality and organize well scientific and technological innovation competitions, contests and awards; promote research activities to apply scientific advances to production and life; diversify forms of scientific cooperation.
