Continuing the 7th session agenda, on the morning of May 25, the National Assembly discussed in the hall the Report of the Supervisory Delegation and the draft Resolution of the National Assembly on the results of the thematic supervision of "the implementation of Resolution No. 43 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023".
Presenting the Summary Report on the results of the implementation of thematic supervision of the National Assembly's resolutions on a number of important national projects until the end of 2023, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh, Deputy Head of the Standing Committee of the Supervision Delegation, said that the progress of completing a number of projects is still slow compared to the requirements in the National Assembly's resolutions, and a number of projects are expected to increase the total investment, leading to the need to adjust the project investment policy.
For some projects divided into component projects operated independently by different localities, it is difficult to harmonize, coordinate, and balance the total investment between the component projects.
Forecasting and investment preparation for some projects are still limited, not fully anticipating difficulties and obstacles in the implementation process, not ensuring long-term vision, leading to adjustments during implementation; some newly completed projects put into operation in a short time have had to propose expansion investment.
In some projects, the implementation of design preparation, appraisal, and approval and cost estimates is still inadequate; acceptance, payment, investment cost management, and construction quality still have some limitations.
Some projects have been completed and put into operation but have not been invested in synchronously in rest stops and intelligent transport systems (ITS); the lack of toll collection has led to difficulties in management, operation and maintenance of the works; on many sections and routes, there are still shortcomings...

The report of the Supervisory Delegation also specifically stated the causes of the existence and limitations (objective causes, subjective causes, responsibilities of the Government and ministries, branches, localities...
Regarding objective causes, Mr. Manh pointed out that the Covid-19 pandemic that lasted nearly 2 years had a major impact, slowing down construction progress. Geopolitical conflicts in the world caused fuel and raw material prices to increase beyond expectations.
Some component projects invested under the public-private partnership method under the Project to build some sections of the North-South Expressway in the East in the period of 2017-2020, during the implementation process, due to the failure to select investors, had to report to the National Assembly and the National Assembly Standing Committee for permission to convert to the form of public investment, leading to a prolongation of the implementation time.
Agencies in the early stages of applying specific mechanisms and policies were still confused, instructions from ministries and branches were not timely or had different interpretations, causing difficulties in implementation, such as procedures for granting mines directly to contractors, procedures for changing forest use purposes; some legal regulations were still inadequate and inconsistent, leading to difficulties in application.
What are the responsibilities of the agencies?
Regarding subjective causes, investment preparation work of some projects is still passive, of low quality, not close to reality, and there are still shortcomings in the work of establishing, appraising, approving designs, estimates and construction of some investors, consulting units and contractors.
Some implementing agencies have not been resolute, and there is still a situation of avoiding responsibility. The capacity of the Project Management Board in some localities assigned as the governing agency is not uniform, and some localities have not performed well, affecting the progress and quality of component projects.
The implementation of a large number of projects in the same period of time limits the mobilization of resources for implementation in some projects and at some times, leading to progress not meeting requirements...

In some localities, compensation, support and resettlement to recover land for projects is still slow, because this is difficult and complicated work, directly affecting the rights and livelihoods of people and businesses.
Besides, the shortcomings in land management have existed for a long time, while inventory, compensation and support still face many difficulties...
Regarding the responsibility of the agencies, Mr. Manh said that the managing agencies and competent agencies organizing the implementation of the project are responsible for not being thorough, not being resolute, not being timely in coordinating to remove difficulties and problems that arise, leading to some projects not meeting progress requirements.
Investors, consulting organizations, and relevant agencies responsible for preparing the Pre-Feasibility Study Report, Feasibility Study Report, technical design, and cost estimates have some inappropriate and inaccurate contents, and have not predicted arising problems; the preliminary total investment and the total investment of some component projects must be adjusted; the survey of construction material mines in some projects is not suitable to reality, and difficulties in exploitation cannot be foreseen.
Localities are responsible for the delay in handing over land, managing construction material prices, and issuing licenses for mining minerals for common construction materials. Investors, contractors, and relevant agencies are responsible for the slow implementation of a number of projects that have not met the set schedule.
Important national projects include: Long Thanh Airport Project; North-South Expressway Projects in the East for the 2017-2020 and 2021-2025 periods; Ring Road 4 Project - Hanoi Capital Region; Ring Road 3 Project of Ho Chi Minh City; Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1; Bien Hoa - Vung Tau Expressway Project Phase 1; Chau Doc - Can Tho - Soc Trang Expressway Project Phase 1. These are projects whose investment policies have been decided by the National Assembly to promote the implementation of one of the three breakthroughs of the 10-year Socio-Economic Development Strategy 2021 - 2030 on infrastructure construction .
