Increase income to increase manpower
As Thanh Nien reported, the vehicle inspection situation in the coming time is likely to be congested again because the vehicle inspectors who are currently on bail will appear in court in the coming time. This is an issue that transport units are very concerned about because the end of the year and the beginning of the year is the time when the demand for transporting goods and passengers increases. Therefore, on October 26, the Vietnam Automobile Transport Association sent a document to the leaders of the Ministry of Transport to express the above concerns.
Registration fees are no longer considered appropriate.
Mr. Nguyen Van Quyen, Chairman of the Vietnam Automobile Transport Association, proposed: "To meet the current demand for motor vehicle inspection, the Vietnam Automobile Transport Association requests the Ministry of Transport to urgently direct the adjustment of motor vehicle inspection service prices as soon as possible to facilitate the implementation of basic solutions, meeting the demand for motor vehicle inspection in a timely manner."
Explaining further the reason for this recommendation, Mr. Nguyen Van Quyen said: "The current vehicle inspection price was issued in 2013, and after more than 10 years of application, it is no longer suitable when input costs have increased such as salary and electricity costs. The implementation of some new regulations in inspection work also increases some expenses compared to before. Besides, to meet the inspection needs at the end of the year, inspection units need to arrange overtime, work on Saturdays and Sundays and must pay additional wages according to regulations. On the other hand, to restore the inspection capacity according to the capacity of the inspection centers, the issue of human resources is the decisive factor. To attract human resources, the income for workers is the decisive factor".
Currently, the price adjustment plan has been completed by the Vietnam Register and is waiting for the Ministry of Finance to submit the draft Price Law (amended) for the National Assembly to consider and approve in the ongoing session. Based on the draft Price Law (amended), inspection services are still essential services, so the state needs to regulate prices and cannot let them float. According to the expected price adjustment plan, the average price of inspection services will increase by about 28%, and if favorable, it can be applied early next year.
The point to note is that if the vehicle fails any step, after fixing it and returning for a second inspection, the Inspection Center will re-inspect and only collect the fee for performing that step, instead of collecting according to the number of inspections as it does now.
Fear of traffic jams recurring
In June 2023, the Ministry of Transport issued Circular 08/2023 allowing non-commercial vehicles with up to 9 seats to automatically extend their inspection period, and vehicle owners do not have to take their vehicles for inspection. This regulation helps more than 1.4 million vehicles to automatically extend their inspection period, but by early December, when the above extension period expires, many vehicles will have to return for inspection.
According to statistics from the Vietnam Register, there are currently 271/288 inspection centers nationwide, with 435/536 inspection lines in operation with a minimum monthly average service capacity of 626,400 vehicles. In the last 2 months of 2023, there were about 677,802 motor vehicles due for inspection, specifically 275,853 vehicles in November and 401,949 vehicles in December. In 2024, the number of inspected vehicles in the month will be the highest in July 2024 with an expected number of inspected vehicles of 503,276 vehicles. Thus, in general, the inspection capacity of the registration system still meets the needs of the people.
However, due to the uneven geographical distribution of the density of the inspection centers, there will be some shortages and some surpluses, so it is forecasted that in December 2023, there will be a risk of inspection congestion in 7 provinces and cities, including: Dong Thap, Ha Giang, Hanoi, Kon Tum, Thua Thien-Hue, Ho Chi Minh City and Tra Vinh. In 2024, there will be 4 more localities with the same risk of congestion.
In Ho Chi Minh City, Mr. Bui Hoa An, Deputy Director of the Department of Transport, said that the city will definitely have congestion in vehicle inspections again. Currently, the city has about 150-200 new vehicles being inspected every day, and the vehicles that have expired inspections in the near future will cause the demand for inspections to heat up. The Ho Chi Minh City Department of Transport is focusing all its efforts on finding additional human resources because 3 of its stations with 14 inspectors have all been prosecuted.
The leader of the Registration Department also said that there are still many registration centers being investigated and verified by local police agencies, and it is possible that in the near future, more leaders and registration centers may be prosecuted, or even detained, so the number of registration centers may continue to be in short supply. In addition, when registration centers are brought to trial, it will also create instability and pressure for other registration centers that are working, leading to a decrease in productivity and inspection efficiency.
To proactively deal with the congestion of vehicle inspections at the end of the year, the Department of Vehicle Inspection has sent a document to localities requesting strict implementation of the regulations of the Ministry of Transport and the instructions of the Department of Vehicle Inspection in motor vehicle inspection activities; strictly prohibiting the refusal to issue Inspection Certificates and Inspection Stamps for cases with defects and damage that are not important as specified in the regulations (such as: changing the radiator grille of the same size, the license plate is not securely installed...); organizing for vehicle owners to register directly through the issuance of serial numbers, online via software applications and other appropriate forms, avoiding the operation of "car brokers".

Conditions for establishing a trading center will be more difficult
The Ministry of Transport is seeking comments on the draft Circular guiding the implementation of Decree 139/2018 and Decree 30/2023 amending and supplementing a number of articles of Decree 139/2018 on motor vehicle inspection service business.
A notable point in this draft is the regulation that when there is a need to invest in building an inspection unit, there must be a written request to the Provincial People's Committee for consideration and approval of the investment policy, clearly stating the proposed location of the inspection unit. The location of the inspection unit must be consistent with the purpose, planning, and land use plan in the locality and ensure that the density of inspection units in the area, adjacent provinces and cities in the area is evenly distributed, suitable in the direction of reducing the travel distance of vehicles to the inspection units, especially in remote areas and islands.
