Da Nang informs about removing obstacles for a series of projects

(NLDO) - In 2025, Da Nang City will focus on removing difficulties for projects and land included in inspection conclusions and verdicts.

On March 20, the People's Committee of Da Nang City held a conference to implement Conclusion 77 of the Politburo and Resolution 170 of the National Assembly on solutions to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions.

According to the report of the People's Committee of Da Nang City, for the projects and land areas in Son Tra Peninsula, the Department of Construction has consulted with the units to synthesize and submit to the City People's Committee to cancel the boundary diagrams for 5 projects that have not yet allocated land. For the remaining 15 projects, the City People's Committee directed the Department of Agriculture and Environment to synthesize and provide legal documents to relevant departments and branches for review.

Many projects in Son Tra peninsula will have their obstacles resolved after Conclusion 77 of the Politburo and Resolution 170 of the National Assembly.

At the Chi Lang Stadium project, the city must execute the auction of 10 land use right certificates with a total amount of VND4,132 billion. Mr. Le Quang Nam, Vice Chairman of the Da Nang People's Committee, said that the locality plans to hand over the clean land no later than April 30. Next, agencies including the Civil Judgment Enforcement Department and the Department of Agriculture and Environment will adjust the land use period from residential land to 50 years. After that, the entire Chi Lang Stadium will be auctioned off.

Regarding the reclamation of a 3,264m2 land plot on Ngo Quyen Street, Son Tra District, to build ABC Kindergarten, in the appeal judgment of the High People's Court in Hanoi, IVC Company Limited signed a land lease contract until May 2032.

The Party Committee of the Government requested the Politburo's policy to assign the People's Committee of Da Nang City to work with IVC Company Limited to determine the remaining assets on the land and organize the lease of land use rights through auction. The auction winner is responsible for returning the assets to IVC Company Limited. In case of disagreement on the value of the assets on the land, the parties shall file a lawsuit with a competent court.

In a general report on the progress of project and land clearance, the People's Committee of Da Nang City said that in April, it will complete the review and copy of original documents related to the issuance of land use right certificates. Currently, about 90% of the documents have been completed.

Regarding the task of re-determining land prices to collect financial obligations for lost revenue and exemptions, the City People's Committee has agreed on 3/11 reports.

Regarding the collection of 5% and 10% exemptions and reductions in land use fees, the City People's Committee has issued 113 decisions in a total of 254 cases and is reviewing 96 drafts.

The Department of Agriculture and Environment of Da Nang City is reviewing 39 applications from secondary investors who do not agree to pay financial obligations arising from the inspection conclusion.

Regarding the handling of cases of slow land use during the process of extending land use progress, the City People's Committee has issued a Decision to extend 113 land plots, and the People's Committees of districts are inspecting 172 land plots of individuals...

Mr. Le Trung Chinh, Chairman of the People's Committee of Da Nang City, said that in 2025, the city will focus on implementing Conclusion 77 of the Politburo and Resolution 170 of the National Assembly.

During the period from 2012 to 2020, many projects and lands in Da Nang were related to 4 conclusions of the Government Inspectorate and 3 criminal appeal judgments, causing many problems.

The city has mobilized many resources and resolutely implemented remedial measures. However, in the implementation process, it has encountered certain difficulties and impacts, because the issues and recommendations are very complicated, have existed for many years, many terms; there are no legal regulations and mechanisms and policies to handle them.

In 2024, the Politburo issued Conclusion No. 77 and the National Assembly passed Resolution 170 on removing difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in a number of provinces and cities, including Da Nang City.
