Why do I have to carry a certificate of automatic extension of road inspection cycle?

The Vietnam Register notes that the certificate of validity and inspection stamp are inseparable accompanying documents of the issued Inspection Certificate for participation in road traffic according to regulations.

Explaining why this document must be carried when traveling on the road, a representative of the Vietnam Register said that currently, the whole country has nearly 3 million passenger cars with up to 9 seats (cars) that are not used for transportation business.

Of which, nearly 1.4 million vehicles are subject to automatic extension of the validity period stated on the certificate and inspection stamp from June 3, 2023 to June 30, 2024.

Thus, there will be a number of vehicles with certificates and inspection stamps that will have their validity extended until December 30, 2024, and more than 1.5 million passenger cars will not be eligible for this extension.

“Therefore, to ensure identification between these vehicles, it is necessary to have a "Certificate of validity of the certificate and inspection stamp".

This is to distinguish and facilitate support for authorities in patrolling, controlling, handling violations and vehicle owners when participating in traffic.

Wherever they are, vehicle owners only need to access the above website to print without having to go to the inspection centers," informed a representative of the Vietnam Register.

The Department of Registration also added that currently on the website to look up the validity of certificates and inspection stamps, there is information on all vehicles that have been extended according to regulations.

However, due to the time required to generate digitally signed files of the Inspection Period Certificates for these vehicles, they are not available for all vehicles at this time.

Vehicle owners must carry the Certificate of Validity and Inspection Stamp when traveling on the road.

The Vietnam Register prioritizes creating certificate files for vehicles with the most recent inspection date first.

Accordingly, on June 3, it will be possible to upload files for vehicles with inspection deadlines from June 3-10. Vehicles with inspection deadlines until June 30 will be uploaded to the system before June 10 and it is expected that the creation of files for all vehicles will be completed before June 30.

On June 2, the Ministry of Transport issued Circular No. 08 amending and supplementing a number of articles of Circular No. 16 regulating technical safety inspection and environmental protection of road motor vehicles. This Circular takes effect from June 3.

The Circular stipulates that the inspection agency automatically issues "Certificate of validity of the certificate, inspection stamp" for passenger cars (family cars) not used for transportation business with a production period of up to 7 years and a production period of 13-20 years that were issued before March 22, 2023 and valid until July 1, 2024, and are automatically extended for inspection according to the new cycle.

For example: Cars with a production time of up to 7 years have been granted a certificate and inspection stamp valid until June 5, 2023 (with an 18-month inspection cycle according to old regulations), the validity will be automatically extended until December 5, 2023 (an additional 6 months).

In addition, the leader of the Vietnam Register also explained why family cars with production years of 8-12 years are not eligible for automatic extension of the registration cycle this time.

Accordingly, Deputy Director Nguyen To An said that vehicles manufactured 8-12 years ago have the same old and new inspection cycle (12 months), so an additional 6 months cannot be added.

“This group of vehicles is in the same range of vehicles manufactured 8-20 years ago that have the same 12-month inspection cycle when Circular 02 was issued, so an additional 6 months cannot be added,” Mr. An informed.

Nearly 6,500 certificates of automatic vehicle inspection validity period have been uploaded to the system.

Statistics from the Motor Vehicle Inspection Department (Vietnam Register) show that on the first day the circular took effect (June 3), this unit uploaded 6,435 copies of "Certificate of validity of certificate and inspection stamp" of vehicles subject to automatic extension of inspection cycle to the system.

These vehicles are due for inspection within 2 days, June 3-4. However, through review, by 4:30 p.m. on June 3, the number of times people checked to confirm the validity of the certificate and inspection stamp was 3.6 million times (2.57 times higher than the number of 1.4 million vehicles subject to automatic extension of the inspection cycle).
